A regular meeting of the Liquor Licensing Authority was held on Monday, May 15, 2000, in Municipal
Court, 123 North College. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that Wadsworth Old Chicago, Inc., dba Old Chicago, 4709 South
Timberline, has requested a continuance of it's hearing on a new application for a Hotel -Restaurant
Liquor License. Judge Lane signed the motion to continue the hearing to the June 19, 2000 meeting.
Judge Lane pulled # 9 from the Consent Agenda for discussion.
Consent Agenda
The Consent Calendar is intended to expedite the meeting and allow the Authorityto spend its time and
energy on the important items on a lengthy agenda. Items on the Consent Calendar are (1) routine
items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Calendar and considered separately. Items pulled from the Consent Calendar will be
considered separately immediately following adoption of the Consent Calendar.

Judge Lane adopted the Consent Agenda, Items 1-8.
Consideration of an Application from the
Food Bank for Latimer County, for a
Special Events Permit at 1301 Blue Spruce, Approved
Paul Blackburn, Food Bankfor Larimer County representative, stated this is the same event as last year.
He stated he will get approval from Poudre Fire Authority and submit the report to the City Clerk's
office.
Judge Lane approved the application from the Food Bank for Latimer County, for a Special Events
Permit at 1301 Blue Spruce, contingent upon receipt of approval from the Poudre Fire Authority.

Mark Sluss, manager applicant, reviewed his background and stated he has had no liquor violations. He
stated Red Robin has zero tolerance for liquor code violations. Mr. Sluss stated that Red Robin does
"self" compliance checks on a regular basis. He noted that liquor sales are less than 15% of gross sales.
Mr. Sluss stated the liquor code is available to all employees.
Judge Lane approved the registration of Mark Sluss as Manager of Red Robin, 701 East HarmonyRoad.
Registration of Tobin Kiely as
Manager of B & B's Pickle Barrel 122 - 124 West Laurel Approve
Tobin Kiely, manager applicant, stated he has been the manager at B & B's for 12 years. He stated all
his experience with liquor sales has been at B & B's. Mr. Kiely stated any violation of the liquor code
means immediate termination. He stated they have passed all their compliance checks in the past and

that he will contact Officer Johnson for training.
Assistant City Attorney Tempel expressed concern with Mr. Kiely's unreported criminal history.
Mr. Kiely stated he was unaware charges were currently listed on his criminal history.
Judge Lane instructed Mr. Kielyto amend his application to include the previously unreported criminal
history.
Judge Lane approved Tobin Kiely as Manager of B & B's Pickle Barrel, 122-124 West Laurel.
Request from Brinker Restaurant Corporation,
dba Chili's Hamburger Grill and Bar,
3524 South College, to Change Alter, or Modify the Licensed Premises AQ roved
Jared Habein, manager, stated they are adding a fire exit and to -go door. He noted that wait staff cans
patrons at the table. Mr. Habein stated that the Poudre Fire Authority has reviewed his application.
Judge Lane approved the application fromBrinker Restaurant Corporation, dba Chili's Hamburger Grill
and Bar, 3524 South College, to Change, Alter, or Modify the Licensed Premises.
