1996, in the Council Chambers of the Fort Collins Municipal Building. The following
members were present: Cooper, Crowfoot, Haggerty, and Schroeer. (Authority member
Norton arrived at approximately 6:05 p.m.)
Authority Members Absent: Dickmann, and Wawro.
Staff Members Present: Rita Knoll Harris, City Clerk's Office
Carrie Mineart, City Attorney's Office
Sandra Gibson, Police Department
The Consent Calendar is intended to expedite the meeting and allow the Authority to
spend its time and energy on the important items on a lengthy agenda. Items on the
Consent Calendar are (1) routine items; and (2) those of no perceived controversy.
Anyone may request that an item be "pulled" off the Consent Calendar and considered
separately. Items pulled from the Consent Calendar will be considered separately
immediately following adoption of the Consent Calendar.
Dillon Companies, Inc., the 3.2% beer licensee for King Soopers #9, 1015 South Taft
Hill Road, is reporting a change of corporate structure. Warren Bryant is replacing
David Dillon as president.
JMS Associates, Inc., the hotel -restaurant licensee for BW-3, 1240 West Elizabeth,
is reporting a change of corporate structure. Several changes have been made with
regard to officers, directors, and shareholders.

Albertson's, Inc., the 3.2% beer licensee for Albertson's Food Center #814, 1636
North College, is reporting a change of manager. Shawn Porter is replacing Patrick
Hildebrand. Mr. Porter was previously registered as the manager of the store at 731
South Lemay in October 1995.

Albertson's, Inc., the 3.2% beer licensee for Albertson's Food Center #876, 731
South Lemay, is reporting a change of manager. Ron Woods is replacing Shawn
Porter, who has been transferred to the new store at 1636 North College. Mr.
Woods was previously approved as manager of this establishment in January 1994
until he was replaced by Mr. Porter in October 1995.
Authority member Cooper made a motion, seconded by Authority member Schroeer, to
adopt and approve all items on the Consent Calendar. Yeas: Cooper, Crowfoot, Haggerty,
and Schroeer. Nays: None.
THE MOTION CARRIED.

Registration of Thomas White as Manager
of Spirits. 2601 South Lemay. ARproved
Thomas White, manager, stated he has lived in Colorado since November 1995 and has
worked at Spirits since January 2. He indicated he has been through the TIPS program
as well as reviewed materials at the store. Mr. White stated he has never been involved
in a liquor violation. In response to a question from the Authority, Mr. White stated he
currently has 3 employees and noted he is responsible for their training. He stated the
store policy is to check IDS for anyone who appears to be under the age of 30.
Authority member Crowfoot made a motion, seconded by Authority member Schroeer, to
approve Thomas White as manager of Spirits, 2601 South Lemay. Yeas: Cooper,
Crowfoot, Haggerty, Norton, and Schroeer. Nays: None.

Registration of David Shahriari as Manager of the
Fort Collins Marriott Hotel, 350 East Horsetooth. Approved
Brad March, attorney representing Fort Collins Hotels, Ltd, and Harmony Hotels, Ltd.,
explained that the current manager of the liquor license at the Fort Collins Marriott is being
transferred to the Courtyard by Marriott and the general manager of the Fort Collins
Marriott is now being registered at the manager for purposes of the liquor license.
David Shahriari, manager, stated he has been with the Marriott franchise for 15 years.
Mr. March noted Mr. Shahriari has been the general manager at this location for the past
14 months and was previously the manager of an operation in Texas. He stated Mr.
Shahriari has been through the Marriott's extensive training program.
Mr. Shahriari stated his initial assignment in Fort Collins was expected to be temporary and
therefore, Ms. Martin was kept as the registered manager. He stated now that Ms. Martin
is being transferred to the Courtyard, he is registering as the manager.
Authority Schroeer made a motion, seconded by Authority member Norton, to approve
David Shahriari as manager of the Fort Collins Marriott Hotel, 350 East Horsetooth. Yeas:
Cooper, Crowfoot, Haggerty, Norton, and Schroeer. Nays: None.

Hearing on a New Application for a Hotel -Restaurant License
at Courtyard by Marriott -Harmony Road, 1200 Oakridge Drive,
Approved and Registration of Jodie Martin as Manager of
Coudyard by Marriott -Harmony Road. 1200 Oakridge Drive. Approved
Brad March, attorney representing Harmony Hotels, Ltd., explained the basic concept of
the Courtyard Marriott. He indicated that the Courtyard provides limited services.
Max Scott, Oedipus, Inc., was sworn. He described the process used for petitioning the
neighborhood. Mr. Scott testified that the survey resulted in 255 (89.47%) in support of the
application and 30 (10.53%) in opposition to the issuance of a license.
Assistant City Attorney Carrie Mineart advised the Authority that Applicant's Exhibit A,
identified as a summary report, and Applicant's Exhibits B, C, D, and E, identified as
petition documents, are admissible into evidence.
Mr. Scott responded to questions from the Authority regarding the petitioning process. He
stated off premise license surveys typically show low support and often are negative. He
stated hotel -restaurant licenses in established neighborhoods usually are approximately
75% in favor.

Jodie Martin, manager, was sworn. She stated the restaurant serves breakfast only. She
noted that the lounge is open Sunday through Thursday from 5:30 p.m. to 11:30 p.m. She
stated room service is available but not in high demand since they do not serve lunch or
dinner. She indicated if there is a high occupancy rate on the weekends, they may open
the lounge on Friday and Saturday nights. Ms. Martin stated the Courtyard caters primarily
to business travelers. In response to questions from the Authority, Ms. Martin stated the
staff training is the same as for a full -service hotel and noted that the employees will be
TIPS trained.
Authority member Cooper made a motion, seconded by Authority member Schroeer, to
adopt Resolution 96-04 approving the application of Harmony Hotels, Ltd. for a hotel -
restaurant license at the Courtyard by Marriott -Harmony Road, 1200 Oakridge Drive.
Yeas: Cooper, Crowfoot, Haggerty, Norton, and Schroeer. Nays: None.
THE MOTION CARRIED.
Authority member Norton made a motion, seconded by Authority member Schroeer, to
approve Jodie Martin as manager of the Courtyard by Marriott -Harmony Road, 1200
Oakridge Drive. Yeas: Cooper, Crowfoot, Haggerty, Norton, and Schroeer. Nays: None.
THE MOTION CARRIED.
Officer Tim Rothschild brought the Authority's attention to a memo from Sgt. Jack Taylor
regarding the status of liquor enforcement within the Selective Enforcement Unit. He
described his plans for liquor enforcement in the future. He described pending
enforcement actions being handled through the State Liquor Enforcement Division. He
spoke of plans to provide training to street officers.
The Authority discussed methods for providing information to Police Services regarding
liquor enforcement needs.
Assistant City Attorney Carrie Mineart brought the Authority's attention to a memo she
drafted regarding modifications of premises and suggested the Authority adjourn into a
worksession to finish discussion of this issue.
