Major design review projects included:
- 111 North College Avenue, Windsor Hotel (Children's Mercantile and
Clothes Pony) — Rebuild Rear Wall and Construct new Entrances
- 612 South College Avenue, Darrah House — Restore gutters, soffits,
molding, roof, painting, etc. for State Tax Credit
- 133-137 South College, North Half of the Colorado Building — Rehab/restore
the 133 South College Storefront
- 605 S. College Avenue, Beebe Clinic — Rehab exterior for State Tax Credit
- 252 E. Mountain — Compatibility of New Otter Products Building Adjacent to

C. Preservation Week, 2006: The LPC sponsored the following programs highlighting
"May as Colorado Preservation Month":
- Preservation Week Proclamation
- "Friend of Preservation Award" — Four recipients
A. Grants:
- Grant to restore the exterior of the Natural Areas Nix Farm Barn in
progress.
B. Other Business: The LPC gave input on the historic preservation aspects regarding:
- 2007 Work Program
- The Fort Collins Downtown Alleys Revitalization, Trimble and Tenney
Courts
- Support Letters for SHF grant applications for the Waterworks Pump House
Excavation, Interior Plaster Restoration in I" Baptist Church, and Funding for
the City's Zero Interest Loan Program.
- Budgeting for Outcomes
- Six Tours of the Ghost Signs in Fort Collins
- Downtown Zone District Height Regulations for Taller Buildings Over Three
Stories
- Ghost Signs in Fort Collins Preservation Project
- Downtown River District Project Design Alternatives
B. Ongoing_ Programs: Ongoing programs in 2006 included:
Demolition/Alteration Review — Staff processed 241demolition/alteration requests
from January 1, 2006 through December 31, 2006.
Landmark Rehabilitation Loan Program — This program provided local
preservation assistance zero interest loans to 9 properties, totaling $37,000 in
awarded funds. Matching funds were $72,661. The ratio of private dollars to public
dollars is 2:1. Seven residential and two commercial properties were funded.
Changes to rankings and processes were discussed by the LPC.
Colorado Historic Preservation Income Tax Credit — The LPC elected to take on
the design review responsibility within the boundaries of the Downtown
Development Authority for this program in 2006. Additionally, staff edited and
review applications before they were sent to the Colorado Historical Society, to
ensure that the procedure would run more smoothly at the state level.
Design Assistance Program (DAP) — Provides city funding for design assistance for
changes to local landmarks.

Two new consultants were added to the DAP Pre -Qualified Consultant's List: Andy
Barlow, Custom Masonry and Boyd Bartlett, Boyd Bartlett Masonry.
LPC Training in 2006
- CPI "Saving Places 2006", (February V 4s) conference attended by Alan
Ballou, Earen Russell, and Ian Shuff, and staff Karen McWilliams, Carol
Tunner, and Joe Frank.
- Restoring Historic Storefronts, a slide show of the National Park Service
shown January 11`s to Aguilera, Dix, Ballou, McGee, Russell, Donahue, and
Shuff.
- LPC was invited by the City of Fort Collins Transportation Planning
Department to attend Open House concerning the Downtown River District
Project on April 6'
- Rehabilitating Interiors in Historic Buildings, a slide show of the National
Park Service shown June 14' to Aguilera, Dix, McGee, Donahue, and Shuff.
- State Tax Credit Training (Dan Carson, Director of Intergovernmental
Services, and Joe Salibar, Tax Credit Coordinator of the Colorado Historic
Society) on July 12' and attended by Aguilera, Dix, Ballou, McGee,
Donahue, and Shuff.
- Windows, Preservation Treatments by the Illinois Historic Preservation
Agency shown August 23rd to Aguilera, McGee, Russell, and Shuff.
