MINUTES - REGULAR MEETING

The meeting was called to order at 7:07 p.m. by the chairperson, Virginia Ward. The minutes
of the August meeting were approved as distributed. Ms. Ward read a note from Cathy Fromme
thanking the Board for their encouraging message and a second note from her saying she would
be unable to attend that night's meeting because she would be out of town.
REPORTS
The Board reviewed the statistical report for August. Library use continues to be up over last
year.
Jane Davis, Library Director, distributed a detailed report on the 1991 summer reading program.
The program was very successful. Board asked staff to look at ways to strengthen the program
by working with the school district to involve students from some of the schools not taking
advantage of the program.
Ms. Davis reported library staff is working with senior center staff to present a series of
programs for senior citizens. The series is called "Quandary" and will be held in the library
Delatour Room.
Ms. Davis also reported that the library was involved in the upcoming environmental fair
sponsored by the City of Fort Collins to be held in Library Park on Saturday, September 21.
Ms. Davis reported that Ebsco, the library magazine jobber, was helping the library by
contacting local businesses about donating additional magazines to the library collection. The
ground rules require a gift of a minimum of four new titles the library does not receive. Each
is placed in a cover which credits the giver on the front. The library will soon begin to receive
18 subscriptions, ten from Warren-Bolander Funeral Home and eight from Biggers Insurance.
This is all we can handle space wise at this time. '
OLD BUSINESS
Ms. Davis reported that she had attended a budget worksession on September 10. Since general
fund revenues are flat in 1991 and are projected to be flat in 1992 there is real doubt that there
will be full funding available for year two of the library development plan. Council member
Azari had spoken to this at the worksession. Jerry Roselle moved that the Chairperson, Ms.
Ward, write to Council expressing Board concern for the funding situation. Karen Dornseif
seconded the motion. All voted for the motion.
Ms. Davis presented a report on the use of the library materials drop boxes. The drops have
been well received and are very popular. They are a quantifiable improvement in library service
directly attributable to increased library funding in 1991.
Fay Rhoadarmer distributed copies of a draft of updated by-laws. The group went over the
draft. The organization and functions of the Board were edited to reflect the changes in the
Board made over the last few years and to reflect the public notice and ethics requirements of
the City Council. The changes will be voted on at the October meeting.
Jane Davis stated that Madeleine Wawro had asked her to report that she had talked to Jacque
Rieux at Stone -Lion Bookstore about authors who might be coming to the community. He
suggested Board members contact authors they are interested in bringing to the community
directly. Since bringing in an author is often expensive, Board members asked Jane Davis to
look into the possibility of several larger libraries on the front range going together to bring in
an author or authors.
NEW BUSINESS
The group discussed the fact that a citizen's group seems to be coming together to look at ways
to promote and support more quality of life projects in the city. The Library Board may be
approached by this group in the near future to provide input on library service needs.
The group discussed planning something - some event or events - with other libraries in the
community to celebrate National Library Week in April 1992. Ms. Davis will contract the
school district and the C.S.U. library to see if they are interested in participating.
The meeting was adjourned at 8:54 p.m.
