Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on October 24, 2005 in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Aimee Jensen, Deputy City Clerk Robert Younger, Liquor Enforcement Officer Agenda Review Deputy City Clerk Jensen stated that there are no changes to the agenda. Consent Agenda The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time on important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered under "Other Business" at the end of the meeting. a. Consideration of Minutes from September 26, 2005. Judge Lane adopted the Consent Agenda. Registration of Emiliano Contreras as Manager of 3 Margarita's, 3400 South College Avenue, continued to December 5, 2005 Emiliano Contreras, manager applicant, stated he began working for 3 Margarita's in 1998. He briefly described the training he has received. Mr. Contreras stated he has attended training given by the Liquor Enforcement Officer Younger. He stated he is on premise approximately 60 hours a week. Mr. Contreras stated he is responsible for training the employees. He stated that any patron that appears to be over 35 years of age is carded. In response to a question from Assistant City Attorney Ablao, Judge Lane continued this item to the December 5, 2005 meeting to allow Mr. Contreras to discuss his background with his attorney. October 24, 2005 Registration of Wallace Ham as Manager of Chipotle Mexican Grill, 649 South College Avenue, Approved Wallace Ham, manager applicant, briefly described the training he has received. Mr. Ham stated he has experience with visibly intoxicated patrons. He stated the cashiers are instructed to involve the manager if there is a problem with a patron. Mr. Ham stated any employee found in violation of the liquor code is terminated. He stated he has a current copy of the liquor code on premise. Judge Lane approved the registration of Wallace Ham as manager of Chipotle Mexican Grill, 649 South College Avenue. Registration of Kelly Dunning as Manager of Austin's American Grill, 100 West Mountain, Approved Kelly Dunning, manager applicant, stated she has been working the restaurant industry since 1996 and has been working at Austin's since 2002. She briefly described the training all staff receives. Ms. Dunning stated any patron that appears to be 40 and under is carded. She stated every patron that orders alcohol must have identification. Ms. Dunning stated that they have approximately 50 employees of which 25 are directly involved in the sale and service of alcohol. Judge Lane approved the registration of Kelly Dunning as manager of Austin's American Grill, 100 West Mountain Avenue. Registration of Daniel Lefebvre as Manager of Austin's American Grill, 2815 Harmony Avenue, Unit D. Approved Daniel Lefebrve, manager applicant, described the training and education he has received. He stated he has been working in the restaurant industry for 12 years. Mr. Lefebrve stated any patron that appears to be 40 and under is carded. Judge Lane approved the registration of Daniel Lefebvre as manager of Austin's American Grill, 2815 Harmony Avenue, Unit D. Registration of Andrew Lynch as Manager of Chesterfield, Bottomsly and Potts, 1415 West Elizabeth, Approved Andrew Lynch, manager applicant, briefly described the training all employees are required to attend. He stated they use the BARS program. Mr. Lynch stated approximately 45 employees are involved in the sale and service of alcohol. He stated any employee found in violation of the liquor code is immediately terminated. Mr. Lynch stated that any patron that appears to under 45 is carded. Judge Lane approved the registration of Andrew Lynch as manager of Chesterfield, Bottomsly, and Potts, 1415 West Elizabeth. 2 • October 24, 2005 Transfer of Ownership of La Costa Mexican Restaurant, 2513 South Shields Street, from Dos Hermonas, Inc., to O Investments. LLC and Trade Name Change to Odoba Mexican GrillApproved Steve Lauer, representative for Q Investments, LLC, briefly described his involvement with the sale and service of alcohol. He briefly described the premise. Mr. Lauer stated the patio is fully visible from the serving area. He stated the seating capacity is 82. Mr. Lauer stated alcohol will be stored behind the serving line. He stated they are currently operating under a temporary license. Judge Lane approved the transfer of ownership of La Costa, 2513 South Shields from Dos Hermonas, Inc., to Q Investments, Inc., and trade name change to Qdoba Mexican Grill. Registration of Julee Demovich as Manager of Odoba Mexican Grill, 2513 South Shields Street Approve Julie Dernovich, manager applicant, briefly described her employment history. She stated she and her management staff have all attended TIP's training. Mr. Dernovich stated that they will re-train all employees twice a year in the sale and service of alcohol. She stated she is on premise approximately 50 hours a week. Ms. Demovich stated that a manager is on premise at all times. She stated the cashier is responsible for the sale and service of alcohol. Ms. Demovich stated that alcohol sales are less than 1% of gross sales. She stated that any employee found in violation of the liquor code will be immediately terminated. Judge Lane approved the registration of Julie Demovich as manager of Qdoba Mexican Grill, 2513 South Shields Street. Other Business Judge Lane adopted the 2006 Liquor Licensing Authority Schedule as presented by Deputy City Clerk Jensen. Adjournment The meeting adjourned at 1:50 p.m. \LO-� C Municipal Judge
