A regular meeting of the Liquor Licensing Authority was held on Wednesday, November
29, 1995, in the Council Chambers of the Fort Collins Municipal Building. The following
members were present: Cooper, Crowfoot, Dickmann, Norton, Schroeer, and Wawro.
(Authority member Haggerty arrived at 6:35 p.m.)

The Consent Calendar is intended to expedite the meeting and allow the Authority to
spend its time and energy on the important items on a lengthy agenda. Items on the
Consent Calendar are (1) routine items; and (2) those of no perceived controversy.
Anyone may request that an item be "pulled" off the Consent Calendar and considered
separately. Items pulled from the Consent Calendar will be considered separately
immediately following adoption of the Consent Calendar.
Longs Drug Stores California, Inc., the 3.2% beer licensee for Longs Drug Store, 743
South Lemay, is reporting a change of corporate structure. Gerald Saito has been
promoted to Senior Vice President and Director; David Fong has been promoted to
Senior Vice President -Pharmacy and Director; Terry Burnside has been promoted
to Vice President -Merchandise; and Clay Selland has been promoted to Treasurer.

ShowBiz Pizza Time, Inc., the hotel -restaurant licensee for Chuck E. Cheese's, 105
West Prospect, is requesting approval of Lloyd Stone as manager of the
establishment. Mr. Stone was manager of this establishment from March 1994 until
0 November 29, 1995
January 1995, when he was replaced by Fred Hopkins. Mr. Stone has now been
transferred back to this location.
Authority member Schroeer made a motion, seconded by Authority member Crowfoot, to
adopt and approve all items on the Consent Calendar. Yeas: Cooper, Crowfoot,
Dickmann, Norton, Schroeer, and Wawro. Nays: None.

Registration of Rodney Adams as Manager
of Gasamat #110, 1054 West Vine. Approved
Liquor Licensing Specialist Rita Harris advised the Authority that the City recently annexed
this establishment and that to fulfill the City Code requirement that all managers be
registered, she requested that Mr. Adams file a manager registration application.
Rodney Adams, manager, stated he has been the manager at this store for over 2 years.
He spoke of previous employment at other convenience stores. He noted that the County
conducted a compliance check at the store approximately 2 months ago and that one of
the employees sold to a minor and received a ticket. He described the training provided
to employees and stated that employees are instructed to check ID for everyone unless
they are obviously 60 years of age or older.
Authority member Crowfoot made a motion, seconded by Authority member Schroeer, to
approve Rodney Adams as manager of Gasamat #110, 1054 West Vine. Yeas: Cooper,
Crowfoot, Dickmann, Norton, Schroeer, and Wawro. Nays: None.
THE MOTION CARRIED.
Registration of James Oglesby as Manager
of Total #2487. 2025 South College. Approved
James Oglesby, manager, stated there have been no liquor violations at either of the 2
Total stores during his employment. He indicated it is corporate policy to check ID for
everyone and noted that a liquor violation will result in immediate termination of the
employee. He stated he is responsible for training the employees and described the
training program. Mr. Oglesby estimated alcohol sales at this store to be 1 to 2%.
Authority member Norton made a motion, seconded by Authority member Schroeer, to
approve James Oglesby as manager of Total #2487, 2025 South College. Yeas: Cooper,
Crowfoot, Dickmann, Norton, Schroeer, and Wawro. Nays: None.

Registration of Daniel Parkos as Manager
of Total #2623 221 West Prospect, Approved
Daniel Parkos, manager, acknowledged that this job is his only experience with the sale
of alcohol. He stated he is responsible for training employees and described the training
program. He described the training he received on the Colorado Beer Code. He stated
the company is attempting to schedule time with Fort Collins Police Services to discuss
ways to identify fake IDS and to check IDS.
Authority member Crowfoot made a motion, seconded by Authority member Schroeer, to
approve Daniel Parkos as manager of Total #2623, 221 West Prospect. Yeas: Cooper,
Crowfoot, Dickmann, Norton, Schroeer, and Wawro. Nays: None.

Consideration of an Application from Holy
Family Church for a Special Events Permit at
326 North Whitcomb on December 30, 1995. Approved
Lee Suniga, event manager for Holy Family Church, described the event. He stated that
Catholic schools get their funding from Catholic churches. He stated this event, which is
a dinner dance with beer and wine coolers, is a fundraiser for St. Joseph's school. He
indicated tickets will be sold in advance of the event with very limited sales at the door. Mr.
Suniga stated the individuals selling drinks will be older adults and noted that a sign will
be posted stating they have the right to refuse service to anyone, that anyone buying a
drink must be 21 years of age, and that identification is required. He spoke of security
personnel that will be on site during the event. He stated the dance will start at 8 p.m. and
end at midnight.
Authority member Cooper made a motion, seconded by Authority member Crowfoot, to
approve the application from Holy Family Church for a special events permit on December
30, 1995 at 326 North Whitcomb. Yeas: Cooper, Crowfoot, Dickmann, Norton, Schroeer,
and Wawro. Nays: None.

Request from Pringle Enterprises, Inc., dba Pringle Brothers
Fine Wine and Spirits, 2100 West Drake Road #11, to Change,
Alter, or Modify the Premises Found Not Substantial and Approved
Phil Pringle, owner, described the modification to the establishment as the addition of a
360 square foot storage room at the back of the establishment. He stated the storage
room is not accessible for outdoor entry except in the case of fire. He stated the addition
of this storage will allow them to take advantage of bulk purchase and to alleviate stacked
storage within the store. Mr. Pringle approached the Authority with a blueprint drawing of
the existing store and the addition.
Authority member Norton made a motion, seconded by Authority member Crowfoot, to find
that the modification of Pringle Brothers Fine Wine and Spirits, 2100 West Drake Road #11
is not substantial and therefore approved. Yeas: Cooper, Crowfoot, Dickmann, Haggerty,
Norton, Schroeer, and Wawro. Nays: None.

Report of Change of Corporate Structure for Janette's Pharmacy,
Inc dba Park Central Liquor, 1624 South Lemay, Withdrawn by Staff
(Secretary's Note: This item was withdrawn by staff because the closing on the sale of the
business was delayed.)
Officer Tim Rothschild stated he and Dave Sauter conducted inspections this week and
noted he was planning to do compliance checks this evening. He advised the Authority
that a new sergeant, Jack Taylor, will be starting January 1.
Authority member Wawro brought the Authority's attention to a letter received from a
citizen concerning noise problems with the Eagles Club.
Assistant City Attorney Carrie Mineart asked the Authority to stay for a short worksession
after the meeting to discuss a memo she prepared regarding modifications of premises and
transfers of ownership.

adjourn. Yeas: Cooper, Crowfoot, Dickmann, Haggerty, Norton, Schroeer, and Wawro.
