Chairman Ted Borstad called the meeting to order at 3:10 p.m.
Public Comment
There was no public comment.
Approval of Minutes — May 25, 2006
Board member Johannes Gessler made a motion, seconded by Board member Steve
Balderson to approve the minutes of the May 25, 2006 meeting. The motion passed.
Boardmember Ted Borstad, Eileen Dornfest, Johannes Gessler and Doug Yadon abstained.
Northern Colorado Water Conservancy District (NCWCD)
Nicole Seltzer, Water Resources Planning/Environmental Liaison gave the Water Board a
presentation on NCWCD's Water Quality Program. The program examines baseline water
quality conditions in the Colorado -Big Thompson (C-BT) system and streams where C-BT

and Windy Gap water is discharged. The U.S. Geological Survey and private contractors
help conduct the program. The budget for the program is around $450,000 and 35 percent
of that is spent on water quality monitoring.
State of Colorado's Water Quality Control Commission voted to list Horsetooth Reservoir
on the state's impaired waters, or 303(d) list for lower than desired dissolved oxygen
levels. It was listed because it failed to meet the dissolved oxygen standard of 6.0 mg/l in
the upper layers of the Horsetooth for five of the last 10 years. While Horsetooth violated
the dissolved oxygen standard, the Colorado Department of Wildlife's biologists in Fort
Collins are monitoring the state of the fishery in the reservoir and do not see it declining.
NCWCD is working with its C-BT allottees to determine just what is causing the low
dissolved oxygen and establish a course of action to remedy the issue.
Potential Properly Exchanaes
Mike Smith, Utilities and Operation Services General Manager explained that there might
be an upcoming charter change on surplus property among departments of the City. Water,
Wastewater, Stormwater and Light & Power own surplus property that we could
potentially look at exchanging. For example, we are currently leasing the property for the
Utility Billing Office on 330 South College and eventually we would like to build our own
building and the General Fund may have property that we could trade for in the downtown
area.
City Council Board & Commission Periodic Review Ouestionnaire
Water Board generated responses to the City Council's Boards and Commissions Periodic
Review Questionnaire which is scheduled for Tuesday, July 11, 2006 in the CIC Room.
Committee Reports
Conservation and Public Education
Board member Eileen Domfest reported that they met today and staff gave them a
report on water supply and water use.
Engineering
Did not meet but Jim Hibbard will be scheduling a meeting with the committee in
July to discuss Stormwater Master Plan, Poudre River Floodplain Regulation
Revisions and Dry Creek Letter of Map Revision

Staff Reports
Staff provided a summary of the latest results comparing Fort Collins Utilities water to
several bottled water vendors. Once again, it has been proven that the City's tap water is
superior to bottled water.
Staff also provided information about the water use over the past few years and the winter
usage of water has been reduced approximately 15 percent since 2002 and it was noted that
we have adequate water for 2006.
Other Business
Following are the tours that are scheduled in the next month for the Water Board and City
Council:
Dry Creek Tour on Friday, June 30 at 1 p.m.
Halligan/Seaman Tour on Friday, August 25 at 8:30 a.m.
