SUMMARY OF MEETING: the LPC approved the interior rehabilitation of 605 S. College Ave. for the State
Tax Credit for Historic Preservation; the LPC approved the design for 1530 Remington for conceptual/final
review; the LPC approved the design for 816 Laporte for conceptual/final review, with the change to 1/2"
round galvanized or pre -finished steel gutters; the LPC approved the design for 632 Peterson Street as
presented, with the option to use either 1/2" round galvanized or pre -finished steel gutters; the LPC
approved the addition of Andy Barlow and Boyd Bartlett to the DAP's pre -qualified consultant list.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairwoman
Angie Aguilera with a quorum present at 5:30 p.m. at 281 N. College Ave., Fort Collins,
Colorado. Commission members Alan Ballou, Agnes Dix, Alyson McGee, Earen
Russell, Heather Donahue, and Ian Shuff were present. Carol Tunner and Karen
McWilliams represented City staff.

College; Vince Hobson, Custom Tile Roofing, for 1530 Remington; Tom and Kelly

AGENDA REVIEW: None.
APPROVAL OF MINUTES: The February 22, 2006 minutes were approved as
submitted.
STAFF REPORTS: None.
COMMISSION MEMBER REPORTS: None.
PUBLIC COMMENT: Chairwoman Aguilera asked if anyone present wished to address
items within the purview of the Commission, whether or not the item appeared on the
agenda. There were no comments.
CURRENT REVIEW:
1. 605 S College Ave., Beebe Clinic —Interior and Exterior Rehabilitation for
the Colorado Income Tax Credit for Historic Preservation —Jay Stoner,
owner; Mitch Greeno and Karen Junak; Stoner Construction.
The LPC approved Mr. Stoner's proposed work for the exterior of 605 S. College
Avenue in October 2005, which included restoration of the front stairs, stucco
walls, front door, and windows/sills. Mr. Stoner now is seeking Colorado State
Income Tax Credit Part 1 approval from the LPC for that work almost completed,
and interior rehabilitation of the building for his offices. Interior work includes
electrical, doors, floor coverings, plaster and drywall, painting, demolition/hauling,

insulation, HVAC, ceiling lowering, kitchen/bathroom countertops, cabinets and
built-in appliances, and kitchen/bathrooms/copy room/reception area millwork,
plumbing, desks/work surfaces/storage in offices, and framing. Landscaping,
asphalt parking lot, walkways, signage, designer and environmental consultants'
fees, and permit costs are not qualified costs.
Staff now recommends approval of the interior work because it will improve a
rare and significant building. The small offices and long public hallways have
been saved, and are compatible with the original interior. The use of drop
ceilings will be minimized. New light fixtures have been picked to match
originals.
Mr. Greeno added that all work to be performed is detailed in the application.
Ms. McGee asked if the new floor plan maintains a similar relationship of space
to the original. Mr. Stoner replied that the previous occupant had
removed/changed a few interior walls. The new construction is a recreation of
the original floor plan with a reception area.
Ms. McGee asked if the applicants had photos of the original light fixtures. Mr.
Stoner replied that some of the original fixtures were present in the building. The
lighting designer used photographs of the original globe lights with silver stripes
when designing the new fixtures.
Ms. Aguilera asked if the applicants had copies of the original floor plan, and, if
so, that a copy be included in Part II to verify the compatibility of the new interior.
Mr. Stoner replied they do not have the original, but that in the 1980s Ella
Albrecht dimensioned the floor plan. Mr. Shuff asked if the applicants had an as -
built from the 1980s. They replied that they do. In addition, they feel this
renovation will bring the interior closer to the original layout than it has been in
many years.
Mr. Shuff moved to approve Part I of the State Tax Credit application as
submitted under Standards #1, #2, and #6, pending submission by the
applicants of the as -built and pictures of light fixtures. Allyson McGee
seconded; motion passed unanimously, 7-0.

