PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
JANUARY 7, 1976 -- 7:30 P.M.

The meeting was called to order by the president, Sarah Bennett. Larry
Webber introduced Pam Hale, a student from the library school of the
University of Denver who will be in an intern program and assigned to
the Fort Collins Public Library during this academic quarter.
The minutes of the December meeting were approved with additions.
Robert Burns asked that the ASHRAE standards be explained in the minutes.
These standards seek to reduce energy waste in many ways. The basic
thrust of these standards is as follows:
A building that is heated or cooled for comfort purposes shall be
designed to restrict the flow of heat through the building exterior
envelope.
Windows shall be designed to limit air leakage into or from the
building. The air infiltration rate of aluminum, steel., or wood
windows shall not exceed the rates specified in applicable national
and industry standards.
The heat flow through opaque surface areas of roof/ceilings or
walls facing cooled interiors shall not exceed 2.5 BTU per hour-
ft2 of ceiling or wall area when calculated at an indoor design
temperature of 78 F.
The heat gain through window areas of the exterior envelope shall
be controlled in relation to the geographic location and the compass
orientation of the building. Plain glass without a shading device
is not permitted; shades, venetian blinds, draperies, awnings,
eyebrow reveals, or vertical/horizontal fins must be used.
Manufacturers of building equipment defined as energy -significant
equipment shall make available to prospective building owners or
their representatives the full -Load energy -utilization efficiency
of such equipment, taken by itself.
