Regular Meeting - May 5, 2003

A regular meeting of the Liquor Licensing Authority was held on May 5, 2003 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Richard Johnson, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated that there are no changes to the agenda as published.
Consideration of an Application from Fort Collins Chamber of Commerce,
for a Special Events Permit at 144 North Mason
(Fort Collins Mortgage in the new parkinggarage). Approved
Cori Schrader, representative for the Fort Collins Chamber of Commerce, stated that Envision has been
hired by Fort Collins Mortgage to organize this event. She briefly described the event stating that
attendance is expected to be 200-350. Ms. Schrader stated a police special events permit and
encroachment permit have been applied for.
Judge Lane approved the application from Fort Collins Chamber of Commerce for a special events
permit at 144 North Mason.

David Short, representative for the Downtown Business Association, stated they are applying for the
entire year's special event permits.
Judge Lane stated she will consider each application separately.
Old Town Car Show
Mr. Short stated that everyone entering the beer garden for the Old Town Car Show will be carded and
banded. He stated his staff has had a lot of experience doing these events.
Judge Lane approved the application from the Downtown Business Association for a special events
permits for the Old Town Car Show.
Brewer's Festival
Mr. Short stated that very little has changed from previous years. He stated that they have hired
additional security to make sure servers are collecting money. Mr. Short stated that in past years they
have not had any problems with liquor service, however, they have had problems with internal money
collection. He stated they have applied for the police special event permits.
Judge Lane approved the application from the Downtown Business Association for a special events
permits for the Brewer's Festival.
Linden Street Live
Mr. Short stated there will no changes from last year.
Judge Lane approved the application from the Downtown Business Association for a special events
permits for Linden Street Live.
New West Fest
Mr. Short stated they will be using a smaller portion of the library park than in previous years. He stated
they have moved the majority of the beer sales to Oak Street and will have increased security at the exit
and entrance gates.
Judge Lane approved the application from the Downtown Business Association for a special events
permits for New West Fest.

Show -Cause Hearing for Suite 152, Inc.,
dba Suite 152 Bldg 23 Suite 152 Old Town Square Stipulation Agreement Accepted
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was
present to answer questions. She stated the Licensee has agreed to a 12 day suspension, 7 days served
(paid $1858 fine in lieu of suspension), with 5 days held in abeyance for 1 year.
Judge Lane approved the stipulation agreement for Suite 152, Inc., dba Suite 152, Building 23, Suite 152,
Old Town Square.
Show -Cause Hearing for G & R Rhythms, Inc., dba Rhythms Music House and Grill, 334
Assistant City Attorney Ablao stated the Licensee has agreed to continue the show -cause hearing to
August 4, 2003. She stated they have also agreed to, at that time, either surrender the license or submit
a certificate of occupancy.
Show -Cause Hearing for The Service Partners.
dba The Service Bar, 126 A Mountain Avenue Stipulation Agreement Accepted
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was
present to answer questions. She stated the Licensee has agreed to a 5 day suspension, 1 day served,
with 4 days held in abeyance for 1 year.
Judge Lane approved the stipulation agreement for The Service Partners, dba The Service Bar, 126A
Mountain Avenue.
