McCraw, Executive Director SUBJECT: Minutes of the January 14, 1975 Special Annual. Meeting I. The meeting was cnlled to order by Chairman, Harry Troxcll, at 4:00 p.m. in the Local Housing Authority Office, located at 220 N. Meldrum. 11. Present were: Staff: berry Troxell John D. McCraw, Executive Director Irvine Wilson Ramsey Myatt, Attorney Nancy McComb Jack Walen, Miles Lantz Architects SheLley Domann, Secretary I11. Siv.nina. of Special Meeting Waivers These waivers will he held until the FCRA's next meeting. IV. Minutes of December 9, 1974 and December 17, 1974 Special Meetings A letter was submitted by Authority member, Al Kruchten, requesting that thee minutes of December 5, and December 17, 1974 be amended. The requests were unanimously accepted and approved by the Authority members. harry Troxell directed Shelley Domann to make the necessary amendments as stated in Mr. Kruchten's letter. (See Exhibit "A") In accordance with Mr. Kruchten's letter, John McGraw reported that from now on, all future Housing Authority meetings will be taped so that a more accurate re- cord can be kept. The tapes of each recorded meeting will be held for two meetings following the taped meeting, and then reused again. Also in accordance with Mr. Kruchten's letter, the Authority agreed that for the benefit of the minutes, resolutions be identified as separate from motions at the time of consideration. V. Report from the Architect on Progress Toward Biddi Jack Walen of Miles Lantz Architects reported on the prngress toward bidding. He said that so fat to date, everything is going as is planned, and he sees nothing that will preclude us from opening bids on February 1., 1975. Irvine Wilson said that he would like to see with the plans, the list of major changes made from the original plans. 1 V1. Rvport. on Lhe City Housing and Community Development Act. Me_etiity,s Nancy McComb reported that cities under 50,000 population, according to the 100 census, may receive only discretionary funds which will not likely ex - coed $4on,00mort for any one city. HUD priorities are on poverty type hous- ing and community development programs. VII. Election of New Officers Chairman Troxetl. expressed the desire to give other memhersof the Authority an opportunity for chairmanship. _ the members urged Chairman 'Troxell to continue as chairman. Irvine Wilson nominated harry Troxnli for chairman and moved that nominations cease and that the secretary be directed to casta nnnnimnna ballot for flr. lrnn.rll. (Exhibit "U") Nancy McComb nominated Pete Sanchez for vice-chairman. Irvine Nilson moved thatnominations cease. Chairman Troxell directed the secretary to cast a unanimous ballot for Mr. Sanchez. Irvine Wilson moved that John D. McCraw continue as Executive Director of the Housing Authority. Nancy McComb seconded the motion. Chairman Troxell dir- ected the secretary to cast a unanimous ballot for Mr. McGraw. Vill. Other Business Ramsey Myatt presented to the Authority, documents that have been executed regarding the Michael Baker lien. He announced that Andrew Willis has negotiated a price. with Mr.. Baker in ex- change for the cepi.as of the basements, which were the previous designs of Progressive Housing. These basement ccpai.s were given to Mr. Waled. John McGraw informed the Authority that there is a possibility that the Community Buildingcould behoused in the old Coloradoan building, located on Oak. Mr. McGraw felt that the possibility is one that can be considered by the FCHA. Thn shn,nnn.0n originally designated for the construction or the Community Building now could.be used Lo rehabilitate the Coloradoan building. Mr. McGraw reported that. City Councilhas voted to house the Parks and Rec.- rcation Departmentand senior citizens organizations in the Coloradoan build- ing. He felt that having the FCHA housed in the same building would contribute to the overallwelfare of the project, its programs, and its tenants, because it . would provide reasonable assurance the inteLraLion of tenants and tenants munity programs offered by the city. of full use of the community space and programs with other citizens and com- Mr. Troxel.l. asked .lack Walen if there would be any problems from the contractor's point of view, should the FCHA decide to change their present plans for the Com- munity Building. Mr. Walen said that the Community Building can be dropped by change order, or the Authority can filtrate into the contract the rehab of the Coloradoan build- ing for use as the Community Building, or perhaps an addendum can be drawn up at the time of awarding the contract. Chairman Troxell appointed Nancy McComb and Pete Sanchez to a sub -committee to investigate the possibiliLi.es of Live joint use of the Coloradoan as the Community Building. _ IX. Announcements HUD is sponsoring a Housing Management Si.minar for Colorado and Wyoming Local Housing, Authorities for February 18, 19, and 20. X. January 14, 1975 Dr. Harry Troxell, Chairman Fort Collins Housing Authority Fort Collins, Colorado 80521 Dear Dr. Troxell: EXHIBIT "A" I am sorry I cannot be at the Housing Authority meeting this afternoon, but I'have another meeting in Denver at 3:00 p.m. and will be unable to return in time for the local meeting. The Housing Management Training Seminars to be held in Colorado Springs on February 18, 19, and 20 sound extremely interesting and I hope that we will be represented at all sessions. If it is possible to reserve on a piece -meal basis, I would like to attend the opening morning session. I would like to point out several changes which I think should be made in the minutes: I. First, in the minutes of the meeting of December 17, mention is made of a resolution passed at the meeting of December 5. A re- reading of the minutes of the December 5 meeting indicates that at best the subject matter was covered by a motion and not by a resolu- tion; as I have previously indicated I am not satisfied that the motion is correctly stated but apparently I was mistaken in that regard. 2. Second, I am quoted as saying that $25.00 an hour is too high for an architect's fee; what I actually said was that the charge for draftsmen is considerably less than $25.00 an hour in the Fort Collins area. It is my feeling that this architect's com- mission requires only some changing of existing plans. Mr. Walen has indicated that the changing will be done mostly by draftsmen, as outlined in his report. Qualified architects for design and plans customarily earn $50.00 an hour or more in Fort Collins or other areas and I would like the minutes restated. 1 0 0 Dr. Harry Troxell, Chairman Fort Collins Housing Authority Page 2 3. Third, I specifically asked at the meeting that the minutes reflect the fact that no member of the Housing Authority had had an opportunity to review the contract with the architect before it was executed. I would also like to suggest that the minutes of every meeting should be typed up and sent to the members of the Authority shortly after the meeting is over so that they can review the minutes with fresh memories of what happened. The above comments are not to be taken as a criticism of Shelley Doman; I think she is doing a good job, but I also think it is impossible for anyone except a court reporter to accurately pick up all that is said at a meeting with as many members present as we usually have. I would suggest therefore that attempts be made to have a tape recorder for use at the meetings so that any of us can go back and listen to the proceedings. Because it is -my feeling that the Housing Authority has made its first serious mistake in approving the above mentioned contract with Mr. Lantz, I would like to ask that the minutes of the pre- vious meeting be corrected, and that this letter be incorporated with the minutes of today's meeting.
