III. Granada Heights Proposal
A. The developers do not yet have a complete package available to submit. Pro-
blems to be considered are:
1. The management relationship between developer and the Housing Authority;
2. The annexation of the land;
3. Water rights and tap fees and adherence to city utility agreements;
4. If the Housing Authority goes along with the project:
a. What % of units will be low-income?
b. Where will these units be located in terms of dispersal?
c. What amenities will be offered and how will they be paid for?
5. HUD's deadline for appliction for these Section 8 funds is June 24,
1976 (However, the deadline is not applicable to projects involving
20% or less low-income units).

6. The developers still do not know:
a. Cost per unit
b. Rents
and justifications for these.
B. John McGraw stated the possible altermatives involved in the Housing Authori-
ty's management role:
1. Managing the whole project;
2. Managing only the units we subsidize; or
3. Providing administrative functions under the Annual Contributions
Contract for only the units we would subsidize.
See Exhibit "A" attached hereto.
His recommendation was to assume the third alternative. Mary Klopfenstein
felt that as a public body, the Housing Authority should not assume a managing
role. She moved approval of the third option. Nancy McComb seconded and the
motion carried 4 - 0.
C. Nancy McComb moved that John McGraw ask HUD for an extension to allow the
Housing Authority more time to review the Granada proposal more fully and de-
cide whether or not to go with the proposal. Mary Klopfenstein seconded and
motion carried 3 - 0.
IV. The Chairman recognized a consensus of the Housing Authority for recommending to
City Council the drafting of an ordinance setting 20% as the maximun number of
units to be accepted for Section 8 in any one project, and that Sanatan conform
to the 20% limit.
