Regular Meeting - March 19, 2007

A regular meeting of the Liquor Licensing Authority was held on March 19, 2007 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from the February 22, 2007 meeting.
Show Cause Hearing for First Fish, LLC,
dba Sullivan's, 820 City Park Avenue
Postponed to April 16, 2007
Peter Borba, representative for First Fish, LLC, stated he has been in contact with Assistant City
Attorney Ablao regarding the delay of the transfer of ownership.
Judge Lane continued the hearing to April 16, 2007.
Show Cause Hearing for Mulligan's Pub, LLC,
dba Mulligan's, 2439 South College Avenue,
Stipulation Agreement Approved
Eddie Gavaldon, attorney representing Mulligan's Pub, LLC, stated this was the responsibility of the
new manager. He stated they will register the new manager shortly. Mr. Gavaldon stated he has had
an opportunity to review the stipulation agreement with his client.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 7 day suspension, 3 days served (paid fine in lieu of suspension $649.52), with 4 days

held in abeyance for 1 year for violating C.R.S., 12-47-301(4)(a), failure to renew liquor license in
a timely manner and for violating C.R.S., 12-47-301(8), failure to register a manager a manager
within 30 days.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Mulligan's Pub, LLC, dba Mulligan's, 2439 South College Avenue.

License Renewed
Judge Lane renewed the hotel -restaurant liquor license for Mulligan's Pub, LLC, dba Mulligan's,
2439 South College Avenue.
Transfer of Ownership of Everyday Stores,
949 South Taft Hill Road, from Super America, LLC
to Singh Store, Inc..
Gurbinder Burke, representative for Singh Store, Inc., stated he will retain the dba Everyday Stores.
He stated he will not change the licensed premise and will train all the employees. Mr. Burke
described the training program he requires all employees to complete. He stated he has retained all
the employees from the previous owners. Mr. Burke stated he is on premise every day. He stated
all alcohol purchases require an id. Mr. Burke stated he has a current copy of the liquor code on
premise.
Judge Lane approved the transfer of ownership of Everyday Stores, 949 South Taft Hill Road, from
Super America, LLC to Singh Store, lnc.
Transfer of Ownership of Jackson's All American Sports Grill,
925 East Harmony Road, from BC on Tap, LLC
to Ryan's Restaurant Group, LLC, Approved
Thomas Ryan, representative for Ryan's Restaurant Group, LLC, stated they are not making any
changes to the premise or the operation of the restaurant. He stated he has never had a liquor code
violation. Mr. Ryan stated he will attend training within 90 days. He stated they card any patron
who appears to under the age of 40. Mr. Ryan stated he is retaining all the employees from the
previous owners. He stated he has a current copy of the liquor code on premise.
Judge lane approved the transfer of ownership of Jackson's All American Sports Grill, 925 East
Harmony Road, from BC on Tap, LLC, to Ryan's Restaurant Group, LLC.

Registration of Ryan Cullen as
Manager of Poppy's,130 South Mason, Approved
Ryan Cullen, manager applicant, briefly described his background. He stated he has been the
manager at Domenic's, 931 East Harmony, for 3 years. Mr. Cullen stated he will be on premise
approximately 25 hours a week. He stated they have a procedures manual regarding the sales and
service of alcohol. Mr. Cullen stated they card every patron that orders an alcoholic beverage. He
stated he has a current copy of the liquor code on premise. Mr. Cullen stated he will provide proof
of training within 30 days to the City Clerk's Office.
Judge Lane approved the manager registration of Ryan Cullen as Manager of Poppy's, 130 South
Mason.
Hearing on a New Application from
MVT Restaurant Concepts, Inc., for a
Hotel -Restaurant Liquor License at Vincent,
902 West Drake Road. #4, Approved
Brian Tessari, representative for MVT Restaurant Concepts, Inc., briefly described his background.
He described the concept of this restaurant. Mr. Tessari stated they will primarily be a restaurant
with 60% of their gross sales coming from the sale of full meals. He stated the occupancy is 44. Mr.
Tessari stated the patio is clearly visible from inside the restaurant. He stated will have a current
copy of the liquor code on premise.
Assistant City Attorney Ablao stipulated to the testimony from Esquire Petitioning, LLC.
Judge Lane adopted Resolution 2007 - 02 approving an application from MVT Restaurant Concepts,
hic., for a hotel -restaurant liquor license at Vincent, 902 West Drake, #4.
Registration of Michele Tessari
as Manager of Vincent,
902 West Drake Road, #4, Approved
Michele Tessari, manager applicant, stated she has been in the restaurant business for 15 years. She
stated she is scheduled to attend training and will employ 10 - 15 employees. Ms. Tessari stated
either she or one of her two assistant managers will be on premise at all times.
Judge Lane approved the registration of Michele Tessari as Manager of Vincent, 902 West Drake
Road, #4.

Hearing on a New Application from
Sanford's Grub and Pub of Colorado, Inc.,
for a Hotel -Restaurant Liquor License
at Sanford's Grub and Pub,
1526 Oakridge Drive, Approved
Dan Carr, attorney representing Sanford's Grub and Pub of Colorado, Inc., requested that the
Authority determine if anyone is in the audience that opposes this liquor license application. Judge
Lane indicated no-one was present in opposition to this application.
James Yates, representative for Sanford's Grub and Pub of Colorado, Inc., was sworn. He stated
85% of their gross sales comes from the sale of full meals. Mr. Yates briefly described his
background. He stated there is a clear view of the patio. Mr. Yates detailed the patio design. He
briefly described the policies and procedures they have in place regarding the sale and service of
alcohol.
Toby Bean, 1544 Oakridge Drive, was sworn. He stated lives within the neighborhood and is in
support of this application.
John Stimack, 4406 San Pedro, was sworn. He stated he lives within the neighborhood and is in
support of this application.
Susan Dito, 1402 East Harmony, was sworn. She stated she manages a business within the
neighborhood and is in support of this application.
Judge Buchanan, 1402 East Harmony was swom. She stated she manages a business within the
neighborhood and is in support of this application.
Judge Lane adopted Resolution 2007 - 03 approving the hotel -restaurant liquor license from
Sanford's Grub and Pub of Colorado, hic., dba Sanford's Grub and Pub, 1526 Oakridge Drive.