2. 1530 Remington, Lee House —Repair of Tile Roof —Design Review and
Landmark Rehabilitation Loan Program, Conceptual/Final Review —Vince
Hobson, Custom Tile Roofing, for owners.
The owners of 1530 Remington received a Landmark Rehabilitation Loan to
repair and replace damaged clay roofing tile, and install a split hip and ridge on
the roof of their home. The sealant used will be NP-1 flexible sealant, which has
good adhesion and elasticity. The existing tile is a lightweight interlocking tile

made by Ludovicci. The replacement tile will be reclaimed tile of the same brand
and type, which Vince Hobson, tile contractor, has in stock.
Staff recommends approval of the design presented under Standards 2, 5, and 6
and under the City of Fort Collins Municipal Code Section 448.
The Commission asked Mr. Hobson about the tiles and the type of sealant. Mr.
Hobson feels the NP-1 is a better sealant than GSL. In addition, Mr. Hobson
presented a sample of the roof tile, which comes in 4 or 5 widths. Ms. McGee
asked Mr. Hobson to provide the owners with extra tiles, since the original tile is
no longer in production.
Ms. McGee moved to approve the proposed work for conceptual/final
review as presented for 1530 Remington under Standards 2, 5, and 6 and
Municipal Code Section 448. Heather Donahue seconded, motion passed
unanimously, 7-0.

3. 816 Laporte Ave., Kirby/Wade House and Historic Garage —Exterior
Rehabilitation Design Review and Landmark Rehabilitation Loan Program,
Conceptual/Final Review —Tom and Kelly Trumbower, owners.
The owners of 816 Laporte Ave. received a Landmark Rehabilitation Loan for
replacement of their existing asphalt shingles with wood shingles, new flashing,
vents to be installed on the west and north sides of the property and rear porch,
repair of crown molding, and replacement of existing aluminum gutters with
copper 1/2 inch round gutters that will be attached to the house with straps to
avoid damage to the trim and crown molding. The two front doors will be
refinished with pro -finisher varnish, the color of which will be approved
administratively.
The owners would like to switch to copper gutters from the galvanized steel listed
in the application because they like the look of copper and copper is supposed to
be more durable. The LPC stated that copper is not historically appropriate for a
house of this size and style, which would make its use in violation of the
Standards. The owners could use 1/2 inch round unfinished galvanized gutters,
or, if they are worried about durability, could use pre -finished gutters to match the
trim of the house.
Ms. McGee moved to approve the proposed work for conceptual/final
review as presented, with the change from 1/2 inch round copper gutters to
historically appropriate 1/2 inch round steel gutters, which will be
galvanized or pre -finished to match the trim. Ian Shuff seconded; motion
passed unanimously, 7-0.

4. 632 Peterson St., G.R. McDaniel House —Exterior Rehabilitation —Design
Review and Landmark Rehabilitation Loan Program, Conceptual/Final
Review —Colleen Webb, owner.
Ms. McWilliams presented a revised staff report that no longer includes work on
the moldings or the storm windows on the basement windows. The roof will be
replaced with a new composite roof. The decking and shingle colors will be
approved administratively. Galvanized white 1/2 inch round gutters and
downspouts will be attached with straps to avoid damage to the crown molding
and trim. The existing chimney will be rebuilt and remortared with an appropriate
mortar type and color. The basement window will be repaired by Empire
Carpentry. At this time, the paint colors are still to be determined. Staff
recommends approval of the work under Standards 2, 5, 6, and 7.
Ms. Webb added she would like the option to use either pre -finished or
galvanized 1/2 inch round steel gutters.
Mr. Shuff moved to approve the proposed work as presented for
conceptual/final review for 632 Peterson under Standards 2, 5, 6, and 7,
with the addition of the option to use either pre -finished or galvanized 1/2
inch round steel gutters. Earen Russell seconded; motion passed
unanimously, 7-0.

DISCUSSION ITEMS:
Addition of Andy Barlow, Custom Masonry USA, and Boyd Bartlett, Boyd Bartlett
Masonry, to the Design Assistance Program Pre -Qualified Consultant List.
The Design Assistance Program pre -qualified consultant list is intended to encourage
rehabilitation and improve the quality of designs presented to the LPC. Assistance can
be used by staff, the LPC, and citizens.
Ms. McWilliams introduced Andy Barlow and Boyd Bartlett, who have over 25 years of
masonry experience and have worked on historic buildings in the past. Their areas of
expertise are brick and stone exteriors. In addition, Mr. Barlow worked on a number of
very old buildings while living in England. Mr. Bartlett and Mr. Barlow presented their
research for the exterior of 124 N. Sherwood. They tested various stuccos, and
checked the adhesion of paint to the different possible stuccos.
Ms. McWilliams recommends approval of the addition of Mr. Barlow and Mr. Bartlett to
the list.
Ms. McGee moved to approve the addition of Andy Barlow and Boyd Bartlett to
the DAP's pre -qualified consultant list. Agnes Dix seconded; motion passed
unanimously, 7-0.
