A regular meeting of the Liquor Licensing Authority was held on Wednesday, September 23,
1998, in the Council Chambers of the Fort Collins Municipal Building. The following
members were present: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Members
absent: Minton.

Consent Calendar
The Consent Calendar is intended to expedite the meeting and allow the Authority to spend
its time and energy on the important items on a lengthy agenda. Items on the Consent
Calendar are (1) routine items; and (2) those of no perceived controversy. Anyone may
request that an item be "pulled" off the Consent Calendar and considered separately. Items
pulled from the Consent Calendar will be considered separately immediately following
adoption of the Consent Calendar.
1. Report of Change of Corporate Structure for Huang's Brother Corp dba Jasmine
Garden, 2721 South College.
City Attorney Tempel stated the deficiency reported for this item has been resolved.
Authority member Morris made a motion, seconded by Authority member Crowfoot, to
adopt and approve the item on the Consent Calendar. Yeas: Cooper, Crowfoot, Davis,
Morris, Oldham, and Schmitz. Nays: None.

Registration of Robert Allison as Manager of
Black -Eyed Pea, 4312 South College, Approved
Robert Allison, manager, briefly reviewed his employment history. He stated the Black -Eyed
Pea does not provide formal training for liquor sales and that there will be no change in the
operation of the restaurant. Mr. Allison stated he does have a liquor code on premise.
Authority member Cooper made a motion, seconded by Authority member Morris, to
approve Robert Allison as manager of Black -Eyed Pea, 4312 South College Avenue. Yeas:
Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Registration of David Aaron Moore as Manager of
King Soopers #73, 4503 John F. Kennedy Parkway, Approved
David Aaron Moore, manager, detailed his employment history and training with King
Soopers. He stated he has been in management for over 25 years, 11 years as a manager. Mr.
Moore has managed the Greeley store for three years and has no liquor violations at that
store. He stated this store will have electronic lock -outs on the cash registers whenever
alcohol is rung up. Mr. Moore described the layout of the store.
Authority member Crowfoot made a motion, seconded by Authority member Schmitz, to
approve David Aaron Moore as manager of King Soopers #73, 4503 John F. Kennedy
Parkway. Yeas: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Registration of Paul C. Dabrowski as Manager of
Beau Jo's Pizza, 100 North College Approved
Paul C. Dabrowski, manager, stated he has been with Beau Jo's for 10 years. He stated he has
attended training offered by the Colorado Restaurant Association and periodically conducts
training sessions for his employees. Mr. Dabrowski noted he has been in the restaurant and
liquor business for 20 years and has had no violations.
Authority member Schmitz made a motion, seconded by Authority member Crowfoot, to
approve Paul C. Dabrowski as manager of Beau Jo's Pizza, 100 North College. Yeas: Cooper,
Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Request from Brick House, Inc., dba Woody's Wood -Fired Pizza
518 West Laurel Street, to Change, Alter, or Modify
the Licensed Premises, Approved
Bill Mahaffey, manager, noted he is the general manager. He stated the proposed
modifications will add 400 square feet and 24 additional tables. In response to a question from
the Authority, Mr. Mahaffey stated additional staff may not be necessary initially.
Construction should be complete in four weeks.
Authority member Schmitz made a motion, seconded by Authority member Crowfoot, to
approve the modification of premise for Woody's Wood -Fired Pizza, 518 West Laurel Street.
Yeas: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Request from Fort Collins Warehouse Liquors, Inc., dba
Fort Collins Warehouse Liquors, 4700 Boardwalk
to Change, Alter, or Modify the Licensed Premise, Approved
Monte Huber, President of Fort Collins Warehouse Liquors, Inc., stated the modification
consists of constructing a cigar humidor under the mezzanine level office.
Authority member Schmitz made a motion, seconded by Authority member Crowfoot, to
approve the modification of premise for Fort Collins Warehouse Liquors, 4700 Boardwalk.
Yeas: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Transfer of Ownership of Tangz
1220-C West Elizabeth, Approved
Greg Tempel, Assistant City Attorney, stated the application is approved as to form.
Terry R. Byers, owner, stated he recently purchased Tangz. He stated he will have security at
each door, employees will monitor the parking lot, walk throughout the establishment, and
card everyone. Mr. Byers has contacted Officer Rich Johnson for training. He stated food
service will be expanded and they have the Liquor Code on premise. He noted Tangz will be
open Wednesday through Saturday.
Authority member Crowfoot made a motion, seconded by Authority member Morris, to
approve the transfer of ownership of Tangz, 1220-C West Elizabeth, from MCP, Inc., to
Terry R. Byers. Yeas: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays:
None.

