Regular Meeting - November 17, 2003

A regular meeting of the Liquor Licensing Authority was held on November 17, 2003 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Robert Younger, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Registration of Charles Robert Mocerino
as Manager of Romano's Macaroni Grill,
4627 South Timberline Road, Approved
Charles Robert Mocerino, manager applicant, briefly described his background, including the training
he and his staff receive. He stated he is familiar with the liquor code and that a current copy of the
Liquor Code is on premise. Mr. Mocerino stated employees must sign a document that if they violate
the liquor code, they will be terminated. He stated he has several experienced assistant managers.
Judge Lane approved the registration of Charles Robert Mocerino as Manager of Romano's Macaroni
Grill, 4627 South Timberline Road.
Transfer of Ownership of Chan's Chinatown Bistro,
4200 South College Avenue, Suite 110, from
Chan's Chinatown Bistro, Inc., to Chili House Oriental Cuisine, Inc.,
And Trade Name Change to Chili House Oriental Cuisine, Approved
Carl Ream, attorney representing the applicant, briefly described the business.
Xiang Hong Lee, licensee, stated she has 4 employees and only employees over 21 will serve alcohol.
She briefly described her background and that she has not received any training in the sale and service
of alcohol. Ms. Lee stated they are only making cosmetic changes.
Judge Lane expressed concern with Ms. Lee's lack of training. Mr. Ream stated he will provide a
translator for her when she attends Officer Younger's training.
November 17, 2003
Judge Lane approved the transfer of ownership of Chan's Chinatown Bistro, 4200 South College
Avenue, Suite 110, from Chan's Chinatown Bistro, Inc., to Chili House Oriental Cuisine, Inc., and Trade
Name Change to Chili House Oriental Cuisine, contingent upon proof is provided to the City Clerk's
Office of training.

Stipulation Agreement Approved
Vicky Wolf, representative for the Licensee, stated she has finalized a stipulation agreement with
Assistant City Attorney Ablao.
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee has
agreed to a 15 day suspension, 5 days served (by paying a fine in lieu of suspension of $200), with 10
days held in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a) of the Colorado Liquor Code,
permitting the sale or service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Noodles & Company, 4733 Timberline Road.

dba Ram Liquor,1119 West Drake, #C34,
Stipulation Agreement Approved
Ellen Luster, representative for the Licensee, stated she will pay the fine. She stated the employee who
sold to the underage operative has passed compliance checks in the past.
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee has
agreed to a 15 day suspension, 5 days served (by paying a fine in lieu of suspension of $1361), with 10
days held in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a) of the Colorado Liquor Code,
permitting the sale or service of alcohol beverages to a person under the age of 21 years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Ram Liquor, 1119 West Drake, #C34.

Young Joo Lee, dba Prospect Liquors,
1115 West Prospect, Suite 105, Stipulation Agreement Approved
Mr. Ream, representative for the Licensee, stated Mr. Lee failed to get training as was recommended
by him. He stated he will find a translator to accompany Mr. Lee when attending Officer Younger's
training.
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee has
agreed to a 45 day suspension, 15 days served, with 30 days held in abeyance for 1 year for violating

C.R.S.12-47-901(1)(a) of the Colorado Liquor Code, permitting the sale or service of alcohol beverages
to a person under the age of 21 years (3 counts).
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Prospect Liquors, 1115 West Prospect, Suite 105.
