I. Call Meeting to Order
Vice Chair Person Marcia Richards called the meeting to order at 1:35 p.m. A quorum
was present.
II. Public Participation:
Senior Advisory Board and Senior Center Council members were introduced. The Senior
Advisory Board gave a presentation telling about different functions the Board performs.
The floor was then open for questions and comments.
• Irene Egan objected to the Senior Trips being taken away. Anita Basham
answered by saying she has written letters to all City Council members. Peggy
McGough encouraged people to sign petitions being circulated to save the travel
programs.
• Mary Jane Warfield asked if anyone had considered using Channel 22 because
they are asking for programs. Marjorie McTaggart responded that SOAP had
researched the possibilities but had declined because they were informed that
SOAP would have to operate their equipment. Marjorie did agree to recheck with
Channel 22 to see if these circumstances had changed.
• Mary Warfield asked if it was way out of line to ask for corporate partial sponsor
ship of the Transfort system. People need to get to the Harmony hospital. This
idea will be passed on to the Transportation Board for their consideration.
However, it was noted that the Senior Advisory board had worked with Poudre
Valley Hospital and Dial -A -Ride to implement a plan to transport seniors to those
health facilities when transportation was an issue. Senior Advisory Board will
continue to work with Poudre Valley Hospital to make more seniors aware of this
program.
• Mona Nickerson praised Dial -A -Ride for the good service. She said that she was
able to help others with transportation for many years but now she needs help.
Without Dial -A -Ride she would not be able to live independently.
• Maxine Bell would like lunch served on Wednesdays again. Kathy Schuster,
SAB liaison to VOA, will relay that message.
Carrie Graves does not want to take the name "Senior" out of Senior Center.
Carrie was also concerned about the traffic in Fort Collins. She suggests that
businesses open at different times to alleviate the congestion. Marcia Richards
reported that the regional transportation project is extending their 20/30 plan to
20/35 for transportation and they are addressing issues like that. They are holding
public meetings right now and will be held 23 of September at the Harmony
Library, 30th of September at the Loveland Senior Center, and October 7th in
Greeley.
Jackie Adams, student in Social Works at CSU, spoke for herself and three other
CSU students are taking a class in organization. They chose to focus on senior
issues. They are looking for a project that will impact lives of seniors. Bud Herin
and Stan Ulrich will meet with the students and give them information to assist in
advocating for senior transportation.
Donald Markstrom has been on several trips sponsored by the Senior Center and
is concerned about trips program being cancelled. He said that participants are
willing to pay more. Bud Herin stated that he believes that short day trips will not
be cut. Bud encouraged those concerned to call their council representative.
Burdette Woodward is concerned about speeding and feels the limits are set too
high. He would like the drivers in Fort Collins to drive at safe speeds even if that
is below the set limit. He believes that the current speeds are a danger for
everyone, particularly seniors.
III. Approval of Minutes — Anita Basham made a motion to accept the September 13th
minutes with one correction, Bud Herin second, motion carried.
IV. Correspondence
• Don Wells's letter saying why he was unable to attend the September meeting.
• Resignation letter from Dianne Wiremen-Heath. Jim Downey volunteered to write a letter to
Dianne from the SAB board thanking her for her service.
• Invitation from Loveland Senior Advisory Board, sent by chair Earl Stevens, for a joint meeti
of the Boards to exchange information. Invitation was for their October 4 meeting at 10:30 a.
at the Loveland Library. Barbara Schoenberger encouraged the board to have representatives
attend the meeting. Peggy McGough, Marcia Richards, Dennis Kaz, Kathy Schuster and
Barbara Schoenberger volunteered to attend the meeting.
• Communication received from Karla Smith, City Boards and Commissions, about annual
recruitment for boards and commissions and informing the Board that flyers are available and
distributed and that a recruitment video is available for viewing on line.
• Karla Smith also sent a reminder that the 2007 work plan needs to be turned in by November
30. Board agreed to complete the plan at the regular October meeting and will use a facilitato
to direct the process.
• Request for input on City budget was received from Marty Heffernan, Executive Director of
CLRS. Matt Malcolm and Peggy McGough will draft a response on behalf of the Board urgir
continued support of Dial -A -Ride.
• Request from Air Quality for participation in a focus group. They are asking for eight
participants with older cars to serve on this group. The group will meet for two hrs at Canino
with a free dinner on Sept. 27, 2006 at 7:00 p.m... Call Katie Bender with names and phone
numbers of interested people. Matt Malcolm, Anita Basham, and Bud Herin volunteered.
• Larimer County TRIAD invitation to their loth Anniversary Celebration. The event will be he
on Wednesday, September 20, 2006 from 1:00 p.m. to 3:00 p.m. at the Loveland Police
Department Institute, 810 East 1 Oth Street, Loveland, CO 80538. Please RSVP to Megan at
495-7791.
