Regular Meeting - December 11, 2006

A regular meeting of the Liquor Licensing Authority was held on December 11, 2006 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from November 27, 2006.
Registration of Christopher Barrett
as Manager of Caf6 Columbine,
802 West Drake, Approved
Christopher Barrett, manager applicant, briefly described his background. He stated the restaurant
will only be open for breakfast and lunch. Mr. Barrett stated every patron will be carded when
ordering an alcoholic beverage. He stated that any employee found in violation of the liquor code
will be terminated.
Judge Lane approved the registration of Christopher Barrett as manager of Caf6 Columbine, 802
West Drake.
Registration of Scott Hood
as Manager of Red Robin,
701 East Harmony Road, Approved
Scott Hood, manager applicant, briefly described his background and the training he has received.
He stated the training through Red Robin is extensive. Mr. Hood stated any employee found in
violation of the liquor code will be terminated. He stated any patron that appears to be under the age
of 39 is carded when ordering an alcoholic beverage. Mr. Hood stated he has four assistant

managers. He stated they have a current copy of the liquor code on premise.
Judge Lane approved the registration of Scott Hood as manager of Red Robin, 701 Harmony
Road.
Transfer of Ownership of Hibachi Japanese Steakhouse
and Sushi Bar of Fort Collins,
1051 West Horsetooth Road, from AKX, LLC
to Kampai. Inc., Approved
Hai Nguyen, representative for Kampai, Inc., stated he attended Liquor Enforcement Officer
Younger's training on November 17, 2006. He stated he has retained the majority of the employees
from the previous owner. Mr. Nguyen stated he has not made any changes to the premise. He stated
they are only open for dinner. Mr. Nguyen stated any employee found in violation of the liquor code
will be terminated.
Judge Lane approved the transfer of ownership of Hibachi Japanese Steakhouse and Sushi Bar of
Fort Collins, 1051 West Horsetooth Road, from AKX, LLC to Kampai, Inc.
Hearing on a New Application from The Noodle Shop, Co. - Colorado, Inc.,
for a Hotel -Restaurant Liquor License at
Noodles & Company, 650 South College Avenue, Approved
Scott Landblom, attorney representative for The Noodle Shop, Co., stated they are applying for a
hotel -restaurant liquor license. He stated they will have a copy of the liquor code on premise.
Kim Deluca, attorney for The Noodle Shop, Co., was swom. She briefly described the content of
the application. Ms. Deluca stated this restaurant is family oriented type establishment. She stated
they will not allow alcohol on the patio in front of the restaurant. Ms. Deluca stated each patron is
only allowed one alcoholic beverage. She stated that alcohol sales is less than 1 % of total sales. Ms.
Deluca stated any employee found in violation of the liquor code will be immediately terminated.
Mr. Landblom stated the petitions show overwhelming support for this application.
Judge Lane adopted Resolution 2006 - 19 approving the application from The Noodles Shop, Co. -
Colorado, Inc., for a hotel -restaurant liquor license at Noodles & Company, 650 South College
Avenue.

Registration of Michael James Ehrfurth
as Manager of Noodles & Company,
650 South College Avenue, Approved
Michael Ehrfurth, manager applicant, briefly described his background. He stated he has received
extensive training from The Noodle Shop, Co. - Colorado, Inc. Mr. Ehrfurth stated they card any
patron ordering an alcoholic beverage. He stated any employee found in violation of the liquor code
is immediately terminated.
Judge Lane approved the registration of Michael Ehrfurth as manager of Noodles & Company, 650
South College Avenue.
Registration of Matthew John Poling
as Manager of Noodles & Company,
4733 South Timberline, Approved
Matthew Poling, manager applicant, briefly described his background. He stated he has received
extensive training with The Noodle Shop, Co. - Colorado, Inc. Mr. Poling stated that any patron
ordering an alcoholic beverage is carded. He stated any employee found in violation of the liquor
code is immediately terminated.
Judge Lane approved the registration of Matthew John Poling as manager of Noodles & Company,
4733 South Timberline.
Hearing on a New Application from Madrigal,
for a Hotel -Restaurant Liquor License at
Alicia's Restaurant, 1220 North College Avenue, Approved
J. Guadalupe Madrigal and Bertha Alicia Madrigal, representatives for Madrigal, was sworn. Mr.
Madrigal stated they will only be offering beer and wine at this time; possibly adding liquor to the
menu at a later date. He described his background. Mr. Madrigal stated they have attended Liquor
Enforcement Officer Younger's class on December 8, 2006. He stated alcohol sales will be less than
5% of gross sales. In response to questions from the Judge, Mr. Madrigal detailed the premises. He
stated they will card any patron ordering an alcoholic beverage.
Mr. Madrigal described the petitioning process. He stated they received many positive responses
in support of this application.
Judge Lane adopted Resolution 2006 - 17 approving an application from Madrigal, for a hotel -
restaurant liquor license at Alicia's Restaurant, 1220 North College Avenue.
