NATURAL RESOURCES ADVISORY BOARD

The Natural Resources Advisory Board (NRAB) is pleased to present its 2006 Annual Report to
City Council. During 2006, the NRAB has worked diligently to fulfill its responsibilities as
advisors to City Council on a broad range of environmental issues. The majority of our work this
year has addressed issues on Council's Policy Agenda or has been in response to issues brought to
us by City staff. In some instances, citizens or Board members have brought issues to the attention
of the NRAB.
During 2006, the NRAB submitted five memoranda to Council and the City Manager conveying its
recommendations for Council action or support for the following issues:
1. NRAB 2005 Annual Report
2. Recommendation on the Carpenter Road CDOT Environmental Overview Study
3. Recommendation on the Northwest Subarea Plan
4. Recommendation on the Greenhouse Gases Sustainability Group Task Force Proposal
5. NRAB 2007 Annual Work Plan
Other actions taken and issues discussed by the NRAB in 2006 include the following topics:

3. Resource Recovery Farm Master Plan
4. Recycling Five -Year Strategic Plan
5. Transit Plan Review
6. Halligan -Seaman Reservoirs Update

8. Sustainability Action Plan
9. PRPA Mercury Emissions
10. Stormwater Master Plan
11, Stormwater Quality Program
12. Poudre River Floodplain Regulations
13. Glade Reservoir
14. North College Subarea Plan
15. Northern Integrated Supply Project
During 2006, the NRAB convened ten regular meetings and one special meeting. Board members
also devoted many hours to addressing issues and formulating recommendations as part of four

subcommittees. The NRAB's standing committees on solid waste reduction and environmental
economics were active during 2006.
In addition, NRAB members served as representatives on various City-wide task forces and
committees, including the UniverCity Connections Task Force and the Fort Collins Urban Design
Awards jury .
In February 2006, Linda Knowlton and Ryan Staychock were elected Chair and Vice -Chair of the
NRAB respectively, and served in these capacities throughout the year. At the end of 2006, Nate
Donovan left the Board after serving eight years as a Board member, including two terms as Board
Chair. The Board thanks Nate for his contributions to the City of Fort Collins through dedicated
service on several citizen advisory boards over many years. During 2006, Liz Preusser was
appointed by City Council to the Board.
The NRAB looks forward to serving the citizens and City Council in the year 2007. Thank you for
the opportunity to make such contributions to the community.
