MINUTES - REGULAR MEETING

The meeting was called to order at 7:09 p.m. by the Vice Chairperson, Sharon Conley. The
minutes of the previous meeting were approved as distributed. Jane Davis, Library Director,
distributed copies of correspondence to Boards and Commissions from Steve Roy, City Attorney.
This correspondence included a copy of Ethics Review Board Opinion 9-12 dealing with board
and commission members making presentations to their own board or commission in a personal
capacity.
REPORTS
Robert Holzfaster, Office Administrator, distributed copies of 1991 year end statistics. Total
library material circulation for 1991 was 926,517 items, up 10% over 1990 and up 25% in the
last three years. Library staff selected, ordered and added 23,342 new pieces of library
material, presented 718 library programs with 24,522 attending - programs up 66% and
attendance up 34%.
Ms. Davis reported that the city was in the negotiation process with Dynix for a new library
system. Tentative plans call for the library to close August 24 - September 7 to relabel library
materials and make the changeover to the new system.
Ms. Davis also reported that Latimer County funding for libraries would be at the same level
as 1991. Fort Collins Public Library will receive a total of $108,034 - $10,803 earmarked for
outreach.
Ms. Davis reported that cooperative programming for National Library Week is moving along
nicely. Public school, academic and special libraries are involved.
Ms. Davis distributed copies of the changes made in the city code outlining the functions of the
Library Board. These changes were approved by City Council in December. She also
distributed copies of library borrowing rules and regulations. Check out periods and fines
charged remain the same in 1992. These rules and regulations will be posted at each service
desk.
Sharon Conley, Library Board representative on the Library Fund Advisory Committee reported
that the fund had received gifts totaling $1095.00 as result of a mailing sent out just before
thanksgiving.
OLD BUSINESS
Jerry Roselle moved that the amendment to the by-laws proposed and voted on favorably at the
December meeting be given final approval. Madeleine Wawro seconded the motion. All votes
were favorable. Jane Davis will forward a copy of the by-laws, as amended, to the City Clerk
for distribution to Council.
Board and staff discussed the Colorado State Library statistical comparisons of like libraries.
Libraries included in the report are Adams County Public Library, Arapahoe Library District,
Aurora Public Library, Boulder Public Library, Denver Public Library, Jefferson County Public
Library, Pikes Peak Library District, Pueblo Library District, Weld Library District and Fort
Collins Public. This report compares resources and services of these libraries.
Jane Davis distributed copies of Virginia Ward's evaluation of Follow the Fall by Maxine
Kumin. A library user has requested it be removed from the shelf. Ms. Wawro and Ms.
Dornseif also reported on the book. All agreed that though there were things about the book
that were old fashioned it also contained information about fall that remained true and of
interest. Madeleine Wawro moved the book be retained on the shelf. Karen Dornseif seconded
the motion. All votes were favorable.
NEW BUSINESS
The Board selected two possible dates for the Board/staff retreat, Thursday, March 12 or
Wednesday, March 25. Ms. Conley will contact the Chairperson, Virginia Ward about the dates
and about appointing an ad hoc committee on arrangements.
The meeting was adjourned at 9:15 p.m.
