Citizen Review Board Meeting D

January 10, 2007
Present: Dennis Baker, Harry Edwards, David Evans, Jim Dubler, Chris Kahler, Glenn
Strunk
Absent: None
Staff: Lt. Jim Broderick, Greg Tempel, Assistant City Attorney, and Angelina Sanchez -
Sprague, Recorder.
The meeting was called to order at 6:00 p.m, by Chair Harry Edwards. Harry welcomed
new members Jim Dubler & Chris Kahler. Harry also reported that one Board vacancy
remains open and applications will be taken by the City Clerk's office until February 14.
He asked members to encourage women to apply to help increase diversity on the
Board.
Minutes:
November 8, 2006 Minutes — Dennis Baker made a motion to approve the minutes
as revised. Glenn Strunk seconded the motion. There was no discussion and the
motion passed 6-0.
6-12 Subcommittee Minutes — Dennis Baker, serving with outgoing members Maria
Martinez & Brian Carroll, met December 13 to review the case. Dennis Baker noted
minutes submitted to them via email were approved.
Voice Mail Reports:
• CRB Voice Mail Message Report. Harry Edwards reported that as of 5:00 p.m.
on January 10`" there were no messages.
• Bias Policing Voice Mail Report. Jim Broderick reported that from November
2006 to January 2007 here were no messages. For the benefit of the new
members,, he noted the line was made available to citizens several years back as
a place to report bias policing. Officers are required to distribute a card at each
traffic stop that provides bias policing contact information.
Public Input: None. Elaine Boni of the Human Relations Commission was in
attendance.
New Business:
New Board Member Training. Components of the new -member training program were
reviewed. It was recommended training include:
• Police Services/Internal Affairs information and orientation
• Board training --role between Citizens and Police Services. How actions are
initiated and how case notebooks are reviewed. The goal is to learn more about
the specifics-- the "forks in the road," the timelines, and the findings/reporting.
• Citizen Police Academy series enrollment (next one scheduled in a September to
mid -November timeframe.)
• Board & Commission Training. Mark your calendar —invitations will be
forthcoming from the City Clerk's office for a three hour training: March 7, 4:30-
7:30 p.m., 215 Community Room OR March 21, 1-4 p.m., CIC room (300 W.
Laporte Avenue.) Signup will be through the City Clerk's office.
NOTE: Dave Evans left the meeting due to a prior commitment.
Pending Cases:
Case #2007-01 subcommittee members were randomly drawn:

The case files will be distributed at the next meeting, February 14, 2007. The board
considered meeting earlier in February due to a number of members' commitments later
that evening.
Dennis Baker made a motion to move the meeting time for the February 10
meeting to 5 p.m. from 6 p.m. Jim Dubler seconded the motion. There was no
discussion and the motion passed 5-0.
Other Business.
Review/Approve 2006 Annual Report. The Board reviewed a draft of the 2006 CRB
Year End Report prepared by Jim Broderick offering revisions they'd like to see in a final
version. The approved version will be made available at

Glenn Strunk made a motion to approve the CRB's 2006 Annual Report with
revisions. Dennis Baker seconded the motion. There was no discussion and the
motion passed 5-0.
New members asked a number of questions including:
Q: Where can citizens get copies of complaint forms?
A: They can be found at the City Clerk's office, the City Manager's office, the North
Aztlan Community Center and the Senior Center.
Q: What is the protocol for handing bias policing complaints left in the bias policing
voice mailbox?
A: Police Services investigates every complaint with findings reported to the CRB.
Q: Should the new members be doing anything proactively outside what's been outlined
in the training program?
A: No. Lt. Broderick and Sgt. Reed as well as Chairperson Harry Edwards & Vice
Chairperson Dennis Baker will find mutually agreed times to cover training topics with
the new members. Jim Broderick offered access to publications that provide a global
look at police oversight.
Q: How does Fort Collins compare (average, low or high) in the number of incidents.
A: That information is unknown.
Chair Harry Edwards reported he will be out of town (and unavailable for the CRB
meeting) on March 14, 2007.
Adjournment: Glenn Strunk moved to adjourn the meeting. Dennis Baker
seconded the motion. There was no discussion and the motion carried 5-0. The
meeting adjourned at 7:20 p.m.
Next Meeting: Wednesday, February 14, 2007, 5 p.m. CIC Room, 300 Laporte
Avenue.
