A regular meeting of the Liquor Licensing Authority was held on January 22, 2007 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Robert Younger, Liquor Enforcement Officer
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from January 8, 2007,
Approval of 2006 Annual Report
Judge Lane approved the 2006 Annual Report.
Transfer of Ownership of Cottonwood Liquors,
3645 South College Avenue, from
Cottonwood Liquors, Inc.,
to Cottonwood Liquors. LLC. Approved
Andy Johannson, representative for Cottonwood Liquors, LLC, stated the premise will not change.
He stated he will retain the same staff. Mr. Johannson stated he has been the manager for 20 years
at this location. He stated any patron that appears to be under the age of 40 will be carded. Mr.
Johannson described his carding policies. He stated any employee found in violation of the liquor
code is immediately terminated.
Judge Lane approved the transfer of ownership of Cottonwood Liquors, 3645 South College Avenue,
from Cottonwood Liquors, Inc., to Cottonwood Liquors, LLC.

Show Cause Hearing for Metro Oil Company, Inc.,
dba Diamond Shamrock Corner Store,
2501 South Shields, Stipulation Agreement Approved
Adam Stapen, attorney representing Metro Oil Company, Inc., stated he has reviewed the stipulation
agreement with his client. He stated the employee that sold to the underage operative was
terminated.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $200), with 10 days
held in abeyance for 1 year for violating C.R.S., 12-47-901(1)(a.5), permitting the sale or service of
alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Metro Oil Company, Inc., dba Diamond Shamrock Corner Store, 2501 South Shields.
Show Cause Hearing for Fitzgerald's, LLC,
dba Vault, 146 North College Avenue,
Stipulation Agreement Approved
Rick Thomas, representative for Fitzgerald's, LLC, stated he has had an opportunity to review the
stipulation agreement. He stated all employees will attend TIP's training in the near future. Mr.
Thomas stated bartenders are now required to card patrons in addition to the door person.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 16 day suspension, 6 days served (paid fine in lieu of suspension $1071.39), with 10
days held in abeyance for 1 year for violating C.R.S., 12-47-901(1)(a.5), permitting the sale or
service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Fitzgerald's, LLC, dba Vault, 146 North College Avenue.

dba La Luz Mexican Grill,
140 East Boardwalk Drive, Stipulation Agreement Approved
Peter Schultz, representative for Kramerica Industries, stated he has had an opportunity to review
the stipulation agreement. He stated all employees will attend Liquor Enforcement Officer
Younger's training class.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $200), with 10 days

Stipulation Agreement Approved
Kukki Kapoor, representative for Crystal's Lodging, Inc., stated he has had an opportunity to review
the stipulation agreement. He stated this is his first liquor violation and that the employee who sold
to the underage operative has been fired.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $200), with 10 days
held in abeyance for 1 year for violating C.R.S., 12-47-901(1)(a.5), permitting the sale or service of
alcohol beverages to a person under the age of 21 years.

presented for Crystal's Lodging, Inc., dba Valero, 2025 South College Avenue.

dba Buffalo Wild Wings,
150 East Harmony Road,
Stipulation Agreement Approved
Jack Van Brocklin, representative for Blazin Wings, hic., stated both employees were terminated.
He stated they voluntarily do a self -check serving underage. Mr. Van Brocklin reviewed the steps
they have taken to prevent this from happening again.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $200), with 10 days
held in abeyance for 1 year for violating C.R.S., 12-47-901(1)(a.5), permitting the sale or service of
alcohol beverages to a person under the age of 21 years.

Ms. Ho, representative for Tiger Lily Chinese Cuisine, LLC, stated she has had an opportunity to
review the stipulation agreement. Ms. Ho stated they have passed compliance checks in the past and
have rewarded those employees.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $200), with 10 days
held in abeyance for 1 year for violating C.R.S., 12-47-901(1)(a.5), permitting the sale or service of
alcohol beverages to a person under the age of 21 years.
