Included in this memorandum is the Citizen Review Board Annual Report for 2006. As
directed by the Boards and Commissions Manual the annual report directly corresponds
to the Board's 2006 work plan.
Items in bold identify 2006 work plan items.
1) REVIEW CASES:
See page three for a comparison of 2006 cases with data from 2003, 2004 and 2005.
2) CONTINUE MONITORING VOICEMAIL:
Prior to each Board meeting the Chair reports on any voice mail messages to the CRB
voice mail box. No messages have been received in the 2006 calendar year. In April
2006, Police Services initiated the reporting of any voice mail messages to the Bias
Policing voice mail box.
3) EXPLORE OPTIONS FOR EDUCATING CITIZENS ABOUT THE
EXISTENCE AND PURPOSE OF THE CITIZEN REVIEW BOARD:
This remains an ongoing effort as opportunities arise. Currently citizens have access to
all meeting agenda and minutes via the intemet (fcgov.com).
Spanish translation of the complaint packet to include the complaint process description,
complaining party's rights and responsibilities and intake instructions has been
completed. These translations also exist on the Police Department web page.
4) CONTINUE LIAISONS WITH APPROPRITE BOARDS AND COMMISSIONS,
INCLUDING THE HUMAN ELATIONS COMMISSION (HRC):
Elain Boni of HRC continues in her liaison role between HRC and the Citizen Review
Board.
5) AS OPPORTUNITIES PRESENT THEMSELVES, IDENTIFY AND
ESTABLISH RELATIONSHIPS WITH SPECIFIC GROUPS WITHIN THE
COMMUNITY:
See item #3.
6) MONITOR TRAINING FOR NEW BOARD MEMBERS:
One member new to the Board in 2006 took advantage of the police officer ride -along
program on three separate occasions. Another member attended to the Citizen Police
Academy.
Three Board Members left in 2006: Maria Martinez, Brian Carroll and Charles Greeb.
Training will have to be implemented for the three new members, two of whom are
joining in January 2007.
7) PURSUE TRAINING OPPORTUNITIES FOR ALL BOARD MEMBERS ON A
VARIETY OF TOPICS
Annual training to the Board consisted of a primer on the diversity training police
officers receive. In addition, Board members were provided a block of use of force
scenario training as it concerns police response to a suspect resisting arrest. Board
members were also provided Officer Involved Shooting Protocol training (multi -media
presentation).
Throughout the year the Board is provided resource articles on topics pertinent to their
mandate as well as the opportunity to take advantage of the following training
opportunities.

Opportunities for observation of Police Recruit Academy training
Officer Involved Shooting Protocol
Observation of Police Officer in-service training

CASE REVIEW ANNUAL REPORT-2006
In 2006, the Board considered nine cases. This is equal to the cases reviewed for 2005.
Cases are tracked by the year in which the case was delivered to CRB.
