1. Three -Mile Plan for the City
Project:
Three -Mile Plan for the City
Project Description: This is an annual draft update of the Three -Mile Plan for
the City of Fort Collins, Colorado.
Staff Recommendation: Staff recommends that the Planning and Zoning Board
forward a recommendation to the City Council to
approve this update of the Three -Mile Plan for the City of
Fort Collins, Colorado.
Hearing Testimony, Written Comments and Other Evidence:
City Planner, Anne Aspen, explained that this item was an annual update of the Three -Mile Plan
for the City of Fort Collins which has been in use since it was approved in 2004. She stated
that the Plan was a policy document that is required to ensure that the City complies with the
regulations of Colorado Revised Statutes, Section 31-12-105, which requires that cities develop
a plan that encompasses three miles in any direction from any point of a municipal boundary.
According to Aspen, the Plan should be updated and revised annually. The draft changes were
being presented to the Board for review with the intent that a recommendation from the Board
to City Council would follow.
The Three -Mile Plan describes items listed in the Statute which are divided into four categories,
including: 1) Transportation, 2) Utilities, 3) Parks, Natural Areas and Open Lands, and 4) Land
Use. The Three -Mile Plan includes a list of plans, policies, maps and other documents that have
been adopted by the City of Fort Collins which generally describe the proposed location,

character and extent of the specific characteristics related to these items. As well, the Three -
Mile Plan includes a list of other plans and policies that have been adopted by other agencies
such as Larimer County, CSU or adjoining municipalities.
Aspen explained that the City departments consulted for plan updates included: Advance
Planning, Engineering, Light & Power, Natural Resources, Park Planning, Stormwater,
Transportation Planning, and Water/Wastewater. Outside entities consulted included: Boxelder
Sanitation District, Colorado State University Facilities, East Larimer County Water District
(ELCO), and Larimer County Planning and Building Services.
Aspen stated that most of the changes included in the update were house cleaning types of
issues. She added that the Three -Mile Plan for the City of Fort Collins generally and accurately
describes the proposed location, character and extent of streets, subways, bridges, waterways,
waterfronts, parkways, playgrounds, squares, parks, aviation fields, other public ways, grounds,
open spaces, public utilities, and terminals for water, light, sanitation, transportation, and power
to be provided by the City of Fort Collins, as well as the proposed land uses for the area.
According to Aspen, a major portion of the updates incorporate the changes that have occurred
in the Growth Management Area (GMA) near Fossil Creek Reservoir. Maps reflecting the
changes were included in Board packets.
There was some question as to whether the text changes were strictly the ones that were
highlighted. Aspen answered that if the comments were struck out, that meant the text had
either been recanted or that it would be moved. If the text was highlighted, it meant that the
text was new or that it was already existing text that had been moved from a different location.
There was some discussion on whether the Foothills Campus was inside the City's GMA. Aspen
clarified that the Foothills Campus is still outside of the Growth Management Area.
There was some question on whether the entire Plan was submitted. Aspen confirmed that the
entire Plan was submitted.
There was some feeling that the Plan seemed like an outline and there was a question as to
whether this document simply referred to the other plans. Aspen confirmed that this was the
case.
Director Gloss clarified that the Plan is not referenced very often and is being updated largely
due to the Southwest Annexation. He added that whenever an annexation occurs, a current
Three -Mile Plan has to be in place per State Statutes. The purpose of the document is to
outline all the various master plans that are available in the proposed annexation area so that if
someone investigated, they would be able to see all the various documents that had been
officially adopted.
There were no public comments offered for this item.
Board Member Smith recommended that City Council approve the annual update for
the City of Fort Collins Three -Mile Plan.
