Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on August 18, 2003 in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Robert Younger, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Agenda Review Deputy City Clerk Jensen stated that there are no changes to the agenda. Consent Agenda The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered under "Other Business" at the end of the meeting. a. Consideration of an Application from the Poudre Landmarks Foundation for a Special Events Permit at 1520 Remington. Judge Lane adopted the Consent Agenda. Consideration of an Application from the Downtown Business Association for a Special Events Permit at Legacy Park, Approved David Short, representative for the Downtown Business Association, briefly described the event. He stated the servers are very well trained and that they have had experience with similar events in the past. Judge Lane approved the special events permit for the Downtown Business Association at Legacy Park. August 18, 2003 Hearing on New Application from Lake Cafe Management Corporation, for a Hotel -Restaurant Liquor License at Bear Rock Cafe, 4615 South Timberline Road, Suite 104B, Approved Diane Finestein, attorney representing the applicant, detailed the ownership. Frank Sherman, representative for Lake Cafe Management, was sworn. He briefly described the type of establishment Bear Rock Cafe. Mr. Sherman stated they will only serve beer and wine. He stated he expects that food will be 95% of gross sales. Mr. Sherman stated he is familiar with the liquor code and that they require anyone who orders alcohol will be carded. He stated he has not had any liquor code violations. Kay Sherman, representative for Lake Cafe Management, was sworn. She stated she will be involved in the day to day operations. Ms. Sherman briefly described the petitioning process. She stated she received some negative comments regarding this application, however the majority were in favor of issuance of this license. Judge Lane adopted Resolution 2003 - 12 approving an application from Lake Cafe Management Corporation for a hotel -restaurant liquor license at Bear Rock Cafe, 4615 South Timberline Road, Suite 104B. Registration of Gregory Osborne as Manager of Beat Rock Cafe, 4615 South Timberline Road, Suite 104B. Approved Gregory Osborne, manager applicant, briefly described his background. He stated he has never had a liquor code violation. Mr. Osborne stated he is familiar with the liquor code. He stated any employee found in violation of the liquor code would be terminated. Mr. Osborne stated he will have a liquor code on premise. He stated is T.I.P.'s certified and is a T.I.P.'s trainer. Judge Lane approved Gregory Osborne as manager of Bear Rock Cafe, 4615 South Timberline Road, Suite 104B. Show -Cause Hearing for SGC&C, Inc., dba Tailgate Tommy's, 145 East Mountain Avenue. Continued to September 8, 2006 Assistant City Attorney Ablao requested that this hearing be continued to September 8, 2006 to finalize details of a stipulation agreement. August 18, 2003 Show -Cause Hearing for Casco ITC, dba Surfside 7 Cafe, 150 North College Avenue.
