Regular Meeting - August 22, 1979
7:30 P.M.
A regular meeting of the Liquor Licensing Authority was held on Wednesday,
August 22, 1979, in the Council Chambers of the City of Fort Collins
Municipal Building. Roll call was answered by the following members: Bean,
Long, Seegmiller and Renz.
Absent: Wilson.

Minutes of the Regular fleeting of
July 25, 1979, Approved as Published
Authority member Long made a motion, seconded by Authority member Renz to
approve the minutes as published. The Chairman put the motion which was
unanimously adopted.
Renewals Approved for the Followinq Locations:
Jefferson Market, 622 N. College Avenue
Pancho's Cafe, 1802 N. College Avenue
Upper Crust, 802 S. College Avenue
Lincoln Community Center, 417 W. Magnolia
King Soopers, 1015 S. Taft Hill Road
Authority member Long made a motion, seconded by Authority member Bean to
approve the above listed renewals. The Chairman put the motion which was
unanimously adopted.
Renewals Approved for the Following Locations:
University Theatre, C.S.U.
Durrell Center, C.S.U.
The Chairman did not vote or participate in the above two items.
Authority member Renz made a motion, seconded by Authority member Long to
approve the above listed renewals. Authority member Renz put the motion
which was unanimously adopted.

Authority member Renz made a motion, seconded by Authority member Long
to direct the City Attorney to write a letter to Colorado State University
expressing the Authority's concern regarding their sales of beer outside
of the approved licensed premises. The Chairman put the motion which was
unanimously adopted.
Special Events Permit Approved
for Northern Art Guild, September 2
John Bromley, 172 14. College Avenue, appeared to represent the Northern Art
Guild and to explain their plans for the event. He noted the event would
be a music festival at the Northern Hotel to raise funds for the restoration
of the lobby and mezzanine area of the hotel. There will also be art work
on display.
Authority member Renz made a motion, seconded by Authority member Long to
approve the Special Events Permit for the Northern Art Guild as described.
The Chairman put the motion which was unanimously adopted.
Transfer of Ownership of the 3.2% Fermented Malt Beverage
License of Country Store, 830 S. College Avenue
to Ralph and !>tary Ann Jordan, Approved
Ralph and Mary Ann Jordan, 1221 S. Bryan, appeared and stated that they
planned no changes in the operation of the store. Mr. Jordan noted his wife
would manage the store during the day and that he would work in the evenings.
Authority member Renz made a motion, seconded by Authority member Long to
approve the transfer of ownership as described. The Chairman put the motion
which was unanimously adopted.
Application Accepted for a Class B,
3.2% Fermented Malt Beverage License for Toot 'n Moo,
800 N. College Avenue
Authority member Long made a motion, seconded by Authority member Renz to
accept the above application and to set the final hearing date for September 19.
The Chairman put the motion which was unanimously adopted.
Application Accepted for a Hotel -Restaurant License
for Great Northern Exchange,
172 N. Colleqe Avenue, Hearing Dates Set
Authority member Renz made a motion, seconded by Authority member Long to
accept the applicationand set the preliminary hearing date for September 19
and the final hearing date for October 17. The Chairman put the motion which
was unanimously adopted.

Application Accepted for a Hotel -Restaurant License
for Dragon Palace, 2427 S. College Avenue,
Hearino Dates Set
Authority member Bean made a motion, seconded by Authority member Long to
accept the application and set the preliminary hearing date for September 19
and the final 'nearing date for October 17. The Chairman put the motion which
was unanimously adopted.
The Chairman read the hearing procedure at length before proceeding with the
two final hearings.
Final Hearing on a Beer and Wine License
for Northside NOSH, 173 Pl. College,
License Granted
The Resolution outlining the results of the preliminary hearing for Northside
NOSH was read by title only.
Authority member Long made a motion, seconded by Authority member Bean to
adopt the Resolution as presented. The Chairman put the motion which was
unanimously adopted.
Bob Bankirer, 1605 Lakeridge Court, was sworn before presenting a proposal
package pertaining,to his plans for his restaurant. He described his past
education and work experience and then noted that he planned to make the
restaurant an authentic eastern kosher style delicatessen. tie stated that
he was applying for a Beer and Wine license as a compliment to his food.
lie presented petitions containing 270 signatures in support of his applica-
tion and noted that his hours would be 8:00 a.m. until 9:00 p.m.
Authority member Renz made a motion, seconded by Authority member Long to
approve the application pending completion of the background investigation.
The Chairman put the motion which was unanimously adopted.
Final Hearing on a Hotel -Restaurant License
for the Cowpaddy, 169 N. College Avenue, License
Granted
The Resolution outlining the results of the preliminary hearing was read by
title only.
Authority member Bean made a motion, seconded by Authority member Renz to
approve the Resolution as presented. The Chairman put the motion which was
unanimously adopted.
Roger Clarke, attorney representing the applicant, introduced Pat O'Reilly,
914 Cottonwood, Loveland, who was sworn and then spoke of his involvement
in the establishment. Mr. O'Reilly noted that he was the owner -manager
KIN
of the Cowpaddy and also owned 1/3 of the stock of the corporation. His
wife, Donna, owns 1/3 and his mother-in-law, Joann Correll, the other 1/3.
He presented petitions containing 187 residential signatures and 73 business
owner and employee signatures for a total of 260 signatures.
Mr. Clarke next called Donna O'Reilly, 914 Cottonwood, Loveland, who was
sworn and stated that she had circulated approximately 1/2 of the petitions
presented and that she would have office and training responsibilities at
the restaurant.
Mr. Clark's final witness was Todd Shimoda, 1304 Westward Drive, who was
sworn and stated that he had obtained approximately 20 of the residential
signatures on the petitions.
Authority member Renz made a motion, seconded by Authority member Long to
approve the application pending completion of the background investigation.
The Chairman put the motion which was unanimously adopted.
Adjournment
Authority member Long made a motion, seconded by Authority member Renz to
adjourn the meeting. The meeting adjourned at 9:45 p.m.