Registration of Celeste Stauffer as Manager of
Tangz, 1220-C West Elizabeth, Approve
Celeste Stauffer, manager, described her employment history and training in liquor sales. She
stated she will be at Tangz during the day as well as in the evening. Ms. Stauffer will be
responsible for training employees. She noted they have a current identification book on
premise and a detailed policy manual for employees.
Authority member Morris made a motion, seconded by Authority member Crowfoot, to
approve Celeste Stauffer as manager of Tangz, 1220-C West Elizabeth. Yeas: Cooper,
Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.

Consideration of an Application from the
Fort Collins Chamber of Commerce for a Special Events Permit
on Olive Street, Approved
Debbie Naylor, event coordinator, stated this is the Fort Collins Chamber of Commerce
After Hours monthly event. Ms. Naylor described the barriers surrounding the proposed
event area. She stated they will be using Joe's Fireside Cafe's restroom facilities (they are not
included in his licensed premise). Ms. Naylor noted they have hired professional bartenders
and two off -duty police officers to patrol the enclosed area. Mr. Naylor stated she had
canvassed the businesses adjacent to this event as a requirement of the Police Department's
Special Event Permit. She stated Joe's Fireside Cafe will be closed to the general public. She
stated this is being held outside in order to accommodate a large number of people.
Greg Tempel, Assistant City Attorney, stated the posting requirements have not been
completed. He noted tomorrow will be the end of the loth day. He stated the Authority
could approve the Special Event Permit with the condition that no protests are received in the
City Clerk's office by 5:00 p.m., on September 24. Assistant City Attorney Tempel noted
that the Police Department issued their Special Event Permit to All About Events and First
Mortgage. He also stated the Authority, in addition to the previous condition, could approve
this Special Event Permit conditioned on the issuance of the Police Department's Special
Event Permit to the Fort Collins Chamber of Commerce. Assistant City Attorney Tempel
stated another option for the Authority is to convene a special meeting to consider this
application. In response to questions from the Authority, Assistant City Attorney Tempel
stated the reason the Chamber is being required to apply for a Special Event Permit for this
event is that it will be taking place on a public street. He indicated these events, when held on
private property, as long as it is a private party, do not require a Special Event Permit.
Michael Hauser, Fort Collins Chamber of Commerce President, explained that Chamber
members sponsor these monthly events for other members throughout the City. He stated
they are very strict about keeping these events private. He noted Debbie Naylor has been
hired by First Mortgage to coordinate this event.

Authority member Morris made a motion, seconded by Authority member Crowfoot, to
approve the application from the Fort Collins Chamber of Commerce for a Special Events
Permit for Business After Hours on Olive Street, October 8, 1998, with the condition that
there are no protests filed with the City Clerk's office before 5:00 p.m., September 24, 1998,
that the Chamber successfully applies for a Police Department Special Event Permit, and to
schedule a special meeting for the Fort Collins Liquor Licensing Authority to consider any
complaints received at the City Clerk's office by 5:00 p.m., September 24, 1998, for September
28, 1998 at 6:00 p.m. in the City Council Chambers at 300 LaPorte. Yeas: Crowfoot, Davis,
Morris, and Oldham. Nays: Cooper and Schmitz.
THE MOTION CARRIED.
Police Report
Special Enforcement Office Johnson stated time devoted to liquor related issues has been
decreased to half time. He stated he is still working on several long-term projects.

Authority member Oldham made a motion, seconded by Authority member Cooper, to
adjourn. Yeas: Cooper, Crowfoot, Davis, Morris, Oldham, and Schmitz. Nays: None.
