FORT COLLINS HUMAN RELATIONS COMMISSION
Meeting of April 5, 1973

The meeting was called to order by Chairman Baird at 7:30 p.m.
A group of ladies present explained the absence of Mrs. Giron due to
her sister being suddenly taken to the hospital. This was taken by the Commission
as an excused absence, so moved by Dave Osborn and seconded by Wally Bujack;
motion carried.
Chairman Baird presented a letter from Bill Cartwright offering his
resignation. This will be referred to the City Council for action.
Chairman Baird asked that Pernie Atherly and John McGraw work with
Mrs. Susan Hunsucker on a feature story about the Commission.
In answer to Mrs. Norman Illsley's inquiry into the Fort Collins'
bonding rates, Mr. John McGraw gave a report for the Grievance and Investigating
Committee. A copy of General Order #GO23 dated July 23, 1971, issued by Chief
of Police Ralph Smith was issued to each member present. This report gives a
complete schedule of minimum bonds for Municipal Court of the City of Fort
Collins. The members of the Commission agreed that these bonding rates were
equitable and in line with other municipalities. It was moved and seconded that
this report be accepted and a letter sent to Mrs. Illsley.
John McGraw reported that a telephone and Human Relation and Information
Center will soon be established in the City Building and incoming calls regarding
human relations will be forwarded to the Commission members.
The bilingual.information brochure about the Commission is to be
budgeted through the next City Council meeting by specific allotment. A specific
budget is needed from the Commission to be presented to the Council. Chairman
Baird and Jerry Templer are to work up an applicable budget,
Dave Osborn, Luke Long, and Will Scarborough presented copies of the
"Boulder Human Rights Manual" to each member. This is a manual and guideline for
Boulder Human Rights Law. A guideline for discrimination in housing, employment,
and public accommodation is presented. Dave Osborn suggested that each member
read and familiarize himself with this manual and be prepared to discuss the
possibility of adopting this type of resolution and ordinance for the Commission
at the next regular meeting. Luke Long and Wilbur Scarborough both fully endorsed
the possibility of adopting this or a comparable ordinance for this Commission.
Mrs. Wolfe from the Counseling Center at CSU was asked to come and
present some possibilities for human awareness training for each member of the
Commission. She suggested this would require a sincere time commitment from
each member. To start with, Mrs. Wolfe suggested the "Star Power Game " exercise
should be tried. The Commission agreed to a training meeting on Saturday, April 28,
1973, from 9 a.m, to 12 noon in the City Council Chambers.
Mr. Neff Casaburri, Director for Renters' Rights, gave a report regarding
"Discrimination Charged in Water -Use Ratings." A copy of this report was given
to each member. After much discussion it was moved and seconded by Dave Osborn
that the Commission encourage the City Council to implement a more equitable water
rate schedule based on usage.
There being no further business, the meeting was adjourned. The next
meeting will be held on May 3, 1973, at 7:30 p.m. in the City Council Chambers.
