A regular meeting of the Liquor Licensing Authoritywas held on Monday, April 17, 2000, in Municipal
Court, 123 North College. Judge Kathleen M. Lane presiding.

Consent Agenda
The Consent Calendar is intended to expedite the meeting and allowthe Authorityto spend its time and
energy on the important items on a lengthy agenda. Items on the Consent Calendar are (1) routine
items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Calendar and considered separately. Items pulled from the Consent Calendar will be
considered separately immediately following adoption of the Consent Calendar.

Hau Shim Mui Ngai, to Oriental House, LLC.
Judge Lane adopted the Consent Agenda.
Registration of John Terrell Diaz as
Manager of Fiesta Patio Cafe, 2900-A Harvard Street, Approved
John Terrell Diaz, manager applicant, gave a brief historyof his background. He stated his parents have
had a restaurant for many years. Mr. Diaz stated his father is the owner of Fiesta Patio Cafe. He stated
he is on the floor regularly to make sure that wait staff are carding patrons. Mr. Diaz stated he would
fire any employee caught violating the liquor code.
Judge Lane approved the registration of John Terrell Diaz as manager of Fiesta Patio Cafe, 2900-A
Harvard Street.

Todd KelseyHeenan, manager applicant, stated the deficiencies in his application have been cleared up.
Mr. Heenan described his responsibilities. He stated he has never had a liquor violation. Mr. Heenan
stated the liquor code is on premise and that he meets with his employees on a bi-monthly basis. He
stated if an employee violates the liquor code they are immediately terminated.
Judge Lane approved the registration of Todd Kelsey Heenan as manager of The Gallery, 1307 East
Prospect.
Transfer of Ownership of SportsCasters Bar and Grill,
Richard Anderson, applicant, stated he will provide the City Clerk's office with a certificate of good
standing as soon as he receives it. Mr. Anderson briefly described his background. He noted he has
an accounting practice and that he will not be directly involved in SportsCasters. Mr. Anderson
described the patio area. He stated he has a copy of the liquor code.
Thomas Anderson, applicant, briefly described his background. He stated he will not be involved in
the day to day operations of SportsCasters. Mr. Anderson stated he has been a part owner in his
father's CPA firm since 1995.
Judge Lane approved the transfer of ownership of SporesCasters Bar and Grill, 165 East Boardwalk
Drive, from SportsCasters, Inc., to Hoffer's Sports Bar and Grill, Ltd., contingent upon the receipt of
a valid certificate of good standing.

Derek Scott ITJerleid, manager applicant, briefly described his background. He stated he has worked
in restaurants for 15 years. Mr. Hjerleid stated he is familiar with how to prevent violations. He stated
he will re-train all employees immediately. Mr. gerleid stated he will terminate employees found in
violating the liquor code. He stated he as a copy of the liquor code.
Judge Lane approved the registration of Derek Scott I Ierleid as manager of SportsCasters Bar and Grill,
165 East Boardwalk Drive.
Hearing on a New Application from Cafe Bluebird, Ltd.,
for a Hotel -Restaurant Liquor License at
Cafe Bluebird, 524 West Laurel Street. # 1 Approved
Ryan Meredith, applicant, was swom. He stated the deficiencies on the application have been cleared
up. Mr. Meredith stated they will not be changing the operation of the restaurant. He stated he will be
involved in supervising staff as well as working the floor. Mr. Meredith stated they are only open for
breakfast and lunch and are closed by 2:00 p.m He described the proposed licensed premise. Mr.

Meredith stated that there will always be at least one manager on duty. He stated the liquor code is on
premise.
Mr. Meredith brieflyreviewed the petitioning process. He stated he witnessed all the signatures and that
they represent an age range of 25-60+ years. Mr. Meredith stated he obtained approximately 200
signatures and that the majority were in support of the issuance of this liquor license.
Deputy City Clerk Jensen stated she randomly checked signatures to verify that they were within the
designated boundaries.
Assistant CityAttomeyTempel noted that there were no parties -in -interest to speak on this application.
Edie Hopkins-Dahlgren, applicant, was sworn. She stated she has been in the restaurant business for
over 10 years. Ms. Hopkins-Dahlgren stated they are applying for this liquor license in response to
numerous requests from their clientele. She stated she is familiar with the liquor code and has had no
liquor violations.
Judge Lane adopted Resolution 2000-06 approving the application from Cafe Bluebird, Ltd., for a
Hotel -Restaurant Liquor License at Cafe Bluebird, 524 West Laurel Street, # 1.
Hearing on a New Application from BullShark, Inc., for a
Hotel -Restaurant Liquor License at Jason's Deli,
1538 East Harmony Road Approved
Annette Rowland, applicant, was swom. She briefly described her background. Ms. Rowland stated
this is a cafeteria -style restaurant and that they serve very little alcohol. She noted that they have had
no liquor violations. Ms. Rowland described how the employees are trained. She stated they will be
opening in June.
Kelly Pietrs, representative for Esquire Petitioning Services, was sworn. She briefly described the
petitioning process. Ms. Pietrs stated the petitions represent 153 (95%) in favor and 19 (5%) in
opposition.
Judge Lane adopted Resolution 2000-05 approving the application from BullShark, Inc., for a Hotel -
Restaurant Liquor License at Jason's Deli, 1538 East Harmony Road.
Registration of Ahmad Ali Abo-Adas
as Manager of Jason's Deli, 1538 East Harmony Road proved
Ahmad Ali Abo-Adas, manager applicant, briefly described his experience. He stated he has been
working with BullShark, Inc., for over 5 years. Mr. Abo-Adas stated he has had training from the City
of Lakewood. He stated he will review the liquor code with new employees.
Judge Lane approved the registration of Ahmad Ali Abo-Adas as manager of Jason's Deli, 1538 East
Harmony Road.

Police Report
April 17, 2000
Officer Johnson briefed the Judge on alleged violations at HannonyLiquors,115 East HarmonyRoad.
He requested the Judge schedule a show cause hearing for May 1, 2000.
Judge Lane found that probable cause exists to schedule a show cause hearing on May 1, 2000, for
HarmonyLiquor,115 East Harmony, for alleged violation of Section 12-47-901(1)(a), Colorado Revised
Statutes. Judge Lane also instructed Deputy City Clerk Jensen to issue necessary subpoenas.
The meeting adjourned at 3:15 p.m
