FORT COLLINS HUMAN RELATIONS COMMISSION
Meeting of December 14, 1972
A special Christmas meeting of the Fort Collins Human Relations
Commission was held on December 14, 1972 in the home of Mrs. Walter Atherly.

The meeting was called to order by Chairman Jim Baird. The minutes
of the last meeting were read and approved.
Chairman Baird announced the appointment of three new members of the
Commission: Mr. David Osborn, Mr. Louis Brown, Jr. and Mrs. David Moore.
Each member present was asked to give a brief history and background
of his or her life and how they became interested and involved in Human Relations.
At the meeting of November 16, 1972 Mr. Luke Long was asked to formulate
an amendment to the Bylaws pertaining to the attendance of meetings. Mr. Long
submitted the following amendment to Section VI, C with the addition of subheading
3 which states:
"So that the conduct of business of the Commission can be effect-
ively carried out, it is necessary to have the support of every member.
Therefore, all members shall indicate their interest in, and intention
of, serving the Commission in good faith by attending all meetings
punctually and consistently. If for any reason a member will be tardy
or is unable to attend, it is his responsibility to inform any officer
of the Commission or a fellow member of such tardiness or absence some
time prior to the meeting. Upon three consecutive unexcused tardinesses
or absences, the member shall be expected to tender his resignation
voluntarily, or the President of the Commission shall exercise his duty
of directing such member to resign, so that others interested and
willing to serve may be given the opportunity."
Dr. Preble made motion to delete the word "tardiness" but fully keep
the spirit of punctuality. Dave Osborn seconded; motion carried.
Dave Osborn made motion that we add the following to be inserted after
the sentence "Upon three consecutive unexcused absences," --"or failure of a
member to attend at least one-half of the yearly meetings prior to the annual
meeting. Dr. Preble seconded; motion carried. The amendment to the Bylaws will
be submitted to the City Council for approval.

Chairman Baird made the following committee appointments:

Chairman Baird and Vice Chairman Luke Long will oversee and work
closely with all committees.
Chairman Jim Baird suggested we adopt the following four point outline
as a guideline to effectively function as a Human Relations Commission:
1. Each committee is to meet on its own and work in the area
assigned to it.
2. Each committee will give a report at each regular monthly
meeting.
3. All committee hearings will be held as an open Human
Relations Commission meeting.
4. The Human Relations Commission will hold monthly meetings
the first Thursday of each month starting at 7:30 p.m. and
concluding at 9:30 p.m.
0 Bill Cartwright made motion that these guidelines be adopted with the
right to change as needed. Dr. Preble seconded; motion carried.
Dr. Preble reported that he has given the Coloradoan a background
story of the Fort Collins Human Relations Commission to be released in the near
future.
There being no additional business, the meeting was adjourned.
The next regular monthly meeting wile held
located in the basement of City Hall, January ,,.b1973.
