Regular Meeting - October 6, 2003

A regular meeting of the Liquor Licensing Authority was held on October 6, 2003 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane Presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Robert Younger, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated that there were no changes to the agenda. She stated she spoke with
representatives with the Boys and Girls Club of Latimer County that they will allow clientele from the
Athletic Club and the Europa Spa access to their respective business.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on
important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no
perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and
considered separately. Items pulled from the Consent Agenda will be considered under "Other
Business" at the end of the meeting.

b. Consideration of an application from the Boys & Girls Club of Latimer County for a
Special Events Permit at the Fort Collins Chamber of Commerce. 225 South Meldrum
on October 18, 2003.

Oak.
Judge Lane adopted the Consent Agenda.

Registration of Kathleen Sadd, as Manager of
Pizza Hut, 2567 South Shields, #A-C. Approved
Kathleen Sadd, manager applicant, stated any employee that violates the Liquor Code will be
immediately terminated. She stated she has the Liquor Code on premise. Ms. Sadd briefly described
her background.
Judge Lane approved the registration of Kathleen Sadd, as manager of Pizza Hut, 2567 South Shields,
#A-C.
Registration of Jeremy Elliot, as Manager of
Pizza Hut,1075 Pennock Place, Approved
Jeremy Elliot, manager applicant, briefly described his background. He stated he will supervise the
training of the employees with regard to liquor sales. Mr. Elliot stated he has not had to terminate an
employee for violating the Liquor Code. He stated he has the Liquor Code on premise.
Judge Lane approved the registration of Jeremy Elliot, as manager of Pizza Hut, 1075 Pennock Place.
Hearing on a New Application from Old Town Wine & Spirits, LLC
for a Retail Liquor Store License at
Old Town Wine & Spirits,105 West Mountain Avenue, Approved
Tim Dow, attorney representing Old Town Wine & Spirits, LLC, stated he has a letter to submit in
support of this application. He stated this will not be a traditional retail liquor store.
Max Scott, representative for Oedipus, Inc., was sworn. Mr. Scott briefly described his background.
He briefly described the petitioning process. Judge Lane Marked the petitions as Exhibit 1.
Leslie Jabailey, member of Old Town Wine & Spirits, LLC, was sworn. She briefly described her
background. Ms. Jabailey stated this is primarily an investment, but that she plans to be involved with
the day to day operations over time. She stated she is familiar with the liquor code and plans to attend
T.I.P.'s training. Ms. Jabailey stated they will not stock 40 ounce bottles of beer.
Doyle Patrick Lauguens, member of Old Town Wine & Spirits, LLC, was sworn. He briefly described
his background. In response to questions from the Judge, Mr. Laguens, detailed the premise. He stated
they anticipate they will be selling the majority of their products during the day. Mr. Laguens stated
their sign emphasizes wine as opposed to spirits. He stated he has the liquor code on premise. Mr.
Laguens stated he has had no liquor code violation. He stated if an employee violates the liquor code
that they will be immediately terminated.
Judge Lane adopted Resolution 2003 -16 approving a new application from Old Town Wine & Spirits,
LLC for a Retail Liquor Store License at Old Town Wine & Spirits, 105 West Mountain Avenue.
