I. Call Meeting to Order
Chairperson Don Wells called the meeting to order at 1:30 p.m. A quorum was present.
II. Attendance
III. Presentation by representative of PVHS — Pam Brock with Poudre Valley Hospital and
the Medical Center of the Rockies in Loveland spoke to the board about both hospitals.
MCR is not in competition with PVH. Some facts presented about MCR included the
fact that during construction they recycled 80% of remaining construction materials; the
building will be 570,000 sq feet with 136 beds including 64 beds for heart patients and 12
for ICU on 5 floors; the cost is estimated to be $240 million. It is anticipated that the
hospital will add 2,000 new jobs during the first year. An advantage of the hospital
location is that it is close to the airport which enables quick transportation of patients to
and from the hospital. The hospital is scheduled to open February 14, 2007.
Transportation to the hospital for transport dependent seniors was a concern of the SAB
members. Pam didn't know the exact answer, but will find out and send a report back to
the board.
IV. Correspondence
A letter was received from Jim Downey announcing his resignation from the Senior
Advisory Board because he is moving from the City.
Dear Mr. Wells:
It is with deep regret that I must tender my resignation from the Fort Collins Senior
Advisory Board, effective the end of December, 2006 As you are aware, I will be moving
from Colorado at that time with my wife to the State ofldaho (or possibly to the State of
Washington in the city of Clarkston, WA, across the river from the City of Lewiston in
Idaho).
My tenure on the Board since 2001 has been most enjoyable and beneficial to me, both
from a personal standpoint from the many friends I have worked with and also from a
volunteer standpoint for the many contributions that the Board has made to the life of
senior citizens in the City of Fort Collins and surrounding areas.
I wish the Board well in its continued endeavors, and extend congratulations for its
accomplishments.

V. Public Participation

VI. Approval of Minutes
Minutes of the October meeting were approved.
VIL Old Business
A. Evaluative Tool Report — Marjorie McTaggart — In September, five evaluations were
turned in and three were signed at the meeting at the Senior Center. In October at the
meeting at the DMA, four evaluations were turned in and three were signed. It was
decided to continue handing out evaluations but explain to participants why this is
being done and how important it is for participants to fill out the form.
B. 2007 Work Plan Adoption — Don Wells — Revisions were made to the work plan. A
motion was made by Marjorie McTaggart to accept the work plan with changes; Matt
Malcolm seconded the motion; motion carried. The Plan will be submitted before the
deadline of November 30.
C. Review of the DMA outreach meeting — Don Wells — A review of the issues raised at
the meeting at the DMA was followed by assignment of follow up tasks to bring
answers back to the residents.
D. Thank you letter to DMA for hosting the outreach meeting was sent by Marjorie
McTaggart
E. Thank you letter to Suzanne Jarboe -Simpson for facilitating the Senior Advisory
Board session to develop the 2007 Work Plan was sent by Marjorie McTaggart
F. Report on the Sundance Bluegrass Festival and Chili Cook -Off — Jim Downey
reported that the event went very well and the SAB won 2°d place for best chili.
G. Report on ad hoc committee for fund raising for the expansion of the Fort Collins
Senior Center — Bud Herin and Peggy McGough
• Priority 1: To form a core group and limiting committee to nine
individuals. Jim Barnet will revisit some of the people that he had spoken
with at an earlier date and select three others from the contact list
(developed by Senior Advisory Board) to find if they would be willing to
serve. Bud Herin will contact two others on the list to see if they will
serve. Once the core group is formed and meets, this group will select one
or two people to attend a function in late January.
• Date and menu for funder's luncheon. A luncheon was selected versus as
dinner as many people do not wish to venture out for an evening meeting
after a day of work.
• Staff and committee will prepare a presentation (video or power point) to
describe the project and why it is important.
• Need dynamic, enthusiastic speaker that will attract people to come and to
create a ground swell of enthusiasm for the project.
• Need a kick start donation to lay down the gauntlet for a challenge match.
• We may have someone who will work with us as a grant writer if we get
our information together. This is being pursued.
H. Reminder to Board members to attend the Boards and Commissions Appreciation
Reception at Canyon West Room of the Lincoln Center, 417 West Magnolia on
Wednesday, November 8 from 5:30 p.m. to 7:00 p.m.
VIII. New Business
A. Liaison reports:
1. Matt Malcolm reported:
• Matt spoke with Manfred Diehl, head of the CSU Center on Aging, and found
he is very interested in the outreach and meeting with the SAB. Matt will set
up the time for Mr. Diehl to attend a SAB meeting.
2. Peggy S. McGough reported:
• Peggy attended the Chili Cook off and Blue Grass Festival on October 14, and
enjoyed the friendly competition between the Senior Center Council and the
Senior Advisory Board Team. SAB won second place in the Red Chili
Division and the Senior Center Council Team won third place in the Red Chili
division. The Council "aced" the SAB this year by winning "People's
Choice."
• Peggy attended the Bridging the Gap 2006 evaluation and planning session for
the 2007 luncheon at McKee Conference Center with Kathy Schuster. The
dates for the planning meetings for 2007 have been reserved at the Fort
Collins Senior Center.
• Peggy represented the Senior Center Council and the SAB at the Northside
Atzlan Center ground breaking ceremony on October 25.
• October 301h Peggy met with Jim Barnett and Bud Herin concerning the
fundraising for the Senior Center expansion.
• November 4, 2006 she attended the Day of the Dead Celebration at the Mueso
de las tres Colonias representing once again, the Council and the SAB.
3. Marjorie McTaggart reported:
• OOA met at Oakbrook II in October. Only four residents were present (one of
which was a former OOA Council member). Two political candidates who
were not at Legislative Breakfast, Jennifer Miller, (D) District 15, and Gerry
Horak, Unaffiliated, County Commission, answered questions posed by OOA
members. On transportation Miller reported that the DOT has $10013 deficit
and, therefore, she doesn't see regional transportation anytime soon. Horak
reported that transportation efforts should be local. Ideas regarding funding
for senior programs, Horak thought that outcome budgeting like Fort Collins
is using would be useful and senior care should be split among three sectors:
Federal, State, and Local.
• Medicare prescription program is up for renewal. (Open enrollment thru Dec)
Some insurance salespeople are using hard -sell to get seniors to change to
their company. Word needs to go out to seniors to be cautious about being
pushed to switch.
• TRIAD: Met at PVH
September: Discussed and evaluated the successful 10`h anniversary event
held September 20`h at Loveland Police Institute. Law enforcement reps from
Denver area said Larimer County does much more than they do.
October: Nominating committee selected for 2007 officers. 2007 SALT
meetings to be announced by presentation subject. Elder Elves are already
starting Christmas boxes. `Blinking" (emergency locator) lights are only
available via web now. Fort Collins crime prevention officer reported that
Southern Colorado (Pueblos, etc.) also claims that Larimer County is doing
more.
• Women's Commission: The Commission is up for City Council review in
2007. They are working on annual report and work plan as we are.
B. Holiday Social for Senior Advisory Board — The Social will be held December 13 at
4:00 p.m. at Don Wells' home, 512 Yuma Court, Fort Collins, Colorado 80525. Don
distributed directions to his house for the social. Everyone is to bring an appetizer.
(Note: Executive Committee changed time of the social to 3:00 p.m. to
accommodate a schedule conflict.)
