LIQUOR LICENSING AUTJORITY
Regular Meeting - October 17, 1979
7:30 P.M.
A regular meeting of the Liquor Licensing Authority was held on Wednesday,
October 17, 1979, in the Council Chambers of the City of Fort Collins
t-hnzicipal Building. Roll call was answered by the following members:
Bean, Lang, Renz and Wilson.

Minutes of the Regular Meeting of
September 19, 1979, Approved as Published
Authority member Long made a motion, seconded by Authority member Wilson
to approve the minutes as published. Vice -Chairman Renz put t'e motion
cihi.dz was unanimously adopted.
Renewals Approved for the Following Locations:
Lift Ticket, 181 N. College Avenue
Green Turtle Cafe, 150 N. College Avenue
Aggie Discount Liquors, 429 Canyon
Authority member Long made a motion, seconded by Authority member Wilson
to approve the above listed renewals. Vice -Chairman Renz put the motion
which was unanimously adopted.
Application Accepted for a Beer & Wine License
for Steve & Laura Powell dba Hickory House North,
1005 Lemay Avenue
Steve Powell appeared and explained that he and his wife Laura had purchased
the Hickory House North about a year ago and Were requesting a Beer and Wine
license to increase the business and compliment the peals.
Autority manber Long made a motion, seconded by Authority menber Bean to
accept the application and set the preliminary hearing date for November 14th
and the final hearing date for December 12th. Vice -Chairman Renz. put the
motion which was unanimously adopted.

Authority member Bean made a motion, seconded by Authority member long
to approve the Resolution as presented. The Chairman put the motion
which was unanimously adopted.
Dave Osborn, representing the applicants, introduced his clients
Dan Hoerz and Steve Vollmer. Mr. Hoerz was sworn before speaking of his
previous worl; experience. He noted that he and Mr. Vollmer were partners
in the operation of the Teller House in Central City for the past two
seasons. He added that their plans included a retail French bakery to
be located in the old Caeser's Garden entrance area and that their menu
would be geared towards a gracious and relaxed dining atmosphere.
Bradley McDonald who is the third member of the corporation has been the
bar manager at the Teller House and will act in that capacity at the
new establishment. He explained that they have totally relinquished their
interests in the Teller House.
Stephen Vollmer, 2609 Tremont Drive, was sworn and then described his
involvement with the Teller House and the proposed outlet. He presented
petitions circulated in support of the application. The petitions contained
approximately 530 signatures.
Authority member Renz made a motion, seconded by Authority member Long to
approve tine Hotel -Restaurant license for Great Northern Exchange, 172 N.
College Avenue subject to the following conditions:
1. the submittal of a floor plan in which the licensed premises
are clearly defined and;
2. the receipt of a negative police report.
Tire Chajznan put the motion which was unanimously adopted.
The Resolution granting the license was read in full.
M inran Seegmiller requested that Section #3 of the Resolution be amended
to read:
"3. This Resolution is conditional upon the receipt of a negative
police report concerning the character and qualifications of the
applicant."
Authority member Renz made a motion, seconded by Authority member Long to
adopt the Resolution as amended. The Chairman put the motion which was
unanimously adopted.
Final Hearing on a Hotel -Restaurant License
for the Dragon Palace, 2427 S. College Ave.,
License Granted
The Resolution outlining the results of the preliminary hearing was read
in full.
Authority member Bean made a motion, seconded by Authority member Benz to
adopt the Resolution as presented. The Chairman put the motion which was
unanimously adopted.

Tom Metcalf, attorney representing the applicant Lisa Tu, appeared and
introduced Ms. Tu who was sworn before describing her restaurant operation.
She noted that her plans were for a Chinese and Mongolian barbeque plus
other Chinese cuisine. She further noted that the restaurant would seat
approximately 100 people and would be open from 11:00 a.m. until 2:30 p.m.
and 5:00 p.m. until 10:00 p.m. on weekdays and 11:00 p.m. on weekends.
Mr. Metcalf next called Susan Lang, 508 Del Clair, who presented petitions
she had circulated in support of the application.
Mr. Metcalf then stated that the other petition circulators were present
and that the petitions contained approximately 500-520 signatures.
Authority member Bean made a motion, seconded by Authority member Long to
grant the hotel -Restaurant license for Dragon Palace, 2427 S. College Ave.
The Chairman put the motion which was unanimously adopted.
Adjournment
Authority member Long made a motion, seconded by Authority member Wilson
to adjourn Cie meeting. The Chairman put the motion chich was unanimously
adopted. The meeting adjourned at 9:30 p.m.

