PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
FEBRUARY 10, 1987

STAFF -- Jane Davis, Robert Holzfaster.
The meeting was called to order by the Vice-president, Polly Walters. The
minutes of the previous meeting were approved as distributed.
The statistical report for January was distributed.
Jane Davis, Library Director, reported that the Fort Collins Friends of the
Library have committed $4500 for the 1987 Summer Reading Program, $2146 for
audiocassette cabinets, $1290 for paperback racks and $1200 for
photographic equipment. Kate Erslev offered to be the Library Board
liaison to the Friends of the Library. This will enable both groups to be
more knowledgeable about the other's activities.
Ms. Davis also reported that staff is already in the planning stage for
summer activities. The theme for the summer will be "Sky's the Limit -
Book a Flight." The program is being restructured in an attempt to spread
library use more evenly over the summer and avoid the traffic jams at the
circulation desk that we experienced during June and July last year.
Ms. Davis distributed flyers for the Great Decisions discussion series and
the Wordsworth series.
Christine Kneeland joined the group at 7:30 p.m. and chaired the remainder
of the meeting. Ms. Kneeland asked Jane Davis to summarize the role of
Friends groups. Ms. Davis reported that generally Friends groups raised
funds for libraries, provided citizen advocates for library funding and
programs and served as a cadre of volunteers for library projects. Friends
groups also accept gifts and donations for libraries from individuals or
groups who do not wish to give directly to a tax supported agency.
Ms. Kneeland discussed the various kinds of library boards in Colorado and
their differing responsibilities. The Fort Collins Public Library Board is
advisory to the City Council. Board members read through the current
mission statement, by-laws and proposed City Code section dealing with the
Library Board. If the proposed Code changes pass on March 3, some
modification will need to be made in the present by-laws.
Board members asked if the Library Director had written goals for th
library and raised questions about the Board's responsibilities in
developing goals for the library and/or the Library Board. Christie,
Kneeland and Jane Davis will meet with Nancy Knepel from High Plains
Regional Library System before the March meeting to get some input from he -
and from the Colorado State Library on the proper role of the advisory
board in relation to city management, City Council, and library staff.
Jane Davis reported that there is as yet no activity on 1988 budget.
Catherine Fine reported that the scheduled February 2 meeting with members
of the Historical Society Board was postponed.

suggestions about the library and its operation
