Regular Meeting - April 21, 2003

A regular meeting of the Liquor Licensing Authority was held on April 21, 2003 in
Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Robert Younger, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Transfer of Ownership of
Pueblo Viejo Family Mexican Restaurant,
185 North College Avenue, from
Azteca Mexican Restaurant of Wyoming, Inc.,
to Lopez Montiel, Inc., Approved
Luis A. Lopez and Norma Contreras, representatives for Lopez Montiel, Inc., briefly
described their background. Ms. Contreras stated they have not had a liquor code violation
and that they will not be making any changes to the licensed premises. She stated they will
be open from 11:00 a.m. to 10:00 p.m. during the week and extend the closing time to 11:00
p.m. on Friday and Saturday night. Ms. Contreras stated they will have food available at all
times. She stated the establishment is intended to be a family style restaurant. Ms. Contreras
stated food sales will be approximately 75% of their gross sales.
Judge Lane approved the transfer of ownership of Pueblo Viejo Family Mexican Restaurant,
185 North College Avenue, from Azteca Mexican Restaurant of Wyoming, Inc., to Lopez
Mondel, Inc.
Transfer of Ownership of Ali Buffet,
1100 South College Avenue,
from Xiu Li Zheng and Yu Xiao Zheng to GXL LLC Approved
Li Gang, representative for GXL, LLC, briefly described his background. He stated he has
been working restaurants since 1987. Mr. Gang stated he has received extensive on the job

training in the sale and service of alcohol. He stated he will train all his employees. Mr.
Gang stated he will require all employees to card any patron that appears to be 35 or older.
He stated he has not changed the licensed premise from the previous owner.
Judge Lane approved the transfer of ownership of Ali Buffet, 1100 South College Avenue,
from Xiu Li Zheng and Yu Xiao Zheng to GXL, LLC.
Transfer of Ownership of
Fiesta Patio's del Sol Tequila & Ceviche Bar,
from Fiesta Patio Cafe, to Farshad Nojoumi,
151 South College Avenue, Suite 1,
and, Trade Name Change to The Avenue. Approved
Farshad Nojoumi, applicant, stated he will be open from 11:00 a.m. to 2:00 a.m. everyday.
He stated he will be on premise everyday for the first few months. Mr. Nojoumi stated he
will only be making cosmetic changes to the premise. He stated he has not had a liquor code
violation. Mr. Nojoumi stated he is aware that 25% of his gross sales need to come from the
sale of food.
judge Lane approved the transfer of ownership of Fiesta Patio's del Sol Tequila & Ceviche
Bar, from Fiesta Patio Cafe, to Farshad Nojoumi, 151 South College Avenue, Suite 1 and
Trade Name Change to The Avenue.
Registration of David M. Hoard
as Manager of The Avenue,
151 South College Avenue, Approved
David Hoard, manager applicant, stated he has been hired to train all the employees in the
sale and service of alcohol. He stated he has not had a liquor code violation. Mr. Hoard
stated he has a copy of the liquor code on premise.
judge Lane approved the registration of David M. Hoard as manager of The Avenue, 151
South College Avenue.
