1. The meeting was called to order at 12:19 p.m. Introductions were made.
2. Randy Hensley presented the following: Handicap parking program is no longer under
police services.
3. Volunteer Enforcement program reviewed: The City Attorney has advised that the
process of the parking notice being sent to Police Department by a volunteer and then the
police sending the parking citation to the vehicle owner is not legal. In order for a citation
to be issued, the parking infraction must be observed by the officer. The new process
involves:
a) Parking notice books will continue to be issued to volunteers.
b) Pink copy notice can be put on vehicle.
c) Reports now sent to Tisha McRae at Parking Enforcement Office.
d) Vehicles will be put into a computer system (for tracking).
e) Strongly worded letter sent to owner (of record) of the vehicle.
f) Non -compliant vehicle owners are noted — volunteer can call Tisha and she will
arrange for an officer to see so the citation can be completed.
Advantage of new process:
a) Parking Enforcement Officer does not have the complex demands of Police
Department.
b) Tisha has two-way radio communication with parking enforcement officers — result
is faster response.
c) Parking Enforcement Officers are authorized to enforce parking code by the Chief
of Police (within City limits).
d) Volunteer cannot be enforcement officers — liability issues.
e) Randy agreed repeat offender list will be e-mailed to volunteers.
f) Randy reported that about 75% of parking fines issued by his department are
collected.
g) Enforcement supervisor meets with all new business owners to educate them on

parking rules.
Future Plans:
a) Education of volunteers.
b) Development of policy and procedure manual.
c) Need for volunteer's signatures on file to be determined.
d) Handicap signs to be reviewed for ADA compliance.
e) COD to work with Tisha to develop an education letter to violators.
Sub Committee Reports:
1. Snow Removal: Name changed to Community Access Advisory Committee:
Rob Gerk will develop a power point presentation. Vivian Armendaiz and Terry
Schlichting will take photos showing problem areas. Meeting on 2/22/07 to
review progress. (Art Show Committee will meet at the same time).
2. Report on Forum: Vivian reported that a meeting is to be scheduled within the
next 12 months for a task force.
3. Report on State of City Address: Vivian reported that Dial -a -Ride is thought to
be non -sustainable. She reported she may be eliminated because she lives two
blocks outside of the fixed route.
Next Meeting, Thursday, March 8, 2007 —12:15 p.m.
Caryl Schonbrun will attend our March meeting — she suffers from multiple chemical
sensitivities and wants to visit with COD members.
Rob and Vivian will do a practice run on the power point presentation.
