Present: Rudy Baldivia James MacNair Linda Renz Carlos Seegmiller Ed Stoner Staff: Bean and Lewis Also: City Attorney Ramsey Myatt Chairman Seegmiller called the meeting to order. Minutes of March 12, 1975 approved Authority member Baldivia made a motion seconded by James MacNair to approve the minutes of the March 12, 1975 meeting as published. The Chairman put the motion which was unanimously adopted. Boundaries established and final hearing date set on an application for a hotel -restaurant liquor license from Keith W. Blakeslee and Donna M. Blakeslee dba the Serendipity, 1201 North College Avenue City Clerk Verna Lewis read the following memorandum into the record which indicates the recommendation for a boundary from the administration. Brunton, City Man (ger DATE: April 9, 1975 SUBJECT: Hotel-Restuaurant Liquor License Application submitted by Keith and Donna Blakeslee dba The Serendipity, 1201 North College Avenue This application was received in the office of the City Clerk on March 11, 1975. 0 The already established outlets in a one mile radius of this proposed operation are listed below: 6-hotel restaurant licensed operations Monte Carlo Lounge, 830 North College Avenue Pagoda, 1002 North College Avenue The Country Politan, 426 North College Avenue The Northern Hotel, 170 North College Avenue The Golden Ram, 214 Linden Gene's Tavern, 200 Walnut 2-retail liquor store outlets --both are outside the City Limits Bob's Liquors, 2001 North College Avenue North College Liquors, 814 North College Avenue 1-club license which is not open to the general public VFW, 201 Linden The administration recommends that the boundaries for the area to be served by this proposed operation be as follows: north to the City Limits, west to Shields Street, south to Mountain Avenue and east to the City Limits. If the staff recommendation is accepted,there are two additional licensed outlets. 1-hotel restaurant liquor license Out of Bounds, 200 West Mountain Avenue 1-retail liquor store Ace Liquors, 200 East Mountain Avenue Attorney Arnaud Newton concurred with the recomendation of the administration concerning boundaries. Attorney Newton stated he would like to clarify a few pinor points: 1) He had checked with the Secretary of State's Office on the name "The Serendipity". He had been informed the name by itself was not available: they will allow the name of "Serendipity Night Club" or something similar. 2) He further wished to verify with the City Attorney that the file was complete. City Attorney Myatt inquired if a manager had been selected as the state statute requires. Recommendations will be forwarded for the manager when he has been selected. Counsel for the applicant indicated they would comply with this section when a manager is selected. Authority member,Me,cNair made a. motion seconded by Rudy Baldivia to set the boundaries as recommended by the Administration and set the final hearing date for May 7, 1975. ,The Chairman put the motion which was unanimously adopted. 0 Renewal for a 3.2% Fermented Malt Beverage License for Thrifty Foods, 1205 West Elizabeth, approved City Clerk Verna Lewis read the Police Department report into the record. March 31, 1975 TO: Mr. Robert Brunton, City Manager FROM: Dell H. Bean, Detective, Investigative Division SUBJECT: Renewal Application for a 3.2% Fermented Malt Beverage License, Glen 0. Gates, DBA, Thrifty Foods, No. Two, 1205 West Elizabeth Street, Fort Collins Sir: On March 28, 1975, the above named individual made application for renewal of his 3.2% Fermented Malt Beverage License. The same date, this officer received the application for review. This officer checked the records of the Fort Collins Police Department and found no violations for the above named establishment in the past year. This officer can find no legal basis to recommend denial of this application at the present time. spectfulyy/submitted Investigative Division Ralph M. The Chairman put the motion which was unanimously adopted. 0 r___1 u Resolution setting forth findings and granting license for a 3.2% Fermented Malt Beverage License for Pamela Suppes dba Pizza Inn at the southwest corner of South College and Harvard adopted City Clerk Verna Lewis read the resolution at length. Authority member MacNair made a motion seconded by Rudy Baldivia to adopt the resolution. The Chairman put the motion which was unanimously adopted. RESOLUTION OF THE LIQUOR LICENSING AUTHORITY OF THE CITY OF FORT COLLINS CONCERNING AN APPLICATION FOR A CLASS A LICENSE TO SELL NON -INTOXICATING MALT LIQUOR AND SETTING FORTH THE FINDINGS OF THE LIQUOR LICENSING AUTHORITY ON SAID APPLICATION The application of Pamela Suppes d/b/a Pizza Inn for a Class A License for the sale of non -intoxicating malt liquor came on for hearing on March 12, 1975, before the Liquor Licensing Authority of the City of Fort Collins, and the Liquor Licensing Authority having heard the testimony and received the evidence produced at said hearing and having considered and weighed the same and being familiar with the neighborhood for which the license is sought, now makes the following findings: 1. The license sought by the applicant is for a loca- tion at the Southwest corner of South College Avenue and Harvard, Fort Collins, Colorado, said site to be occupied as a pizza restaurant, the license being sought in connection with such business. 2. The testimony and petitions presented by the appli- cant at the hearing were to the effect that the inhabitants 0 of the neighborhood desire that the license be granted and the needs of the neighborhood require the granting of this license. No substantial testimony or petitions were pre- sented contrary to this postition of the applicant. 3. The building in which the license is to be operated is not now constructed; and no license should issue until the construction is completed in accordance with the plans and specifications submitted by the applicant and the require- ments of the Building Inspector made in conformity with the Ordinances of the City of Fort Collins. It is therefore the opinion and finding of the Liquor Licensing Authority that: A. The inhabitants of the neighborhood desire that the license be granted. B. The needs of the neighborhood require the granting of the license. NOW, THEREFORE, be it resolved by the Liquor Licensing Authority of the City of Fort Collins that the application of Pamela Suppes d/b/a Pizza Inn for a Class A License for the sale of non -intoxicating malt liquor at the Southwest corner of South College Avenue and Harvard, Fort Collins, Colorado be and the same is hereby granted. BE IT FURTHER RESOLVED that said license shall not issue until the construction of the licensed premises is completed in accordance with the plans and specifications submitted to the Authority and the requirements of the City Building Inspector, and the Authority has received a report from said Building Inspector that said improvements have been completed in accordance with said plans and specifica- tions and the requirements of the Building Inspector. Passed and adopted at a regular meeting of the Liquor Licensing Authority of the City of Fort Collins, Colorado, held this 9th day of April A.D., 1975 ATTEST: City Clerk Resolution setting forth findings and granting license:: for a 3.2% Fermented Malt Beverage License for Gerald Barton dba Happy Joe's Pizza & Ice Cream Parlor, 111 West Monroe Drive adopted City Clerk Verna Lewis read the resolution at length. Authority member Baldivia made a motion seconded by James MacNair toadoptthe resolution. Barton d/b/a Happy Joe's 0 0 Pizza and Ice Cream Parlor for a Class C License for the sale of non -intoxicating malt liquor came on for hearing on March 12, 1975, before the Liquor Licensing Authority of the City of Fort Collins, and the Liquor Licensing Authority having heard the testimony and received the evidence produced at said hearing and having considered and weighed the same and being familiar with the neighborhood for which the license is sought, now makes the following findings: 1.