V. Old Business
A. Report on ad hoc committee to raise matching funds for the expansion of the Fort
Collins Senior Center — Jim Barnett is discouraged because people he wanted to sit on
the committee are turning him down. Dianne Heath will not be on the committee
because she has resigned from SAB. Barbara Schoenberger made a recommendation
that a brain storming meeting be held to help the sub -committee find volunteers.
Meeting will be held on Wednesday, October 4 at 1:00 p.m. at the Senior Center.
B. Soap Box submissions to the Coloradoan - Jim Downey has collected some materials
for a Fall Soap Box. The Soap Box would say that the City should keep the quality
that exists and why that is important to the community and the residents.
C. Bridging the Gap— Kathy Schuster reported that the planning for Bridging the Gap is
on schedule. People who are helping need to be at McKee by 9:30 a.m. A bus will
be running from the Senior Center parking lot to McKee and back. Anyone interested
needs to let Barbara know. The bus will leave at 9:00 a.m. Kathy handed out
information material for table hosts.
D. Policy on Aging Committee report — Anita Basham reported that it is a work in
progress is stalled currently.
E. Chili Cook -off— Bud Herin reported that two people were lost from the team,
Dianne and Al Heath. Jim Downey will chair the event which will be held on
October 14. Articles for the cooks' bags need to be turned in.
F. Community Homecoming— Peggy McGough reported that it's happening, everything
is ready to go.
G. Evaluative tool report — Marjorie McTaggart reported that evaluations were passed
out at the outreach meeting at the Senior Center. Participants completed them and
returned them. Marjorie will analyze the feedback for the next meeting. Marcia
Richards suggested making the print larger so it would be easier to read.
VI. New Business
A. Liaison Reports
1. Youth Activity Center Board - Anita Basham reported that the Youth
Activity Center Board in operation and needs two new members. They will
be sending one more letter to the Council trying to convince them to keep the
center open. Right now the YAC will close July of 2007.
2. Center on Aging of CSU - Matt Malcolm reported that Manfred Diehl is the
new head of the Center on Aging at CSU and really wants to push the Center
which has been a struggle over the years. This is his priority. A super cluster
is a way that researchers can come together and go for very large grants.
3. Senior Sports Club - Anita Basham reported that a speaker from CSU, Brian
Tracey, spoke on the aging process and how exercise can help.
4. AARP - Jim Downey reported there will be a meeting Thursday, September
21 at 9:15 a.m. at the Senior Center and will have a speaker, Dr. Phil
Hernandez from Boulder talking about prescription changes and an update on
Medicare.
5. RSVP - Kathy Schuster reported that a grant of $21,000.00 was received for
an additional staff person to work on volunteers for the youth mentoring
program. This is ongoing money that will not have to reapply.
6. Women's Commission - Marjorie McTaggart reported that the commission
met on 8/16/06. They are working with someone in the CSU English Dept.
on applications for an intern to help with the new quarterly newsletter. The
Commission is exploring having "forums" in the community for input from
community women. They are looking at working with the Women's Center
and other women's groups as places to hold forums and get input from the
people served there.
7. KRFC radio (5 week series?) starts 9/28 with a panel to discuss women's
roles in politics, voting, etc. The show is a half hour program, 7:00 p.m. on
the 2"d and 4ch Thursdays.
8. TRIAD meeting is 8/23/06. They report a need for continued presentations
about DNR 9 (Do Not Resuscitate) as there is confusion between DNR and
Living Wills.
9. Peggy McGough made comment that while Board members are at the
Bridging the Gap conference, they should contact the Elder House booth
because they are taking a major hit this year.
10. The Women's Commission has hired a half time dental person. They are
looking for an office that would be open on Friday.
11. AARP Conference - Jim Downey reported that the annual AARP Conference
will be held at the Fort Collins Senior Center on Thursday, Octoberl9 from 8
a.m. to 1 p.m. and will include continental breakfast and lunch.
B. Outreach plan for DMA on October 11 — Marjorie McTaggart has contacted the
managers assistant and confirmed the date, place, and time. Everyone will do the
same outreach report that they did today.

VIII. Other Business
A. Boards and Commission Appreciation Event will be held at the Lincoln Center on
November 8. Invitations will be sent.
B. Tom Fleming addressed parking at the Senior Center and said that he noticed CSU
students parking in the Senior Center to catch the bus going to CSU. Matt Malcolm
will follow up with ASCSU to see if the students can be informed not to do this.
C. 2007 Budget — The main items SAB would like to see get budgeted are
Transportation, Dial -A -Ride, and Senior Day Trips. Anita made a motion that Peggy
McGough and Matt Malcolm will write a letter to Council on behalf of the Senior
Advisory Board. Dennis Kaz seconded the motion, motion carried
IX. Adjourn
Meeting was adjourned by proclamation of vice chair, Marcia Richards.
Executive meeting will be September 27, 2006 at 1:00 p.m.
