FORT COLLINS HUMAN RELATIONS COMMISSION
Meeting of February 8, 1973
The monthly meeting of the Human Relations Commission was held in the
Friendship Room of the Municipal Building, 300 LaPorte Avenue, Fort Collins,
Colorado on February 8, 1973.

The meeting was called to order by Chairman Baird at 7:30 p.m.
Mr. Wilbur Scarborough was introduced to the members of the Commission.
Chairman opened the meeting by asking for committee reports.
Mr. Seymour Graham, Chairman of Publicity, reported that he contacted Mr. Don
McMillen of the Coloradoan to put together a feature story about the Human
Relations Commission to be published soon. Mr. McMillen wants to incorporate
an advance notice of the next meeting with the story. He wanted to know if
all meetings were open and would like to have a reporter in attendance.
It was asked if some member of the Commission was on call at all times
to handle complaints, etc. Bob Brunton advised that the City is trying to
establish someone who will act as a public relations secretary to handle all
incoming calls of a complaint nature. Possibly this person could act as a
go-between and get word to the Human Relations Commission. Mr. Louis Brown
suggested we assign a different time to each member of the Commission to be on
call, perhaps for two weeks or a month at a time. Will Scarborough suggested
the Grievance and Investigation Committee be on call. He then brought up that
whoever would be on call should certainly be qualified in Human Relations to
handle such calls, and suggested sensitivity training of some sort for those on
call.
Jim Baird motioned that all members of the Human Relations Commission
be available to be on call, and that Will Scarborough look into some sort of
training for those on call. Seymour Graham is going to check into having a
periodic ad run in the paper giving the number to call.

Luke Long reported for Dave Osborn, the Chairman of the Research
Committee. Dave is presently gathering information together. Will Scarborough
suggested we get on the U. S. Civil Rights Commissionfs mailing list for all
publications, believing this will be very helpful to all members of the Commission.
This will be done as soon as possible.
Ralph Braden reported that the Education Committee has not had a
meeting as yet with nothing further to report.
Parker Preble, Chairman of Grievance and Investigation Commission,
reported that no grievances have been turned in to his Committee for investigation
at this time, and had nothing further to report.
City Manager Robert Brunton shared some concerns that he thought could
possibly involve the Human Relations Commission. He brought up the fact that
there will be several social concern agencies that will lose federal funding
July 1 because of Revenue Sharing; and some agencies have already been asking
for help. Also, the City Council is still trying to set up a Housing Code. He
feels this will particularly be helpful to Andersonville and Spanish Colony. An
equitable,working housing code would upgrade homes instead of condemning them.
Mr. Brunton wants to meet with the Commissions Research Committee and look
into these areas that need help. Parker Preble stated that we should be an
action group, not just a re -action group and that we should seriously look into
these areas and become involved.
Chairman Baird closed the meeting by expressing his appreciation to
Mr. Brunton for attending the meeting and showing concern for this Commission
and offering his helpful ideas and suggestions.
The next meeting will be held March 1, 1973 at 7:30 p.m. in the City
Council Chamber, Municipal Building, 300 LaPorte Avenue, Fort Collins, Colorado.
