The Board mat in regular session in the children's room of the library.
Minutes of the meeting for December 5, 1973 were provided and approved.
Larry Webber distributed copies of a memorandum to the City Manager dated Jan-
uary 3, 1974 concerning the efforts being made by the Library to comply with
directives issued on energy saving measures. Efforts being made include a cut
back in bookmobile mileage, a survey of evening use of the library and the half-
hour lunch period. Turning back the thermostat is not possible during working
hours and extensive car pooling does not appear possible.
A letter from Frank Gibson, Library Consultant, noted that the population pro-
jaction of 210,000 for the library service area might be too high. He suggested
a design population figure for 1995 of 134,800 might be more realistic. After
considerable discussion Wilson Wilmarth moved that the Board recommend that the
dasign population figure for 1995 be increased from 134,800 to 140,000 due to
Una growing urban area's use of library facilities which is probably equal to
that of the corporate area. The motion was seconded and unanimously approved.
The Board directed that this resolution be submitted to the City Manager for
his approval before being forwarded to Mr. Gibson.
The possibility of obtaining funds from the County for building construction
was raised. Mr. Webber was requested to submits facts and figures and to ar-
range a joint meeting with the City and County Library Boards and the County
Commissioners as seems advisable.
Mr. Webber also provided copies of a calendar indicating various target dates
for the new library project which inicates a completion date of January, 1977.
This schedule of dates had been requested by the City Manager.
New Books provided by the current year's budget are being submitted for bid thru
the City's Purchasing Division. Bid opening is scheduled for Monday February
11, 1974 at 2:00 p.m. in the office of the Purchasing Agent, Ed Kuppinger.
9(ith book acquisitions expected to increase fourfold this will create the need
for additional shelving which is to be suitable for use in the now building.
