HomeMy WebLinkAbout2006 - Art In Public Places Board - Annual ReportART IN PUBLIC PLACES BOARD 2006 ANNUAL REPORT The Art in Public Places Board held their first meeting in July of 1995. The APP board meetings are being held the third Wednesday of each month at 3:30 p.m. at the Lincoln Center. Members who served in 2006 were Ann Carr, Alan Howe, Ray Tollison, Lee Needham, Craig Russell, Jane Liska- Smith and Cori Hixon-Cunningham. Lee Needham served as Chairperson and Craig Russell served as Vice -Chair. ADMINISTRATION. POLICIES & GUIDELINES The APP Board continues to devote time identifying ways in which policies will be administered in specific projects. SPECIAL PROJECTS The APP Board continues to seek opportunities for art in community gateways and Utility projects that support the goals of the Utility. I% PROJECTS (Completed) Park Planning staff proposed that the Art in Public Places Program work with them and place art at the site that they are currently developing. The project team for the Fossil Creek Trail project interviewed artists from the APP Design Consultant list and selected artist Mario Miguel Echevarria. This project included striking tile mosaics along with safety elements that help alert pedestrians to the danger of rising waters. Natural Areas staff presented to the board a Phase H to the Nix Facility project. Artist Joe McGrane completed the work on Phase I at the site and is also the artist selected for the Phase II project. This project enhanced the beauty of the natural area, along with providing a patio and seating area to hold presentations/meetings. The Utility Department distributed information to the board on opportunities for art on the Tenney Alley Transformer Cabinets. An open competition was publicized and Fort Collins artist Amelia Caruso was selected. She developed concepts with the team that added painted murals to the cabinets in an effort to help mitigate graffiti at this site. These six transformer cabinet murals also add an artistic element to this newly renovated alleyway. The Natural Areas Department presented Bobcat Ridge Natural Area project to the APP Board. The board recommended that the team select an artist from the APP pre -approved Design Consultant list. The project team interviewed artists and selected Robert Tully. Robert Tully worked with the team and created multiple rock cliff inspired elements to the site. Tully designed the front entryway sign and created stone elements for the entryway, picnic shelter and information kiosk on site. As an ongoing project, the APP Program collaborates with the city's Engineering Department on sandblasted granite pavers that will be incorporated into city sidewalks at the time of renovation. The board advertises an open competition to solicit drawings from Fort Collins students ages 3-18. The 2006 Pedestrian Paver competition selected 15 kids' drawings and had them sandblasted into granite pavers. These pavers have been placed in sidewalks throughout town. The Children's Garden project was presented to APP by the city's Horticulture Department. Andy Dufford was selected as the artist from the APP Design Consultant Resource List. The artist worked with the project team on concepts for this site. He designed and then created a stone table which became the central water feature to the site. Artist David Griggs was selected from an open competition to work with the team on the CSU Transit Center Phase II project. Griggs worked with the project team and proposed multiple elements for art at this site. The artist helped transform the building with a stained concrete floor, wall relief and sandblasted glass panels to the railing in the main entrance atrium. He also fabricated the metal railing panels on the exterior second floor balcony. The APP Program worked with the Park Planning Department on the Oak Street Plaza project. This collaborative project renovated the Old Town Oak Street Plaza area. An open competition was held and artist Lawrence Argent was select to work with the team. Lawrence Argent worked with the team on the overall design of the plaza along with sculptural elements for the site. The artist's carved granite stones are the elements that catch the dancing fountain waters. The board also reviewed a sculpture donation for the Fort Collins Public Library. The bronze sculpture by Dawn Weimer was being donated by the Friends of the Library and Fort Collins Public Library staff. The piece was approved by the APP Board and placed in the butterfly garden in Library Park. 1 % PROJECTS (Pendin The APP program is working with the Police Department on anew Fort Collins Police Facility. Andy Dufford was awarded the commission for this project through an open process. The artist is currently working on the multiple elements for this project site. The work will be completed in 2007 The Northside Atzlan Center was presented to the APP Board by the Recreation Department. Artist Carolyn Braaksma has been selected for the project through an open competition. The artist has been working with the project team on concepts for multiple integrated elements at this site. The artist should be under