Present: Dennis Baker, Harry Edwards, Dave Evans, Charlie Greeb, Maria Martinez, Glenn
Strunk
Absent: Brian Carroll (prior written notice of absence was provided by Brian.)
Staff: Lt. Jim Broderick, Sgt. David Pearson, Sgt Russ Reed, Greg Tempel, Assistant City
Attorney, and Angelina Sanchez -Sprague, Recorder.
The meeting was called to order at 6:00 p.m. by Chair Harry Edwards.
Minutes:
June 14, 2006 Minutes — Charlie Greeb made a motion to approve the minutes. Glenn
Strunk seconded the motion. There was no discussion and the motion passed 6-0.
Voice Mail Reports:
• CRB Voice Mail Message Report Harry Edwards reported that as of 3:59 p.m. on July
12 there were no messages. Dennis Baker wondered what phone number individuals
should call. Also, there was some discussion that the information on the recording may
be dated —inclusion of Cory Chnstensen's and Dave Evansnames and wrong
Wednesday meeting week rooted.
o Police Services will brief Harry Edwards on tow to update the recorded voicemail
message.
• o Police services will update the CRB Web page to include the name, phone number
and e-mail of the current chair, as well as the Board's voice noon phone number.
o Police Services will update the CRB calendar event entry to include the current chair
and the Board's voice mail.
• Bias Policing voice Mar Report Sgt Pearson reported that as of 10.09 am. on July 12
there were no messages.
Public Input: None
New Business:
Jim Broderick wondered what the Board's preference was relative to distribution of the Chiefs
Finding Reports. Should they be distributed to the Subcommittee only or the full Board?
Consensus was all the Board would Ike a copy as all agreed it's nice to know.
Pending Cases:
Case #2006-02 — To be heard by Subcommittee after regular meeting on July 12, 2006
Case #2006-03 — To be heard by Subcommittee on July 20, 2006, 6:30 p.m., CIC Room.

• Other Business:
Dennis Baker wondered under whose jurisdiction use of force hearings would be heard when the
Fort Collins PD SWAT team is called to aid in an incident in Loveland (as reported recently in the
newspaper.) Jim Broderick advised that irrespective of jurisdiction, Fort Collins Police Officers
use of deadly force would be subject to an administrative investigation and reviewed by the
Citizen Review Board (CRB). Furthermore, all investigations that currently require CRB review
would continue to be reviewed by CRB even if the Fort Collins Police Officer was acting in
another jurisdiction. CRB has no authority to review other law enforcement agency's internal
investigations when the incident(complaint occurs within the jurisdk:tion of the City of Fort Collins,
absent their request.
Adjournment: Dennis Baker moved to adjourn the meeting. Maria Martinez seconded the
motion. There was no discussion and the motion carried 6-0. The meeting adjourned at
6:20 p.m.
Next Meeting: Wednesday, August 9, 2006, 6 p.m, at Fort Collins Police Services indoor range
at 2554 Midpoint. Diversity & Use of Force training is scheduled.
