LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting - May 19, 2003

A regular meeting of the Liquor Licensing Authority was held on May 19, 2003 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consideration of an Application from Eyeopeners Kiwanis

Bob Garretson, .representative for Eyeopeners Kiwanis stated the Taste of Fort Collins event was
moved from the CSU Oval. He detailed what/how they will be serving alcohol noting that Kiwanis
members will be serving. Mr. Garretson stated all volunteers have been trained and patrons who
consume alcohol will be banded.
Mr. Garretson stated that every time someone is served at Oktoberfest, he or she has identification
checked. He stated they have not had problems in the past with alcohol service.
Judge Lane approved the Application from Eyeopeners Kiwanis Fort Collins for a special events permit
at Taste of Fort Collins, Old Town Square on June 14 and 15 and at OktoberFest, Old Town Square
on September 27.

Hearing on a New Application from Brinker Restaurant Corporation
for a Hotel -Restaurant Liquor License at Romano's Macaroni Grill,
4627 South Timberline Road, Approved
Bob Dill, attorney representing Brinker Restaurant Corporation, stated he is ready to proceed. He
briefly described the proposed premises. He stated that Brinker Restaurant Corporation manages 55-60
restaurants in Colorado. Mr. Dill stated this restaurant will be 6,500 square feet and seat 224 patrons.
He stated that approximately 80-85% of gross sales come from the sale of food. Mr. Dill briefly
described the training al employees ate required to complete. He stated that the manager will be TIPS
trained. Mr. Dill stated that any employee found in violation of the liquor code will be terminated.
Max Scott, representative for Oedipus, Inc., was sworn. Mr. Scott briefly described his background.
He briefly described the petitioning process. Mr. Scott stated these results are one of the highest he has
seen. Judge Lane marked the petitions as Exhibit 1.
Larry Fahrenbruch,950 Southridge Greens Boulevard, was sworn. Mr. Fahrenbruch desires that this
license be issued.
Belinda Kyle, representative for Brinker Restaurant Corporation, stated the restaurant will be open
Fridays and Saturdays until 11 p.m. and the rest of the week until 10 p.m. In response to a question
from the Judge, Ms. Kyle reviewed the diagram. She stated a hostess is always at the hostess station and
that the liquor storage is locked. Ms. Kyle stated they will have a current liquor code on premise.
Judge Lane adopted Resolution 2003-03, approving an application from Brinker Restaurant Corporation
for a hotel -restaurant liquor license at Romano's Macaroni Grill, 4627 South Timberline Road,
contingent upon receipt of the manager application.
The meeting adjourned at 2:00 p.m.
