Chairman Baird reviewed City Ordinance 35, which created the Fort Collins
HRC, for the new members - also, City Ordinance 64, which changes term of service
from three years to four years for each appointed member of the commission - also,
reviewed the HRC Bylaws for all members.
Election of new officers for the fiscal year 1974 were held and Rev. James
Baird was re-elected as Chairman. Mr. David L. Moore was nominated and elected as
Vice Chairman. Mr. David Osborn was nominated and elected as Secretary. These

David Osborn reviewed the new proposed Human Rights Ordinance and instructed
each member to make several changes in the working of the Human Rights Manual,
particularly anything pertaining to "Life Style." Dave advised this would in most
cases be un-enforceable, arbitrary and too elusive. It was decided that each member
would thoroughly review his copy of the HR manual and be prepared at the next meeting
to discuss and make final recommendations to the City Council for adoption of this
ordinance.
Dr. Preble advised that the greviance of trash dumping at 109 E. Lincoln
has been referred to the office of Sanitation and Public Health and had nothing new
to report at present.
Chairman Baird asked each member present to put on a slip of paper his
or her preference of work committees to be assigned at next meeting.
Meeting was adjourned at 9:00 p.m. Next meeting to be held on September
13, 1973 at 7:30 p.m. in City Council Chambers.