SUBJECT: Manager Registration, Glenn James Hester, Manager of Washington's
Bar and Grill, 132 LaPorte Avenue, Fort Collins, Colorado.
Sir:
On October 22, 1979, the above named individual made application
as a registered manager of Washington's Bar and Grill, 132 LaPorte Avenue,
Fort Collins, Colorado. On the same day this officer received the application
for review.
BACKGROUND:
Mr. Glenn James Hester was born May 18, 1953, in Longmont, Colorado.
He attended schools in Longmont, graduated from Longmont High School. He attended
college for two years at the University of Northern Colorado and then graduated
from Colorado University at Boulder. He was employed at the Dark Horse Bar and
Grill in Boulder, working there three years. He moved to Fort Collins when
Washington's Bar and Grill opened, was employed at Washington's as assistant
manager and has since been promoted to manager of the Fort Collins store. Mr.
Hester has three assistant managers in the management of Washington's. They
are Dave Stonesipher, Eric West and Greg Smith. Mr. Hester is married, his
wife's name is Margaret Louise and they reside at 2943 C Rams Lane, Fort
Collins.
The applicant has been photographed and fingerprinted, fingerprints
submitted to CBI for comparison analysis. CCIC and NCIC files were checked,
Longmont, Colorado law enforcement agency was contacted and no criminal record
was found for the applicant.

RESOLUTION OF THE LIQUOR LICENSING
AUTHORITY OF THE CITY OF FORT COLLINS, COLORADO,
SETTING FORTH FINDINGS ON A PRELIMINARY
HEARING ON A LIQUOR LICENSE APPLICATION
WHEREAS, heretofore, THE GRADUATE RESTAURANTS, INC., doing business, as
THE RAM, INC., 500 Linden Center Drive, Fort Collins, Colorado, made
application to the Liquor Licensing Authority for a Hotel -Restaurant
Liquor License; and
WHEREAS, the Liquor Licensing Authority has received reports concern-
ing such application and has held a preliminary hearing on such applica-
tion as provided in Rule 3 of the Rules of Procedure of the Liquor Licensing
Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE LIQUOR LICENSING AUTHORITY OF
THE CITY OF FORT COLLINS, that the Authority hereby makes the following
preliminary findings and determinations concerning this application,
subject to the right of any party in interest to present further evidence
concerning any of such findings and determinations at the hearing to be
held on this application on the 14th day of November, 1979:
1. That the subject premises are proper premises under the ordinances
of the City of Fort Collins and the laws of the State of Colorado to be
licensed f6rrthe sale of liquor as applied for by the applicant.
2. That the boundaries of the neighborhood to be served by this
applicant are as follows:
North from the subject premises to City limits;
West from the subject premises to City limits;
Extended South to Shields;
South from the subjct premises to Prospect;
East from the subject premiss to City limits;
Extended South to Lemay Avenue.

3. That the necessary notice of hearing by publication and by posting
of the premises has not been given as provided by law, and the Authority
has directed the City Clerk to accomplish said notice prior to the hearing
date.
4. That the applicant is qualified under the ordinances of the City
and the laws of the State for the license applied for.
5. That the application is in proper form and will be heard_ by the
Authority on November 14, 1979.

FINDINGS AND RESOLUTION
OF THE LOCAL LIQUOR LICENSING AUTHORITY OF THE
CITY OF FORT COLLINS, COLORADO, CONCERNING AN
APPLICATION FOR A HOTEL -RESTAURANT LIQUOR LICENSE
The application of HWEI Y. TU, doing business as DRAGON PALACE, 2427
South College Avenue, Fort Collins, Colorado, for a Hotel -Restaurant
Liquor License came on for hearing on the 17th day of October, 1979, in
the Council Chambers, City Hall, Fort Collins, Colorado, pursuant to notice
duly given as required by law.
The Authority, having heard the evidence introduced at the hearing
and having examined the documents introduced and having heretofore held a
preliminary hearing and issued findings in writing on said preliminary
heard, now makes the following findings: -
1. The neighborhood to be served under this application is as defined
in the preliminary findings of the Authority.
2. Nothing contained in C.R.S. 1973, Section 12-47-138 prohibits the
issuing of a license at the proposed location.
3. The applicant is of good character and qualified under the Ordi-
nances of the City of Fort Collins and the laws of the State of Colorado
for the license applied for.
4. The application is in proper form.
5. Petitions containing substantial numbers of signatures and evi-
dence were presented and received at the hearing, indicating a need for the
license applied for and the local licensing authority hereby finds that
the reasonable requirements of the neighborhood require the issuance

of the license applied for. The Authority recognizes that other licenses
exist in the neighborhood, but hereby finds that an additional need exists
for the license applied for.
6. The building in which the license is to be operated is not now
constructed; and no license should be issued until the construction is
completed in accordance with the plans and specifications submitted by the
applicant and the requirements of the Building Inspector made in conformity
with the Ordinances of the City of Fort Collins.
RESOLUTION
OF THE LOCAL LIQUOR LICENSING AUTHORITY OF THE
CITY OF FORT COLLINS, COLORADO, CONCERNING AN
APPLICATION FOR A HOTEL -RESTAURANT LIQUOR LICENSE
BE IT RESOLVED by the Local Liquor Licensing Authority of the City
of Fort Collins, Colorado, that the application of HWEI Y. TU, doing
business as DRAGON PALACE, for a Hotel -Restaurant Liquor License, be and
the same hereby is granted in accordance with the findings of the Authority
set forth above; and
BE IT FURTHER RESOLVED that Eaid 1'cense shall not be issued until the
construction of the licensed premises is completed in accordance with the
plans and specifications submitted to the Authority and the requirements of
the City Building Inspector, and the Authority has received a report from
said Building Inspector that said improvements have been completed in
accordance with said plans and specifications and the requirements of the
Building Inspector.
