Minutes of the December 5, 1974 Special Meeting (Amended)
1. The meeting was called to order by Chairman, harry 1'roxell., at 4:00 p.m.
in the Local Housing Authority Office located at 220 N. McLdru,

111. Financial Report
The report was disbursed to the Housing Authority members.
John McGraw i-ndicated thatthere is presently nn o,orrun of $3,600.00
on the paymwnts and liabilities column of the report which he would
clear up with Dick Rule of the First National. {lank_
Pete Sanchez questioned as to why there were two different appraisal.
paymrnts made ns i.e. indicated on the report.

Irvine Wilson mOu the• motion to nccept thy financial report and
requested John McCraw to up -dale the report for the next meeting.
Nancy McComb seconded the motion and it carried 5-0.
IV. Minutes
The minutes of October 17 and October 31, 1111 --f,cc.inl meetings were
motioned for approvol by Irvine Wilson and seconded by Pete Sanchez. MotionQ
carried.
V. Tabled Resolution-- Considering the establishment of new archiLect
fees with Miles Lantz and Architects
prte Sanchez mode the motion to bring bade the tabled resolution of
November 20, 1974.

Jark Walen reported that he had made much effnit to have Glenn Harris and
Betty Tunnel of H.H.D. attend this meeting, however, both were unable to
attend.
Miles Lnnt.indicnled to the LHA that H.tl.D. has approved the proposed
architects contrrict and now it. in up to the LHA in mnkr their consider-
ation of approval or disapproval.
Jack Wafer stressed the point that when tare job F.,� out to bid, con-
tractors hid on those plans and specs which Mr. Lantz'es office has
drafted. If there are changes that are needed and are not included
in those original plans and specs, the contractor in not held liable
for them. It is Mr. Lantz'es office whois. held liahle to change
the plans, and at no extra cost to the LHA. 'Iherclore, any shorL-
comings are the architects problems and not the LHA's.
Irvine Wilson a;hed what is Lhe LHA to de if they are unsuccessful in
getting bids that. are within the specified budget.
Jack Walen indfcnlcd that. there are Lwo alt-ernntiveq:
1. Miles Lantz willre-design the plans and ^pees at no
extra cost. to the LIIA.
2. The LHA goes looking for more money.
.lack Warm commented that there is plenty of room in the budget for
Levi:ion. Vor instance for Clerk of the Works,which is columned under
1430.7 inspection Costs,there is an amount of $1R,0o0.0o which is al-
located. This amount could be considerably less because it is possible
that we could hire a competent clerk of the works for less than the
desi!tnnted $1f;,00o.

Irvine Wilson proposed that the Housing Authority pass a resolution
approving the architect's contract between Miles Lantz and Architects
and the City of Fort Collins Housing Authority for the amount of $48,000.00
and contingent upon the Department of. Housing and Urban Development's ap-
proval.
Pete Sanchez seconded the approval of the proposed resolution. Motion
carried
Resolution #34 shall read as follows:
"The City of Fort Collins Housing Authority hereby approves
the Architect's Contract between Miles Lantz and Architects
and the City of Fort Collins Housing Authority for the amount
of $48,000.00 and contingent upon the Department of liousing and
Urban Development's approval.
Jack Walen pointed out that of the $48,000.00 which is now the agreed
upon architect's contract amount, $5,000.00 represents the amount due
to Miles Lantz and Architects for services rendered under the Turnkey
Architect's Contract.
John McGraw asked if the Housing Authority can pay the $5,000 under the
new contract even though the $5,000.00 represents an amount due_ under the
old contract.
Jack Walen indicated that he would check with H.U.D. to determine what
should be done. Either we willbill. you for $5,000.00 and the new
contract amount will. be $43,000.00,or we will combine the two figures and
have the contract amount remain at $48,000.00.
VI. Other Business
There was no other business.
The next meeting was scheduled on December 17, 1974 at 4:00 p.m. in the
office of the Local Housing Authority,located at 220 N. Meldrum.

The meeting was. adjourned at 6:00 p.m.
