COMMISSION MEETING
February 2, 1971
A meeting of the Fort Collins Commission on Human Relations was held
at 225 Second Street, Fort Collins, Colorado, on Tuesday, February 2, 1971,
at 7:30 p.m.

The meeting was called to order and the minutes were read and approved.
Dr. James W. Baird was introduced and welcomed as a new member of the Com-
mission. Copies of the Ordinance creating the Commission and Bylaws of
the Commission were given to those members present who needed them.
Ernest Andrade spoke on the Bi-lingual program in general and Johns-
town in particular. He pointed out the advantages of this type program
for minority groups who heard very little English spoken at home.
Dr. Preble read a letter from the City Manager answering in the neg-
ative our request for a full-time Administrator. The letter stated that
the City Council had reviewed the case load of the Commission and felt it
was not sufficient to justify even a part-time Administrator.

A letter was read from the League of Women Voters volunteering to
assist the Commission in developing definite goals for the coming year.
Mr. Santiago Jose Martinez of UMAS and Miss Debbie Bueno spoke to the
Commission about the Black Beret and its purpose in the Mexican -American
community. It encourages the Chicanos to do things together, such as
learn their history, cultural background and to take pride in themselves.
They are trying to develop a group culture that will unify, not isolate.
They are striving for self-identity and consider their goals benificial,
not destructive.
In the discussion that followed, Dean Olson recommended that if we,
as a Commission, are to function effectively, our aim should be to observe,
learn and inform others.
The secretary was directed to write a letter to Father Ostertag and
Mrs. Nancy Landers expressing our appreciation for their years of dedicated
service on the Commission.
There being no further business, the meeting was adjourned with the
announcement that the next meeting would be held March 2, 1971, at 7:30
p.m., at 225 Second Street.
