Rev. Baird called the meeting to order and recognized a quorum. II. Dave Moore will ask Chuck Solano if he intends to participate. Members Present: Rev. Baird David Moore Ann Azari Sam Van Why Margaret Batson Ben Napheys Dave Osborn Rev. Ed Ostertag Guest: Sonja Nornes III. Report of Grievance and Investigation: (a) complaint against hiring policy of May D & F; Mrs. Dorothea Helen Quicksall alleged discrimination on re- ligious grounds. She will not work on Sundays. Mr. Speth, representative from Wards, explained it was against hiring policy to hire people who couldn't work on Sundays. He said things could be worked out when the Grievance and Investigation Committee questioned him by phone. Report: Luke Long - Mrs. Staigmiller situation: met with City representa- tive. Employee involved was reprimanded; inspector involved apologized personally. Luke Long called Mrs. Staigmiller to confirm. She is satisfied. Case closed. IV. Noted letter from Nancy Gray expressing appreciation of our efforts. V. Progress report of the Police/Community Relations Committee (see appendix) Report of sub -committee by Ed Ostertag: Several sessions at Junction: Luke Long, Parker Preble, Jerry Templer, Ed Ostertag and John McGraw. New role function of HRC - Idea to share ideas and insights. Meet Saturday afternoon, January 19, 2:00 at the Sylvandale Ranch. Sparkle Hour - 5:00; Supper - 6:00 (steak $8.50/person). Subject to our approval. Moved: Sam Van Why; second: Dave Moore; unanimous approval. Approximately 10 people to attend. John McGraw is to send a reminder. Meet: 1:30 in Rev. Baird's church parking lot. Ed Ostertag will be prepared with an agenda and ideas to discuss. VI. Human Rights Ordinance progress report: A. Received from Art March a confidential memo. Read entire memo. B. Discussion: 1. Dave Osborn suggested we pursue legal question 2. Dave Moore and Dave Osborn - prepare research report on area of law for the next meeting. Motion: Sam Van Why; Second: Ben Napheys; unanimous approval. -2- 3. Ben Napheys suggested developing public hearing plans. Chairman Baird suggested the designation of a committee on how ordinance should be adopted. Chairman to be Sam Van Why with mem- bers Jerry Templer and Ann Azari. Unanimous support. VII. Relationship of Commission to Council. A. Jim Baird thought: (a) that we may be window-dressing, (b) Council not acting on recommendations, and (c) no official notice from Council as to appointments. B. Ed Ostertag - question as to any action on motion of 2 meetings (?) ago regarding revenue sharing and human resource area. Minutes of October 1" 1973, John McGraw indicated that the question of HRC involvement in re- viewing programs and expenditures for Human Resources had been addressed to the ERC in March of 1973 by the City Manager and rejected in June of 1973. By October, when the question was raised again, the Council had decided to handle the matter itself. C. Moved by Dave Osborn that Rev. Baird lead discussion on relations between the Council and ERC at the meeting on the 19th. Second: Ben Napheys. Unanimous passage. VIII. Adjournment Memo To: Human Relations Commission From: Dave Moore, Acting Secretary January 24, 1974 Subject: Progress Report of the Police/Community Relations Committee 1. John Clifford and I have reviewed the notes taken during five week training course at the Colorado Law Enforcement Academy. Thus far it appears to us that approximately two or three hours out of a five week intensive training program are spent on community relations. 2. Met with Robert Mason, training officer, who coordinates all training under- taken by police. Myself, Liz Dyer, Sam Van Why and John McGraw discussed (a) all training, testing and orientation of officers and (b) promotion. 3. Have examined the 'Management Study' of the Fort Collins Police Department done by the consultatns. Improving Chicano/Police relations was listed Priority "3" on a scale of 1 to 9. So our recommendations shall be in re- gard to the means we have determined can best achieve the above stated broad policy objective. 4. Have discussed with one another the expectations of the citizens of our com- munity; determining what efforts have been made in the area and how valuable they have been. 5. Examined community/police relations material prepared by the Reggie Fellow- ship staff in the summer of 1970. Discussed (a) the problem areas and (b) recommendations. 6. Researched the area in terms of recent literature, thoughts and authorities. eg. newspaper articles, Ramsey Clark chapter, U.S. Civil Rights Commission Report. 7. to take a trip to Denver to talk with some more individuals and agencies, including the Police Academy. 8. Genaral observation: little time spent emphasizing community relations; extremely difficult task in trying to affect attitudes; no real financial incentives for promoting experience and further training. 9. Soma things attempted by the Police Department in the past with little long range success: a. Hill Lo ez - Cultural Background Seminar b. PoliceCommunity rap sessions c. Police/Youth recreation program (limited) d. Police Chicano recruitment program e. Public rides with patrolmen: f. Human Relations portion in training (limited) g. Psychological testing in pre -recruitment h. C.S.U. Seminars in Human Relations i. Family crisis intervention training
