Laporte Avenue, Fort Collins, Colorado. BOARD MEMBERS PRESENT: Elaine Boni Maryanne Ingratta Maya Jairam Karen Wong -Brown Lisa Poppaw-Schinnerer (arrived 6:20 p.m) BOARD MEMBERS ABSENT: Paige Backlund Jarquin Joann Gina[ Cristina Matsushima James Ross STAFF MEMBERS PRESENT: Rebecca O'Donnell, Staff Liaison Angelina Sanchez -Sprague, Recorder 1. CALL TO ORDER The meeting was called to order by Maryanne Ingratta at 5:35 p.m. The Commission decided to proceed with the agenda business except for items that required a formal vote (as a quorum was lacking.) PUBLIC INPUT None. 2. GUEST SPEAKER. None. 3. AGENDA REVIEW No changes were made to the agenda as proposed. APPROVAL OF MINUTES Approval of the February 8, 2007 minutes was tabled. BUDGET REPORT/APPROVED EXPENDITURES Rebecca O'Donnell reported that only $100 of the 2007 Budget has been spent to date. 4. COMMITTEE REPORTS Executive/Maryanne. Maryanne will be out of town March 10`h-17`h HRC March 8, 2007 — Page 2 Government Relations/Elaine. The soapbox drafted by Elaine, Lisa & Chief Harrison was ready for approval by the Commission. Elaine was disappointed that quorum was lacking as she'd hoped at both the Special Meeting (earlier in the month) or at this meeting the article could move forward with the Commission's approval and be ready for distribution to the Coloradoan and other local publications. Elaine spoke with Russ Reed of Police Services Internal Affairs (IA.) He told her that complaint process information and forms are in both English and Spanish at http://fcgov.com/police/employee-conduct.r)hp. Complaint forms are also available at the Police Department, 300 Laporte Avenue. Elaine spoke to Russ about the Citizen Liaison Program training for HRC members. As mentioned before, training consists of completing an Internal Affairs information module and a ride -along coordinated by Patrol Services. Russ is ready to move forward on the IA module once information on the best time (day of the week and time of day) for member's training is established. Elaine believes, besides members being ready for the task, it would be a good idea if the HRC Media Committee would develop a publicity program that will educate citizen on the complaint process and the HRC's willingness to assist. She'll follow up with the appropriate person. NOTE: At 6:20 Lisa arrived. Elaine made a motion to approve the soapbox written by Lisa, Chief Harrison and herself as written. Lisa seconded the motion. The motion passed 4:1. Educational Outreach/Joann. For personal and professional reasons, Joann cannot continue as Chair of the Educational Outreach Subcommittee. Karen & Maya have agreed to co-chair and to work with Joann, who will continue as subcommittee member, on their work plan. Some of those work items are preparing for a discussion on the menorah and follow up with the CSU Diversity Conference coordinator relative to the RFP (requests for proposal) due in April for the September 25-27 conference. They will also determine what the best regular monthly meeting date is and will notify Becky so the schedule may be posted on the City's Event Calendar and on the Public Notice Board. Public Relations & Community Recognition Paige. Maya and others reported they'd spoken to Paige regarding the Human Relations Award (HRA) Breakfast event. Current efforts include: • Paige is identifying and making arrangements for judges (not on the Commission) to evaluate HRA nominations and to select the 2007 honorees. • Information and updated nomination forms have been posted at www.fcoov.com/hra • Elaine's been soliciting nominations at PSD schools, CSU, Police, Sheriff's Office, Senior Advisory Board, Citizen's Review Board and reported letters will be going to approximately 25 community organizations (such as Project Self Sufficiency, First Call, churches, etc.) Becky has a list of those organizations and will share that with members as requested to avoid duplication of efforts in encouraging nominations. Becky will also send a request for nominations to City departments. HRC March 8, 2007 — Page 3 Maya spoke to Paige about the HRC upcoming retreat. Mims Harris will be the facilitator and while they initially considered a date at the end of March or beginning of April, they are recommending a date after the awards breakfast. Commission members agreed, given the committee's workload, that was an excellent idea. Elaine will follow up with James on his interest in helping manage regular articles submission to the Coloradoan. 5. OLD BUSINESS • Review Committee Member Assignments. Maryanne confirmed with members present the committee member assignments. Liaison Assignments. Maryanne reviewed a document that had listed the community organizations with whom the HRC have interacted in the past, including Citizen Review Board, Eracism Film Series, NCMC, NIOTA, Latino Action Council, Senior Advisory Board, Larimer County Office on Aging, Woman's Commission, Lambda Community Center, Commission on Disability, CSU Office of Equal Opportunity & Diversity, Center for Justice, Peace & Environment, and Conferences (CSU Diversity Conference (Fall) and Connect People Workshop (Spring.) She would like to identify members who want would like to act as liaisons for those groups/conferences and asked members to contact her. • Business Cards. Karen wondered about the status of business cards. Maryanne reported that it was most likely a retreat topic as a decision has not been made about the tag "Promoting Acceptance & Respect for Diversity." • HRC member email accounts. Becky is exploring the feasibility of members using the city's email system. 6. NEW BUSINESS • Board & Commission Training Class. One of two Board & Commission Training classes coordinated by the City Clerk's Office is upcoming March 215t. If you've not previously attended a class, please plan on it. • City Council Elections. Maryanne reminded Commission members, beyond their desire to be good citizens, as HRC Members (with a vested interest in maintaining good working relationships with City Council,) it was important to become informed about the City Council candidates and to vote. 7. What it takes to provide the services that residents need and desire? Where your sales tax dollars go and just how all these decisions get made? To help answer those questions, the City of Fort Collins is offering an eight -week program that will give residents a behind the scenes look at the many facets of running a city. CityWorks 101 is designed for people who want to learn more about the City's operations, and who also want to engage in making Fort Collins a better place. CityWorks 101 sessions will include: • Ready, Set, Gov - an introduction to our form of government, staying informed and getting involved • Creating a Vibrant Community - city finances, economic health, community planning & neighborhood services • Rescue Me - police and fire operations • The Way You Move - transportation planning, streets & transit • The Utility of it All - electric, water & wastewater • Let's Play - parks, recreation & culture • Open and Natural - natural areas, forestry, air quality & recycling • Pay it Forward - budget The program will begin April 5 and continue through May 24. Sessions will be held on Thursday evenings from 6-9 p.m. at a different City location each week, and meals will be provided. To create an open, interactive environment, the class size will be limited. Applications are available at www.fcgov.com/neighborhoodservices and are due by March 12, 2007. 8. ADJOURNMENT.
