Chairperson: Charles Fielder hone: 484-0117(W), 207-0505(H) ouncil Liaison: Kelly Ohlson[Staff Liaison: Felix Lee (221-6760) A regular meeting of the Building Review Board was held on Thursday, April 27, 2006 in the Council Chambers of the Fort Collins Municipal Building at 300 LaPorte Avenue, Fort Collins, Colorado. BOARDMEMBERS PRESENT: David Carr Charles Fielder John McCoy Gene Little Jim Packard Michael Smilie BOARDMEMBERS ABSENT: Leslie Jones STAFF MEMBERS PRESENT: Mike Gebo, Building Codes/ Inspection Administrator Delynn Coldiron, Contractor Licensing Administrator Alonso Hernandez, Staff Support AGENDA: ROLLCALL The meeting was called to order and roll call was taken. 2. APPROVAL OF MINUTES Carr made a motion to correct two punctuation errors and approve the minutes from the March 30, 2006 meeting. Fielder seconded the motion. The motion passed. 3. Tony Willman, d/b/a Carrier Commercial Service, Case # 05-06 The appellant was requesting approval of an HVAC license. City staff was unable to issue the requested license due to the fact that the submitted projects were insufficient in scope since City requirements are that two of the projects submitted document the installation of an entire HVAC system, including all duct work and related components. Appellant's company is involved in the retrofitting and servicing of existing HVAC systems and does not get involved in new construction and, therefore, does not have any projects that meet the criteria of new HVAC system installation. The appellant has taken and passed the City's HVAC exam with a 96% score. BRB April 27, 2006 Pg. 2 Smilie made a motion to grant approval of a limited HVAC license that would enable the appellant to continue with retrofit and service work in the commercial and industrial applications his company currently performs. Packard seconded the motion. Vote: Yeas: Fielder, Little, Packard, Smilie, Carr, McCoy Nays: 4. Brian Storm, d/b/a B & R HVAC Case #07-06 The appellant was requesting approval of an HVAC License. City staff was unable to issue the requested license due to the fact that the projects were insufficient in scope since City requirements are that two of the projects submitted document the installation of an entire HVAC system, including all duct work and related components. As well, there was no project from 3 or more years ago verifying that the appellant has 3 or more years of experience in the HVAC field as is required by ordinance. The appellant was having difficulty obtaining the documentation needed to support his license request since most of his project experience was in Texas. The appellant submitted documentation on the projects he had done in Colorado since January 2006, as well as a rdsumd and a letter from a person he had previously done business for; however, this documentation does not give enough detail about the actual work performed to know if the projects are sufficient in scope for the license requested. Appellant had taken and passed the International Code Council ICC-Denver HVAC exam which the Building Official determined was not comparable to the Fort Collins exam since it did not include any testing over air conditioning. Therefore, the appellant also needed to take the City of Fort Collins exam to qualify for the City's HVAC license. Smilie made a motion to approve the HVAC license requested upon successful completion of the City's HVAC exam, with the requirement that the appellant provide documentation on the two HVAC projects he is currently working on, and to accept the information contained in the letter from Comm, Inc. as satisfaction of the 3+ years of experience requirement. Little seconded the motion. Vote: Yeas: Carr, Fielder, Little, McCoy, Smilie, Packard Nays: 5. Other Business A. Update on IBC Gebo gave a brief update on the IBC committee and stated that a review committee will be formed within a few months. BRB April 27, 2006 Pg. 3 B. Update on Property Maintenance Code Gebo mentioned that review of the property maintenance code is in progress. He added that Neighborhood Services would be enforcing this code. Board members asked questions about this code and how it will affect Fort Collins citizens. Gebo provided clarification.
