The Land Conservation and Stewardship Board (LCSB) is pleased to present its 2006 Annual
Report to City Council. During 2006, the LCSB worked diligently to fulfill its responsibilities as
advisors to City Council on issues related to the Natural Areas Program (NAP).
During 2006, the LCSB recommended a variety of actions to Council:
1) Recommendation(s) to Council regarding the Round Butte Ranch conservation easements
2) Recommendation to Council regarding a right-of-way easement at Fossil Creek Regional
Open Space
3) Recommendation(s) to Council regarding a right-of-way easements at Meadow Springs
Ranch
4) Recommendation to Council regarding a PRPA right-of-way easement at Colina Mariposa
Natural Area
5) Recommendation to Council regarding a land lease at Running Deer Natural Area
6) Recommendation to Council regarding a right-of-way easement at Cathy Fromme Prairie
7) Recommendation to Council regarding various right-of-way easements for Boxelder
Sanitation District
8) Recommendation to Council regarding a right-of-way easement at Pelican Marsh Natural
Area
9) Recommendation to Council regarding the sale of Vangbo/Hersh properties
10) Recommendation to Council regarding Poudre River floodplain regulations
11) Recommendation to Council regarding flood inundation easement request at Eagle View
Natural Area
12) Recommendation to Council regarding right-of-way easement at Arapaho Bend Natural
Area
13) Recommendation regarding transfer of property at Quail Ridge
14) Recommendation to Council regarding LCSB 2006 work plan
Issues discussed and actions taken by the LCSB in 2006 also include the following:
1) History, program overview, and budget of the NAP
2) Bylaws, adopted by the LCSB
3) Officers elected
4) Reviewed and discussed various land and water transactions
5) Discussed and reviewed prairie dog management

7) Downtown River District
8) Bobcat Ridge management plan
9) Soapstone Prairie Natural Areas management plan
10) Update of the Foothills Management Plan
11) Overview of ranger program
12) Update from County open space program
13) Discussion of possible UNESCO world heritage designation for Soapstone Prairie
14) Update to storm water master plan
15) Poudre River Floodplain regulations
16) Primrose Studio at Reservoir Ridge Natural Area update
17) Review draft Wildlife Management Guidelines
During 2006, the NRAB convened twelve regular meetings. Board members additional time
visiting properties and attending special events.
In February 2006, Bill Bertshhy and Michelle Brown were elected Chair and Vice -Chair of the
LCSB respectively.
The LCSB looks forward to serving the citizens and City Council in the year 2007. Thank you for
the opportunity to make such contributions to the community.