contract for this project shortly. The Natural Areas Department presented the Reservoir Ridge/Primrose Center project to the APP Board. The Board suggested that an artist be selected by the project team from the pre -approved Design Consultant List. Barb McKee is the artist who was selected for this project. She is currently meeting with the project team to discuss concepts for art at this site. The Park Planning and Development Department brought to the board information on Harmony Park II in Southeast Fort Collins. APP staff helped coordinated a collaborative project with Preston Junior High School and Traut Core Knowledge School to incorporate art into Harmony Park. The project team selected artist Jim Lynxwiler from the pre -approved Design Consultant Resource List. This artist is working on the phase II entryway art feature that would incorporate the hand -made tiles by the students. The project will be completed in 2007. A Utility Engineer presented the Sheldon Lake project to the APP Board. An open competition was held and artist Brower Hatcher was selected to work with the team on design concepts. The artist worked with the project team to develop a sculptural element for the park. This project will be installed in 2007. Spring Canyon Community Park project and the Utility Southwest Pump Station project were combined in an open competition. Artist Karl Ciesluk was selected and he has visited the site and developed multiple concepts for this project. The project will be installed in two phases. The project will be completed in 2007. City Engineers presented the East Prospect Road project to the board. An open competition was held and the artist team of Carol May and Tim Watkins were selected to work with the team on design concepts. The team developed multiple entry art pieces for this site. The work will be installed in 2007. The artist Mario Miguel Echevarria was selected from the pre -approved Design Consultant list by the Mason Street Transportation Corridor Trail project team. The artist has developed multiple elements to be located along this site. The project will also include some hands-on participation from the community. These elements will be installed in 2007. The Advanced Planning Department had previously met with the APP Board to outline the various gateways to the city and options to work together as a team. The Board discussed being attentive to future projects that may be gateways to the city. The City's Engineering Department updated the board on the North College Improvement project. Artist Howard Kalish was selected from an open competition. The APP Program and the DDA will collaborate on this project to create a new gateway into Fort Collins. Utility staff presented the APP Board with a project for Conservation Themed Benches that would help promote the Utilities educational goals. The project team interviewed artists from the APP Design Consultant list and selected artist Barb McKee/Surface Strategy. This project has been on hold and will move forward shortly. The Park Planning Department presented the Case Park project to the APP Board. It was their suggestion to work with the art teachers and students at the adjoining Fort Collins High School on a collaborative project. The artist has been on hold waiting for the second phase of Case Park. The park is currently in Phase II and will start meeting again with artist Jim Lynxwiler to develop the art for this site. The Streets Department presented the Streets Facility Project to the APP Board. The artist team of Tim Upham and Lisa Huff were selected from an open competition. The team is currently meeting to develop concepts for artwork at this site. The Pickle Plant Site Project team presented this new project to the APP Board. The team discussed the opportunity to use this site for a gateway feature. The board directed staff to advertise an open competition to select an artist or artist team for this project. A city engineer presented ideas for projects that could be incorporated into city sidewalks. The board recommended an open competition to solicit drawings from Fort Collins students ages 3-18. The APP program is advertising the 2007 Pedestrian Paver competition and will select drawings in early 2007. Up to 15 designs will be selected and be sandblasted into granite pavers. This will be the fifth competition for this program. COMMUNITY OUTREACH PROJECTS APP staff has been assisting the Parks Department in acquiring artistically painted trashcans, working with local art teachers and students on this collaborative project. The schools that participated in 2006 were Rivendell Elementary and Dunn IB World School. APP staff also sponsored trash can painting events at Artsploration, and Community Trash Can Painting at the Mall. APP staff members continue to give support to private businesses in the community. Staff assists with providing information on processes for acquiring art and contacts with artists. MAINTENANCE Staff has created a maintenance plan for its collection. OTHER ACTIVITIES The APP webpage, www.fceov.com/artspublic, continues to be updated with new projects and project descriptions.
