BOARDMEMBERS PRESENT: Leslie Jones John McCoy Gene Little Jim Packard Michael Smilie BOARDMEMBERS ABSENT: David Carr Charles Fielder STAFF MEMBERS PRESENT: Felix Lee, Neighborhood & Building Services Director Delynn Coldiron, Contractor Licensing Administrator AGENDA: ROLLCALL The meeting was called to order and roll call was taken. 2. APPROVAL OF MINUTES McCoy made a motion to approve the minutes from the April 27, 2006 meeting. Little seconded the motion. The motion passed. 3. Louis Sitch, d/b/a Marlon Consulting Enterprises, Inc., Case # 08-06 The appellant was seeking a project exemption under his current class E license that would enable him to perform structural modifications as part of an upcoming tenant finish/remodel project for Noodles Restaurant. Under City ordinance, the structural modifications included in this project would require a C1 license. The appellant was basing his request on his construction experience which he reviewed with Board Members, as well as the fact that he had taken and passed the City's C1 exam with a 79%. BRB June 29, 2006 Pg. 2 9 Little made a motion to grant a one-time project exemption allowing the appellant to perform the structural modifications required as part of the Noodles Restaurant project. Jones seconded the motion. Vote: Yeas: Little, McCoy, Jones, Smilie, Packard Nays: None Abel Ramirez, d/b/a Ramirez Enterprises, LLC, Case #09-06 The appellant asked for approval to build two single family residences that he currently has under contract in Fort Collins prior to his license being finalized. The appellant obtained a temporary Class Dl license with the City of Fort Collins which was scheduled to expire in July, 2006. Successful completion of the City's exam was the only item still needed by City staff to finalize the appellant's D1 license. The appellant had attempted taking the City exam twice, but failed on both occasions. According to City ordinance, when an applicant fails a test twice, they are required to wait six months before taking the exam a third time. Alternatively, an applicant can take a course covering the applicable building code as approved by the Building Official and/or obtain Board approval to take the test for a third time without having to wait the prescribed six month period. Initially, the appellant was seeking an exam waiver from the Board. However, he stated during the meeting that he was willing to take and pass the City's exam. His main concern was that he be granted approval to complete the two houses under contract while fulfilling the exam requirement with the City. McCoy made a motion authorizing the appellant to complete the two single family construction projects he has pending. Smilie seconded the motion. Other Business Felix mentioned a change in the format of Board minutes to "Action" minutes which primarily include an overview of the case and the action taken.
