HomeMy WebLinkAboutLiquor Licensing Authority - Minutes - 01/29/2001_ _ � LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting — January 29, 2001 1:15 p.m. Council Liaison: Ray Martinez 11 Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on Monday, January 29, 2001, in Municipal Court, 201 LaPorte, Justice Center. Judge Kathleen M. Lane presiding. Staff in attendance: Greg Tempel, Assistant City Attorney Richard Johnson, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Consent Agenda The Consent Calendar is intended to expedite the meeting and allow the Authorityto spend its time and energy on the important items on a lengthy agenda. Items on the Consent Calendar are (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Calendar and considered separately. Items pulled from the Consent Calendar will be considered separately immediately following adoption of the Consent Calendar. a. Approval of Minutes from January, 20C1 meeting. Judge Lane adopted the Consent Agenda. Consideration of an Application from Old Town School of Performing Arts, 328 Remington Street, Approved with Contingencies Michael Gaines, event manager, briefly described the planned events. He stated he received no complaints from the events he held last fall. Assistant City Attorney Tempel requested that a final notice from Poudre Fire Authority, listing uncorrected violations for 328 Remington, be entered into evidence as Exhibit A. Mr. Gaines confirmed that these violations have not been corrected. Peter Barnes, City of Fort Collins Zoning Code Administrator, was sworn. He briefly described his interaction with Mr. Gaines. Mr. Barnes stated 328 Remington has not been approved for school use. He described the process involved in obtaining approval. Mr. Barnes stated Mr. Gaines has not submitted the necessary paperwork to begin the process of approving 328 Remington for use as a school. January 29, 2001 Mike Gebo, City of Fort Collins Building Code Administrator, was swom. He stated he works with the Poudre Fire Authority -to resolve violations. Mr. Gebo reviewed Exhibit A and stated that the violations listed have not been corrected. Judge Lane approved the Special Events Permit for the Old Town School of Performing Arts, 328 Remington, contingent upon proof of compliance with the Uniform Fire Code and the City of Fort Collins Building and Zoning laws, for February 14, 23, 24 and 25, 2001. Consideration of an Application from the One West Art Center, for a Special Events Permit at 201 South College Avenue, Approved with Contingencies Jeanne Shoaff, event manager, stated Poudre Fire Authorityinspected the 201 South College todayand that she has 30 days to correct the violations. Judge Lane approved the Special Events Permit at the OneWest Art Center, 201 South College, contingent upon proof of compliance with the Uniform Fire Code, for March 16 and 17, Apra 13, June 29, September 14, and November 9, 2001. Registration of Richard Callan as Manager of Linden's, 214 Linden Street, Approved Richard Callan, applicant, briefly described his background. He stated he will be having monthly training sessions with his employees. Mr. Callan stated Linden's employs approximately 65 people and that there are 10-12 employees per shift. Judge Lane approved the registration of Richard Callan as Manager of Linden's, 214 Linden Street. Registration of Kevin Hutchinson as Manager of The Armadillo Club, 354 Walnut Street, Approved Kevin Hutchinson, applicant, stated he has been with Annadillo for 5 years as their corporate trainer. He stated the servers receive the same training as the bartenders. Mr. Hutchinson stated he supervises approximately 45 people. Judge Lane approved the registration of Kevin Hutchinson as Manager of The Armadillo Club, 354 Walnut Street. January 29, 2001 Registration of Michael Navey as Manager of Pitchers!, 1100 West Drake Road, Approved Michael Navey, applicant, stated he has been in the restaurant business for 15 years. He stated he has a copy of the liquor code on premise. Judge Lane approved the registration of Michael Navey as Manager of The Crown Pub, 134 South College. Transfer of Ownership of Pitchers!, 1100 West Drake Road, from Pitchers!, Inc., To Breckenridge Acquisition Co., Approved Ed Cerkovnik, president of Breckenridge Acquisition Co., briefly described his background. He stated he has interest in several liquor licenses in Colorado. Mr. Cerkovnik noted that he will not be involved in the daily operations of Pitchers!. He stated Pitchers! will remain the same for now. Mr. Cerkovnik stated he is aware that modifications of premise will require approval from the Liquor Licensing Authority. Judge approved the transferof ownership of Pitchers!, FromPitchers!, Inc., to Breckenridge Acquisition Co., 1100 West Drake Road. Registration of Richard Thomas as Manager of Pitchers!, 1100 West Drake Road, Approved Richard Thomas, applicant, stated he is on premise approximately 55 hours a week He stated he has been certified as a T.I.P.'s trainer in the past, but currently does not hold his certification. Mr. Thomas stated the servers are responsible for carding patrons. He stated he has the liquor code on premise. Judge lane approved the registration of Richard Thomas as Manager of Pitchers!, 1100 West Drake Road. Hearing on a New Application from Big Daddy's, LLC for a Hotel -Restaurant Liquor License at Bradd)fs Downtown Restaurant, 160 West Oak, Postponed Greg Tempel, Assistant CityAttomey Tempel, stated the applicant failed to submit his petitions to the City Clerk's office at least 10 days prior to this hearing. He requested the Judge postpone the hearing to February 5, 2001 to allow the petitions to be reviewed. Judge Lane postponed the hearing on anew application from Big Daddy's, LLC for a Hotel -Restaurant Liquor License at Braddy's Downtown Restaurant, 160 West Oak, to February 5, 2001 at 1:15 p.m. • The meeting adjourned at 2:30 p.m. Adjournment M-O,r Municipal Ju ge January 29, 2001
