SUBJECT: Minutes of the 4/15/74 meeting
I. Chairman Baird called the meeting to order at 4:00 p.m.
II. Roll call:

III. Minutes of the meeting of 3/14/74 were approved as read by the Chairman
6-0. Moved by Mrs. Batson and seconded by Mr. Van Why.
IV. Scheduling of public hearings for the proposed Human Rights Ordinance.
A. Mr. Brunton submitted a brief summary of the proposed ordinance for
consideration by the HRC for public dispersal. Copies were distributed
to the members.
B. Chairman Baird assigned the following members to a Committee for or-
ganizing and publicizing the public hearings:
James Baird Elizabeth Dyer
Dave Moore Dave Osborn
Sam Van Why - Chairman Ann Azari
C. Chairman Baird indicated that the hearings would be conducted by the
Commission as a whole.
D. Sister Dyer asked if funds would be available from the city to develop
a brochure on the ordinance. Mr. Brunton indicated that funding is
available.
E. Mr. Van Why moved the establishment of the following dates and times
for the public hearings, reporting due dates and Council reading:
May 9, 1974 at 7:30 p.m.
May 15, 1974 at 2:00 p.m. Hearings
May 22, 1974 at 7:30 p.m.
June 21, 1974 - Report on hearings to City Council
June 27, 1974 - First reading by City Council.
Publicity and Organizing Committee met after the meeting and called a
meeting for 4/19/74• (Hearings will be held in the City Council
Chambers.)

V. Police -Community Relations.
A. Mr. Brunton requested that a meeting be established between the Police -
Community Relations Committee and Police Chief Smith and Lt. Davis,
Administrative Assistant to the Chief.
Chairman Baird indicated that P/CR Committee Chairman Clifford should
be contacted to establish such a meeting.
B. Mr. Napheys suggested that Council action to authorize the initiation
of Committee -Police action on the recommendations.
C. Chairman Baird appointed Mr. Nichols to the Police -Community Relations
Committee.
VI. Revenue Sharing
A. Mr. Brunton informed the Commission that the City Council has requested
the commissions review of City Human Resource spending and to examine
its potential role in city human resources.
B. Mr. Moore informed the Commission that he had written a summary of the
Federal Revenue Sharing Guidelines and associated information and that
this information could be made available to HRC for consideration.
C. Chairman Baird appointed the following members toa City Human Resource
Committee: Mr. Napheys, Chairman
Mr. Solano
Mrs. Batson
Mr. Templer
Rev. Ostertag
Mr. Robert Brunton - City Administration liaison.
VII. Committee for the reorganization of the HRC
Current members: Rev. Ed Ostertag, Chairman
Mr. Jerry Templer
Mr. Parker Preble
A. Chairman Baird appointed Mr. Napheys to the committee to replace Mr.
Luke Long who has resigned from the HRC.
B. Chairman Baird designated July 1, 1974t as the date for adoption of a
plan for the reorganization of the HRC and for the election of new
officers.
